The Consultative Group to Assist the Poor (CGAP) is a global multi-donor partnership dedicated to advancing financial inclusion for the poor. CGAP plays a unique role as a donor-coordination mechanism for funders working to improve the lives of poor people through the power of financial inclusion, providing a valuable platform for information, dialogue and reflection to advance progress towards a collective vision. Using action-oriented research, CGAP tests, learns and disseminates knowledge intended to help build inclusive and responsible financial systems that move people out of poverty, protect their assets and advance broader global development goals. CGAP is supported by more than 30 partners including bilateral and multilateral development agencies, development finance institutions and private foundations committed to advancing financial access for the poor. CGAP is housed in and administered by the World Bank.

CGAP’s vision is a world where poor people, especially women, are empowered to capture opportunities and build resilience through financial services. CGAP is guided by a five-year strategy and annual workplans. The current five-year strategy, CGAP VI, covers the period July 1, 2018-June 30, 2023.

Through its work, CGAP has three commitments to accelerating progress toward women’s financial inclusion by: building a strong evidence base for solutions with robust gender-disaggregated data; amplifying the role of women’s financial inclusion for broader empowerment and impact; and spurring partnerships for innovation, action, and policy change on the ground. CGAP takes a gender intentional approach to its research and advocacy efforts.

CGAP is currently developing its next five-year strategy, CGAP VII (2023-2028), which will be focused on ensuring that financial services contribute to sustainable development for the poor through Green, Resilient, and Inclusive Development.

While the CGAP VII Strategy has yet to be finalized, three primary outcomes have been identified under which all CGAP future activities will fall. Those outcomes are (i) contributing to green development through finance for all, (ii) contributing to resilient development through finance for all, and (iii) contributing to inclusive development through finance for all. CGAP will also undertake activities related to three key enablers to these outcomes: (iv) fostering an enabling environment, (v) achieving financial inclusion and financial health, and (vi) creating incentives for inclusive sustainable finance and investments.

This position will primarily support work of a programmatic team/Pillar that contributes to the outcome area of contributing to green development through finance for all.

This position is based in Washington DC and might require some travel (1-2 times per year).

Duties and Responsibilities:

CGAP is looking for a high-performing energetic Extended Term Temporary-Program Assistant, who possesses adaptability and flexibility in providing support to the operational work of the unit and in taking on special assignments as the need arises.

Specific Tasks include (but are not limited to) the following:

  •  Provide high quality administrative support to at least two or more programmatic team(s)/Pillar(s).
  •  Draft general correspondence in English.
  •  Internal Quality Assurance of documents: proofreading, editing, and reviewing final documents for completion before circulation.
  •  File documents and reports in CGAP SharePoint related to projects and others business issues in a systematic way, to allow easy access by any member of the team, applying the appropriate record retention policies.
  •  Process STC and vendor contracts for the unit and assist with end-of-year closing requirements that includes review and follow-up to ensure that consultant commitments and balances are paid, and contracts are closed accordingly for unit-led tasks, particularly during the last quarter of the fiscal year.
  •  Organize travel arrangements and logistics, working closely with Amex and other WB approved travel agencies and, as necessary, liaising with country offices and external parties.
  •  Assume quality control responsibility for the input of individual consultants, consultant firms, consultants’ trip requests and trip expenses, and miscellaneous expense reimbursement requests.
  •  Manage corporate P-card and/or event card expenses.
  •  Monitor team/Pillar budgets on behalf of the team.
  •  Respond and manage in a timely manner a wide range of inquiries.
  •  Provide support with all types of administrative requests such as office supplies order, staff directory changes, email distribution lists, visitor’s pass, videoconferences, Webex/Teams meetings.
  •  Request issuance of IT equipment, telephone, furniture, and related office readiness activities.
  •  Assist in organizing the logistics for meetings/seminars, including audio or video conferencing, Webex, catering, and handling any ad-hoc matters as they may arise.
  •  Assist staff and consultants in obtaining travel visas and UNLPs.
  •  Provide back-up support to other Program Assistants in their absence or during periods of heavy workload and other ad hoc tasks as assigned.

The successful candidate will report to the Senior Operations Officer of CGAP.

In addition to meeting the World Bank-wide generic criteria for positions of this level, it is expected that the selected candidate would meet the following criteria:

  •  Bachelor’s degree (preferred) and at least five years of relevant experience in administrative and executive functions or a comparable combination of education and experience.
  •  Previous experience with a project team and good knowledge of the World Bank policies and procedures.
  •  Outstanding interpersonal and communication skills, with the ability to effectively interact with internal and external clients and staff at all levels.
  •  Proven high degree of flexibility and reliability, and a demonstrated capacity to handle a variety of multiple concurrent activities, to prioritize and balance competing demands under pressure while maintaining attention to detail.
  •  Demonstrated ability to work independently, respond to, and deal effectively in diverse situations with good judgement, discretion, and diplomacy in handling confidential and sensitive matters.
  •  Proficiency in advanced functions of standard Bank technology packages, i.e. SAP, Outlook, Excel, Intranet, etc.
  •  Proven track record of high-quality work. Excellent organizational and administrative skills and demonstrated experience in the smooth operation of a busy office and related systems, assuming primary responsibility for organizing and coordinating workflow.
  •  Excellent communication skills, both written and spoken, in English. Knowledge of any of the following languages -Spanish, French, Arabic, or Portuguese is a plus.
  •  Demonstrated excellent interpersonal, organizational, and time management skills.
  •  Proven ability to work effectively in a team-oriented, fast-paced environment, and contribute towards common goals.
