The opportunity:

The role of Cluster Emergency Response Manager plays a central role in the management and coordination of emergency responses in Central America involves multinational collaboration to improve preparedness capacities and disaster response. It requires strategic planning and the implementation of effective communication and logistics systems. Actions include training local emergency personnel, establishing resilient technical and financial infrastructure, and improving community preparedness. Furthermore, it is essential to develop strong partnerships with donors and humanitarian agencies to secure funding and support. These efforts are vital to the immediate response to disasters and the long-term stability of the region.

responsibilities

Programs and Strategy:

  1. Supervise the management and coordination of emergency programs in the four countries, ensuring that they are aligned with the international standards and policies of the organization.
  2. Direct the development and updating of humanitarian response strategies, with a focus on preparedness and immediate response to extreme weather events and other human crises.
  3. Manage multinational initiatives and projects within the cluster, ensuring effective design and implementation through collaboration with regional and local teams.

Preparation:

  1. Coordinate training and preparation activities, adapting them to the regional risk calendar, with an emphasis on cyclone and rainy seasons, as well as periods of increased migratory flows.
  2. Ensure compliance and support Response Preparation (R2R) activities in four country offices.
  3. Carry out proactive analysis and monitoring of critical points to prevent and address potential crisis areas.

Development of proposals:

  1. Co-design project proposals for subregional initiatives, ensuring that they align with strategic objectives and take advantage of local knowledge.
  2. Take responsibility for multinational project proposals, ensuring consistency and alignment with broader regional strategies.
  3. Assist country offices in the design of proposals within their respective territories.

Representation and Coordination:

  1. Actively participate with donors and UN agencies to strengthen strategic alliances, especially with subregional personnel in the Central American cluster.
  2. Identify and develop multinational initiatives, representing the organization in key meetings and events of thematic and subregional groups.

Answer:

  1. Lead needs assessment and support country offices in developing response plans and obtaining necessary resources.
  2. Provide direct emergency response support to countries within the group.
  3. Manage disaster risk reduction (DRR) activities in country offices that lack dedicated humanitarian personnel.

Supervise multinational emergency projects within the group.

Technical and operational support:

  1. Develop technical capacities in Protection of Children in Emergencies (CPiE), Education in Emergencies (EiE) and other sectoral areas as necessary (for example, CVA, Food Security, WASH).
  2. Ensure that operational support functions, such as finance, human resources, and logistics, are managed according to organizational standards and local regulations.
  3. Supervise the creation and maintenance of safety and protection guidelines, aligned with local contexts.

Person:

  • Advanced degree in management, humanitarian aid, disaster management or a related field.
  • Extensive experience in managing emergency programs in diverse and complex environments.
  • Strong leadership skills, strategic thinking and project management.
  • Excellent interpersonal and communication skills, fluent in Spanish and English.
  • Strong understanding of the humanitarian landscape and child protection standards in the Central American context.

Location: Mexico, Guatemala, Honduras or El Salvador

Reports to: Cluster Director
