OFFICE / UNIT / PROJECT DESCRIPTION Like several other countries in the sub-region, Chad has faced great challenges during the latter. Among other things, it is 🙁 i ) of the preservation of peace and stability in a sub-regional context marked by the multiplication of armed violence, in particular the attacks of the Boko Haram group in the Lake Chad basin, ( ii ) the eventual conduct of the political transition through an inclusive, transparent and peaceful process ; and ( iii ) the revival of economic and social development after the multiple crises of recent years, including the Covid-19 pandemic and the consequences of the Ukrainian crisis. The combined effect of the crises of recent years has resulted in a marked deterioration in the country’s economic and social situation. Thus, the Chadian economy contracted by 2.2% in 2020 and by 1.1% in 2021. In addition,the combined effect of loss of income and rising inflation following the Covid-19 pandemic led to a drop in household consumption as well as an increase in the share of inhabitants living below the national poverty line of 5.5 percentage points in 2020. It is in this context that the Government of Chad has undertaken the development of the next National Development Plan ( PND ). Taking into account the lessons learned from the final evaluation of the 2017-2021 PND, the new PND will give high priority to reviving local development dynamics and will be accompanied by a National Integrated Financing Framework ( CNFI ), in accordance with the recommendations of the Addis Ababa Action Program for Sustainable Development. In this dynamic, in order to be able to better meet the support needs of the Government,UNDP decides to strengthen its internal capacities through the recruitment of a national expert specializing in public finance. SCOPE OF WORK Under the general supervision of the Resident Representative of the UNDP and the direct supervision of the National Economist, the expert will be responsible for providing analyzes and advice to the UNDP and the Government in the field of public financial management with a view to achieving the Development Goals Sustainable ( ODD ) by 2030. More specifically, it will be a question of supporting the process of formulation and implementation of the National Development Policy, at the national and provincial level,through in-depth analyzes and expert and innovative advice on the economic and financial context and on how to ensure adequate funding for the implementation of the SDGs. In this regard, the expert will be responsible in particular for :

  •  Produce reports and analysis notes on the macroeconomic situation as well as on the constraints and challenges linked to the funding of SDGs, paying particular attention to the sustainability of existing funding mechanisms ; Contribute to the evaluation and analysis of the financing of the PND in compliance with the sub-regional directives in terms of economic and budgetary management ; Support the establishment of the national integrated financing framework with a view to accelerating the implementation of the SDGs in Chad, in close collaboration and coordination with other actors and partners; Contribute to the development of solid partnerships, including with the private sector, with a view to ensuring adequate funding for the sustainable development agenda in Chad ;Contribute to the strengthening of monitoring and coordination capacities for development aid

INSTITUTIONAL ARRANGEMENT The position is scheduled for a period of ( 1 ) year, with a trial period of 6 months. Depending on the results obtained, the position is renewable beyond one year. The duty station is N’Djamena.
