Organizational framework

African swine fever (ASF) is a transboundary animal disease (TADs), without a vaccine or effective treatment; Its control is complex and requires efforts and coordination of all actors (Official Veterinary Services – SVO, neighboring countries, national and international organizations, among others). ASF was confirmed in the Dominican Republic (DR) and notified to the World Organization for Animal Health (WHOSA) on July 29, 2021, causing economic losses in the country’s economy and in the national pig industry.

Pork production and its value chain are diverse and important in the DR; for the country’s economy and as a social and cultural activity, it generates more than 50,000 jobs and represents 70% of the country’s demand for pork, being the second most consumed meat, after chicken.

SVOs in the DR face some challenges to control and eradicate ASF, such as adequate epidemiological surveillance systems for animal health diseases, low levels of biosecurity, and technical assistance to producers on good production practices (FAO, 2017). This situation has been addressed by several ongoing projects of FAO, the International Regional Organization for Animal and Plant Health (OIRSA), the Inter-American Institute for Cooperation on Agriculture (IICA) and the United States Agency for International Development ( USAID) and USDA/APHIS. In this sense, FAO was asked to support the improvement of biosecurity throughout the pork value chain,

The current epidemiological situation of PPP in DR has shown that there are still active cases of PPP in the country, with the highest number of outbreaks concentrated in areas densely populated by pigs. Biosecurity practices are limited in the pig production chain, especially in small producers. This deficiency contributes to the viral circulation of PPP in the different production systems. The accumulation of PPP foci that remain open / active for long periods does not allow effective eradication. Therefore, it is essential to focus efforts on supporting the generation of a national biosecurity program.

En ese sentido, es fundamental contar con el apoyo de dos conductores para el proyecto GCP/DOM/026/USA “Accelerating the control and eradication of African Swine Fever (ASF) through a national biosecurity program for the pig value chain in the Dominican Republic (DR)”

This contract involves the hiring of two drivers for the National Biosafety Program and supporting all field activities of the program.

Hierarchical dependency

The hired person reports directly to the FAO Representative in the Dominican Republic and the FAO Biosafety Project Coordinator, with close coordination with the administrative and logistics area of ​​the Representation.

Field of specialization

Passenger transportation and driving nationwide.

Tasks and responsibilities

The driver will have the following responsibilities:

  •  Staff transfers to meetings, activities and official trips
  •  Distribution of correspondence and other commissioned documents
  •  Exemption and customs procedures
  •  Supervision of the maintenance of the vehicle under his responsibility and others that are assigned
  •  Daily control of assigned vehicle (KM) and log of fuel use
  •  Substitution of the representative’s driver in his absence
  •  Other duties related to the position required by the FAOR

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  National of the Dominican Republic.
  •  Bachelor’s degree, desirable.
  •  Demonstrated experience in passenger transport of at least 2 years.
  •  Practical knowledge of Spanish (Level C)

Technical/functional skills

  •  Demonstrated experience in driving and transporting passengers.

  •  Work experience in International Organizations or Government institutions, desirable.
