Emergency Officer At Danish Refugee Council


General purpose of the position

Under the supervision of the Emergency TL and the DRC guidelines, the/the emergency officer will support the operational implementation of the program to Colombians and refugees and migrants victims of the armed conflict and internal displacement and confined in the municipalities of territorial scope of DRC in Nariño. It will guarantee the quality of the planning, implementation and monitoring of the technical aspects of the Emergency activities carried out by DRC in the department of Nariño. Develop and maintain good relationships with stakeholders, relevant stakeholders – including other team members – and other humanitarian actors in the area, supporting the proper implementation and coordination of emergency activities in DRC.

Responsibilities

Programming and operations

  • It guarantees the efficient, effective and highest quality implementation of the emergency program; in accordance with the general strategy of DRC in the department of Nariño, the budget and the work plan.
  • Participates and supports the preparation of reports and proposals from the emergency area for donors and other relevant actors, when requested.
  • Identifies, monitors and documents vulnerable communities in the geographical area of interest, assessing the current situation of the communities and developing plans that address a coherent and efficient response to their situation.
  • Documents and reports in detail the actions for the distribution of humanitarian aid (MoV) and its conformity according to the processes and procedures (steps) established for it in the SOP and/or under the accompaniment of the Emergency TL
  • It guarantees the protection approach and the dignity of people in humanitarian assistance deliveries, in accordance with the guidelines established in the care protocols.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on relevant issues of the emergency program.
  • It systematically coordinates with the protection team the operational support of activities in the territory and proactively supports their proper development.

Project development

  • Executes, jointly to the Emergency Assistants, conducting censuses ensuring that aid distribution beneficiaries meet the population profile of the DRC mission and the organization’s policies in terms of transparency in the count of beneficiaries.
  • Proactively coordinates Humanitarian Assistance missions (distribution of food kits, and NFIs, water filters, rapid impact community projects, briefings, hygiene promotion activities,) on the ground according to the indications (TDRs) agreed with their leader.
  • Together with the Emergency Assistants, it executes the digitization of the respective means of verification to each delivery
  • Supports the Emergency Team Leader in identifying, designing, and implementing quick-impact projects, including those with an ASH focus in communities of interest.
  • Implement and develop the materials to be used in complementary activities as informative sessions on good practices in Health, Hygiene and Nutrition.
  • Prepare periodic POs for the delivery of humanitarian aid in accordance with the provisions of the Emergency Team Leader and Management.
  • Technically supervises the Emergency Assistants in the field in carrying out the activities during the Humanitarian Assistance missions, ensuring their correct execution.
  • Sailing, by the emergency team, for the proper reception and classification of the kits, in strict coordination with the Supply Chain team.

Logistics

  • Proactively plans and coordinates the logistics of Humanitarian Assistance activities together with the Supply Chain team
  • Initiates procurement processes and ensures their execution.
  • Ensures that distribution plans are prepared and shared with logistics in a timely manner.
  • Perform other tasks relevant to your role when requested by your direct leader or the Manager Area

  • Actively participate in the formation of COPASST – Labor Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
  • Comply with the regulations and instructions of the SG SST.
  • Timely report latent hazards and risks with your workplace.
  • Attend SST trainings defined by the SG-SST training program.
  • Ensure the maintenance of the order and cleanliness of your position and work area.
  • Provide clear, truthful and complete information about your state of health.
  • Immediately report occupational accidents, incidents (almost accidents) and diseases diagnosed as occupational to the SST area and its immediate boss.
  • Report to the immediate boss the need to take corrective or preventive actions, which correspond to actual or potential non-conformities of the process to which he belongs.
  • Participate in training activities, drills and those scheduled from safety and health at work
  • Participate and contribute to the fulfillment of the policy and objectives of the SG-SST.

Experiences and technical skills:

  • Minimum 2 years of verifiable, relevant experience in humanitarian work related to an NGO or other non-profit organization.
  • Experience of complex terrain and in the context of armed conflict.
  • Work experience with urban, and / or rural, and / or indigenous communities.
  • Knowledge of the Victims Law 1448 and context of the armed conflict in Colombia.
  • Excellent experience and ability to relate to people.
  • Indispensable experience in emergency interventions and distribution of AHE, NFI´s, Food.
  • Basic knowledge on issues of Health, Water, sanitation and hygiene. Indispensable.
  • Above average writing skills.
  • Excellent skill in MS Word, Excel and PowerPoint.
  • Experience in managing databases.

Education:

  • University degree in relevant areas (eg political science, law, international development, social work, psychology, human rights) or equivalent professional qualification.

Desirable

  • Calm and diplomatic character.
  • Ability to create a good team atmosphere.
  • Mastering English is an advantage.
  • The application of people belonging to ethnic communities will be positively valued.
  • The application of people with work experience in VBG will be positively valued.
