Context National Organizational

The International Federation of Red Cross and Red Crescent Societies ( FICR ) is the largest humanitarian organization in the world, with a network of 192 national member companies. The general objective of the IFRC is “to inspire, to encourage, to facilitate and promote at all times all forms of humanitarian activities of the National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion human dignity and world peace”. The IFRC strives to meet the needs and improve the living conditions of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement ( Movement ), with its National Member Companies and the International Committee of the Red Cross ( ICRC ). The action of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, volunteering, unity and universality.

The IFRC is headed by its Secretary General and has its headquarters in Geneva, Switzerland. The headquarters are organized into three main divisions: ( i ) Development of National Companies and coordination of operations; ( ii ) World relations, humanitarian diplomacy and digitization ; and ( iii ) Management policy, strategy and general services.

The IFRC has five regional offices in Africa, Asia-Pacific, the Middle East and North Africa, Europe and the Americas. The IFRC also has delegations from country groups and national delegations around the world. Together, the headquarters in Geneva and the regional, cluster and country ( field structure constitute the IFRC Secretariat.

Job Purpose

Under the direct supervision of the Field Officer program and the technical support of the cluster fleet manager, the driver will be responsible for supporting the movement and personnel of the IFRC in accordance with the guidelines of conduct of the International Federation of Red Cross and Crescent Societies-Red.

Job Duties and Responsibilities

  •  Provide the driving service for the secure movement of supplies and personnel in support of the
  •  Drive and operate the assets of the fleet in accordance with the guidelines of the International Federation and the operation of vehicles adhering to the laws and customs of local traffic.
  •  Ensure that vehicles are kept in a working state including vehicle assets for service, first clean the vehicle every day before use, report faults or damage to repair and ensure that vehicle assets are kept in good working order according to the directives of the IFRC fleet.
  •  Work closely with the Assistant Fleet by informing it about the safety situation of the route and ensuring the safety of fleet assets on the roads.
  •  Maintain its valid driving license required for the execution of their operation, including the renewal of licenses under the laws of the Democratic Republic of Congo, reports of restrictions of conduct imposed by the laws of the Democratic Republic of the Congo and also report medical conditions limiting the performance of their roles.
  •  Communicate with the hierarchy, the radio room and passengers on questions relating to the execution of transport requests for which they are responsible.
  •  Report all incidents and accidents immediately in accordance with the IFRC standing directives.
  •  Follow up on instructions given by superiors when performing their duties.
  •  Ensure that the documents associated with vehicles under their control are legal and compliant as required by law in the DRC including local insurance, local registration.
  •  Complete logbooks precisely in accordance with IFRC guidelines and present monthly reports and incident and accident management as necessary.
  •  Ensure the safe transport of all materials on program support activities.
  •  The driver must be flexible, reliable and honest in the delivery of their duties.
  •  The driver must be flexible in the functions requested by his hierarchy and the managers.

  •  Respect and work in accordance with the principles and rules of conduct of the Red Cross and Red Crescent.
  •  Perform all other work-related tasks and responsibilities that may be entrusted to him by his supervisor

Education

  •  State diploma in a relevant field
  •  Professional qualification in mechanics, fleet management and or transport

Experience

  •  A minimum of 2 years of fleet management and dispatching experience
  •  Very good notions in mechanics and transport management
  •  Experience in the work of the Red Cross / Red Crescent
  •  Experience in humanitarian work

Knowledge, Skills and Languages

  •  Computer autonomy ( Windows, spreadsheets, word processing and PowerPoint )
  •  Knowledge of the operation of basic office equipment such as scanners, photocopiers, telephones and printers
  •  Mechanical skills and abilities
  •  Good knowledge and familiarity with travel and driving in the DRC and good knowledge of the roads in the province of Tanganyika
  •  Good knowledge of the standards of the IFRC fleet ( procedures, tools and directives. )
  •  Ability to treat people professionally in all types of situations.
  •  Ability to identify and report mechanical, electrical or potential safety problems on vehicles
  •  Ability to work in an intercultural and interfunctional environment.
  •  Strong interpersonal skills and good understanding of the world organization
  •  Written and verbal communication skills required for interactions at all levels
  •  Ability to perform simple mathematical calculations and write reports
  •  Negotiating and persuasive skills
  •  Management skills ( ability to manage drivers ) and to monitor the distribution of vehicles.
  •  Good level of spoken and written French
  •  Intermediate knowledge of English
