Emergency Coordinator

For 8 months.

GENERAL OBJECTIVES:

Under the supervision of the Deputy Country Director (DCD) for Programs this key position will perform a multifold role in oPT mission, providing technical support for the design, development and implementation of the organization’s emergency response and early recovery programming in Gaza Strip at a later stage. (S)he will be expected to support program design and implementation and provide technical support to program teams as relevant. (S)he will contribute actively ensuring donor compliance and efficient donor relations, in support to the DCD. In coordination with the DCD, (s)he may represent Action Against Hunger (AAH) to donors, authorities and in Working Groups, as relevant.

KEY ACTIVITIES

Objective 1: Support program development and design

Whether in the frame of a specific project assigned to them or supporting the DCD upon request, the Emergency Coordinator is expected to perform the following tasks:

  • Coordination, preparation, writing and submission of quality and timely proposals/concept notes, following Action Against Hunger’s validation processes and taking into account the donor guidelines. Proposals may be related to all AAH core sectors, namely WASH, FSL, Nutrition and Shelter/NFI.
  • Field visits to Gaza Strip to support project implementation, external representation and monitoring.
  • Coordinate the production and submission of quality and timely donor reports, including compiling information and responding to donors’ comments or follow up on submitted proposals or ongoing grants, as assigned by the DCD or Grants Manager.
  • Act complementary to the leads for proposals submission, undertaking specific tasks or preparing certain annexes, reports etc, in close coordination with Technical Coordinators and Program Managers.

Objective 2: Support project implementation

  • Lead or co-lead implementation in aspects which are not covered by another Program Manager or Coordinator, including all project cycle management.
  • Work closely with support departments, program teams and partners, to oversee logistical and financial aspects of specific areas of implementation, including budget development and follow up and procurement plans.
  • Step in and support as relevant, during gaps in Coordination team or Program Manager positions.
  • Support the training of the Project team in project cycle management and use of related tools.

Objective 3: Support program compliance

  • Whether in the frame of a specific project assigned to them or supporting the DCD/Compliance Manager upon request, the Emergency Coordinator is expected to:
  • Ensure supporting documents are prepared and reviewed as per the request of external and internal auditors and in line with AAH archiving policy.
  • Contribute to the implementation of an efficient archiving system (physical and digital) within the projects (s)he is following up with.
  • Follow up on any missing/non eligible documents with the relevant department.
  • Upon request by the Compliance Manager, follow up and ensure that audits and spot-checks findings and any donor’s recommendations are solved. Ensure relevant guidance is disseminated and followed by relevant program teams.
  • Ensure efficient follow-up with ad hoc or planned donors’ requests for specific documentation.

Objective 4: Donor relations and external representation

  • In coordination and in support to the CD/DCD, prepare and/or deliver presentations related to project progress, achievements, lessons learned, challenges and expenditure.
  • In coordination and in support to the CD/DCD, represent AAH programming at a technical level before donors and Working Groups.
  • As requested by the CD/DCD, develop and maintain relationships with key stakeholders at a technical or operational level, including donors, authorities and UN agencies.
  • Contribute to advocacy efforts in project-related matters.

Objective 5: Provide technical support to the mission

  • As required, compile or contribute to the writing of needs assessment.
  • Contribute to the design and development of program briefing materials, and provide timely, quality inputs to information requests from AAH HQ management and donors.
  • Contribute, as requested by the Heads of Base and DCD to the compiling and writing of periodic situation reports.
  • Liaise with technical and support departments in HQ, to ensure quality standards are met in certain aspects of project cycle management.
  • Contribute or lead AAH key exercises, including Emergency Preparedness and Response Plans, Risk Assessment and Response Matrix, Business Continuity Plan.
  • Based on his/her expertise, lead the implementation of specific projects or project components, including workplans, budget follow up, field team recruitment and supervision.

Other Tasks:

  • Replace the DCD in specific functions, when out of office or upon request.
  • Regular trips inside Gaza Strip for the delivery of this position’s objectives are required.

CANDIDATE DESCRIPTION:

  • Degree and/or master’s degree in Humanitarian, Development or Management fields.
  • Solid project cycle management knowledge. Proved experience in grants management and donors’ relationship.
  • Technical knowledge in implementing programs in one or more of AAH core sectors (WASH, FSL, NUT, Shelter/NFI).
  • Excellent knowledge of budgeting, donor reporting, interagency coordination. Proven experience and knowledge of key institutional donors (ECHO, BHA, GAC, UN, Spanish/French Cooperation etc). is required.
  • Previous experience in the humanitarian field as coordinator or program manager (at least 3 years).
  • Experience in managing multi-sectorial projects is required. Good experience in working with local and international partners, in implementing emergency interventions.
  • Knowledge of institutional donors’ compliance. Additional experience in early recovery or development projects is desirable.
  • At least 5 years of experience in humanitarian settings.
  • Previous experience or solid knowledge of oPT context is desirable.
  • Desirable organizational knowledge. Knowledge of key AAH sectors (WASH, FSL, Health and Nutrition) will be appreciated.
  • Fluency in English both written and verbal. Arabic (preferable but not required).
  • Windows, Microsoft Office (Excel, Word, Power Point, Sharepoint, Teams, Outlook).
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

REMUNERATION PACKAGE

We offer immediate Incorporation into a multicultural, professional and innovative organization with the possibility of participating in projects with high social impact.

  • Contract Length: 8 months with possibility of extension.
  • Based: in Jerusalem (70% on site), with trips to Gaza Strip and West Bank (30%)
  • A compensation package estimated at 60,476 EUR gross/year consisting of:
  • Salary: 40,676 € gross/year divided into 12 payments.
    • Benefits package * estimated at 15,000 euros / year paid directly by the organization that includes:
  • Life, accident, health and repatriation insurance for the expatriate.

  • Help with transfer or change of mission (depending on the duration of the contract).
  • Breaks: Displacements to the reference area, Per Diem of the break of 215 euros and travel allowance of 400 USD covered by the organization (depending on the number / year of breaks determined by the mission).

  • 25 days of paid vacation per year.
