Emergency Officer At Danish Refugee Council


General purpose of the position

Under the supervision of the Emergency TL and DRC guidelines, the emergency officer will support the operational implementation of the program for Colombians and refugees and migrants who are victims of armed conflict and internal displacement and confined in the Municipalities of DRC’s territorial scope in Nariño. He/she will guarantee the quality of the planning, implementation and monitoring of the technical aspects of the Emergency activities carried out by DRC in the department of Nariño. He/she will develop and maintain good relations with persons of concern, relevant stakeholders – including other team members – and other humanitarian actors in the area, supporting the proper implementation and coordination of emergency activities in DRC.

Responsibilities

Programming and operations

  • Ensures the efficient, effective and highest quality implementation of the emergency program; in accordance with the general strategy of DRC in the department of Nariño, the budget and the work plan.
  • Participate in and support the preparation of emergency area reports and proposals for donors and other relevant stakeholders, when requested.
  • Identify, monitor and document vulnerable communities in the geographic area of ​​interest, assessing the current situation of the communities and developing plans that address a coherent and efficient response to their situation.
  • Documents and reports in detail the actions for the distribution of humanitarian aid (MoV) and its compliance according to the processes and procedures (steps) established for this purpose in the SOP and/or under the accompaniment of the Emergency TL
  • Ensures a focus on protection and the dignity of people in the delivery of humanitarian assistance, in accordance with the guidelines established in the care protocols.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on topics relevant to the emergency program.
  • Systematically coordinates with the protection team the operational support of activities in the territory and proactively supports their correct development.

Project development

  • Together with the Emergency Assistants, he/she carries out censuses, ensuring that the beneficiaries of aid distributions comply with the population profile of the DRC mission and the organization’s policies in terms of transparency in the counting of beneficiaries.
  • Proactively coordinates Humanitarian Assistance missions (distribution of food kits, and NFIs, water filters, quick-impact community projects, information sessions, hygiene promotion activities) in the field according to the guidelines (TORs) agreed with their leader.
  • Execute, together with the Emergency Assistants, the digitalization of the verification means corresponding to each delivery
  • Supports the Emergency Team Leader in the identification, design and implementation of quick-impact projects, including those with a WASH focus in the communities of interest.
  • Implements and develops materials to be used in complementary activities such as information sessions on good practices in Health, Hygiene and Nutrition.
  • Prepare periodic POAs for the delivery of humanitarian aid in accordance with the provisions established by the Emergency Team Leader and Management.
  • Technically supervises the Emergency Assistants on the ground in the performance of activities during Humanitarian Assistance missions, ensuring their correct execution.
  • The emergency team ensures that the kits are received and classified correctly, in strict coordination with the Supply Chain team.

Logistics

  • Proactively plan and coordinate the logistics of Humanitarian Assistance activities together with the Supply Chain team
  • Initiates procurement processes and ensures their execution.
  • Ensures that distribution plans are prepared and shared with logistics in a timely manner.
  • Performs other tasks relevant to his/her role when requested by his/her direct leader or the Area Manager

Safety and Health at Work

  • Actively participate in the formation of the COPASST – Workplace Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
  • Comply with the rules, regulations and instructions of the SST SG.
  • Report any potential hazards and risks at your workplace in a timely manner.
  • Attend SST training defined by the SG-SST training program.
  • Ensure that your workplace and work area are kept in order and clean.
  • Provide clear, truthful and complete information about your health status.
  • Immediately report any work accidents, incidents (near accidents) and illnesses diagnosed as occupational to the SST area and your immediate supervisor.
  • Report to the immediate supervisor the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.
  • Participate in training activities, drills and those scheduled by occupational health and safety
  • Participate and contribute to compliance with the SG-SST policy and objectives.

Experience and technical skills:

  • Minimum 2 years of verifiable, relevant experience in humanitarian work related to an NGO or other non-profit organization.
  • Experience in complex terrain and in the context of armed conflict.
  • Experience working with urban, and/or rural, and/or indigenous communities.
  • Knowledge of the Victims Law 1448 and the context of the armed conflict in Colombia.
  • Excellent experience and ability to relate to people.
  • Experience in emergency interventions and distribution of AHE, NFI’s, Food is essential.
  • Basic knowledge of health, water, sanitation and hygiene. Essential.
  • Above average writing skills.
  • Excellent skills in MS Word, Excel and PowerPoint.
  • Experience in managing databases.

Education:

  • University degree in relevant fields (e.g. political science, law, international development, social work, psychology, human rights) or equivalent professional qualification.

Desirable

  • Calm and diplomatic character.
  • Ability to create a good team atmosphere.
  • Fluency in English is an advantage.
