Objectives of the mission

Overall, the objective of the mission is to clarify the understanding of the causal relationships established in the logics of the projects, provide rapid feedback to enable projects to readjust for better implementation and generate knowledge to improve future interventions of donor and government electricity programs.

More specifically, it will mainly be :

1 ) Design and implement an Learning Plan for the benefit of Senegal’s Electricity Compact and interventions from donor and government electricity programs ;

2 ) Provide quick answers to the learning questions formulated for better implementation of projects ;

3 ) Establish a better understanding of the causal relationships established in the logics of the projects as well as the theory of change of the Compact in order to improve them ;

4 ) Provide a knowledge base ( document lessons learned and good practices ) drawn from learning to improve future interventions of donor and government electricity programs ;

5 ) Provide a strategy for effective knowledge appropriation and capitalization of lessons learned ;

6 ) Develop a post compact learning plan for the electricity sector

*Qualifications and skills*

1. A BAC + 5 or more diploma in Electricity, or related engineering field.

2. A general experience in the field of electricity of ten ( 10 ) years or more.

3. A specific experience of five ( 5 ) years or more in development projects, in particular in planning, evaluating energy projects in transport, access and / or reform programs.

4. Three ( 3 ) or more references during these five ( 5 ) last years in development projects notably in planning, evaluation of energy projects in transport programs, access and / or electricity reforms.

5. Two ( 2 ) experiences or more work in development projects in Africa or in low-income countries.

6. A good command of French orally, in writing and in reading.

7. A good command of English orally, in writing and in reading
