COOPI is looking for a Financial Grouping Manager in the DRC

Present in the DRC since 1977, COOPI has greatly increased the number of its interventions in the country, in response to the conflicts of the last 20 years. From the Kivu, where there was the first intervention, the activities of COOPI have been extended to the most of the crisis areas, in order to implement’y emergency programmes for the benefit of displaced populations and victims of war with a particular focus on nutrition, food security and the protection of the’ childhood. In the post-crisis provinces, COOPI is committed to implementing multi-year projects to ensure a transition from the’urgency to developmentand ensure harmonious and sustainable development. COOPI promotes a relevant response to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces. Each year, COOPI implements a dozen projects on funding from the European Union’, the Humanitarian Fund, the ICC and UN agencies.

Position objective

Ensure all administrative management activities/ financial while respecting the operational schedule defined in coordination with the’Director Country and the Project Manager this in strict compliance with the procedures of COOPI and donors.

Responsibilities

Supervision of the economic and financial aspects concerning the activities of the project and the consortium:

  • Supervise the correct management of project accounting, in accordance with the procedures of’ONG COOPI and the funder;
  • Supervise the correct management of the project cash (Cash and Bank), including monthly reconciliation in collaboration with the Project Manager;
  • Regular updating of financial data the project in accordance with the financial data of the’Administration Pays;
  • Verification with the Project Manager and presentation to the’Administrateur pays du forecast of monthly expenditure aiming at the monthly request of funds;
  • Guaranteeing the project funding through the financing sheets, while respecting the expenditure forecast developed and solicit those of the partners of the group;
  • Update from’s in a regular manner the accounting and computer accounting tools of the project in order to allow the monitoring and control of expenditure;
  • Verify and control compliance with procedures for’purchase of COOPI;
  • Control of accounting supporting documents, the conformity of contracts with suppliers ; check and control of the’ correct application of tax law;
  • Supervise the administrative management of the national staff of the project in accordance with the Labour Code of the country/’Working Inspection and the handbook HR COOPI (contract, payment of taxes..);
  • Supervise and train the national administrative staff assigned to the project in collaboration with the Project Manager. Participate in the selection of national accounting and administrative staff and evaluation of the staff itself;
  • Prepare some communications/correspondences with the backer, in collaboration with the Project Manager and under the supervision of the’Administrateur Pays;
  • Draft interim and final financial reports of the project in collaboration with the Project Manager and under the supervision of the’Administrator Country;
  • Prepare the necessary documentation for the project audits in collaboration with the Project Managers and under the supervision of the’Administrator Country;
  • Collaborate in updating the IT tools of the Administrative Coordination;
  • Collaborate in the updating of inventories of assets (coopi property and project) with logistics;
  • Be ready to carry out missions on the different bases/under bases according to the needs by coordinating with the Project Manager, the’ Country Administrator and the Logistics Coordination and Program Office;
  • Guarantee the electronic ARCHiving of administrative and accounting documents of the project in collaboration with the Project Manager, especially at the end of the project;
  • Monitoring of partner NGOs : Ensures the receipt and periodic verification of the accounting documents of partner NGOs. Participates in the development of’accord protocols;
  • Analysis in common agreement with the Project Manager of the partners’ request for funds and transmit to the’Administrator Country for payment.

Candidate profile

Essential

  • BAC+5 minimum level university degree in finance or economics or equivalent in the field of management. Qualified certified accountant (a professional accounting qualification is essential) with at least 10 years of experience;
  • At least 7 years of’ experience in accounting and finance positions after graduation;
  • Financial reporting training and software training (for example, Quick books);
  • Knowledge and expertise in the field of preparation of projects, negotiations, financial management, internal controls/system development, accounting, auditing and reporting;
  • Experience in a project funded by a bilateral or multilateral agency in the DRC (or in an African country);
  • Experience in consortia/large-scale groups;
  • Excellent writing skills and knowledge of the Office package;
  • Experience in’ use of accounting databases;
  • Excellent ability to work in basic conditions and to adapt’ to the life of the terrain;
  • Experience and capacity to manage’ emergency projects/programmes;
  • Excellent organizational capacity; flexibility, strong sense of’initiative and autonomy in the work;
  • Excellent ability to work under pressure;
  • Ability to work in a sensitive and complex political and security context and in a multicultural environment; and;
  • Good knowledge of the procedures of world Bank Lessor;
  • Strong communication skills (oral and written) in French;
  • Excellent ability to work in a team and by objectives; ability to train employees according to needs;
  • Excellent negotiation and communication skills.

Desirable

  • COOPI experience;
  • Relevant work experience in the DRC or other post-conflict countries;
  • Experience in managing behavior change projects;
  • Knowledge of other languages spoken in the DRC.
