SOLIDARITES INTERNATIONAL (SI) is an association of’ international humanitarian aid that, for more than 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by meeting the vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of mortality in the world, SI implements through its interventions an expertise in the field of access to DRINKING’water,’ sanitation and the promotion of’ hygiene but also in the essential, food security and means of existence. Present in more than 20 countries, the IS teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at the headquarters, some volunteers..- intervene with professionalism and commitment in respect of cultures.

The mission

Solidarity International has been working in the DRC since 2001 to meet the humanitarian needs of people affected by conflict and natural disasters and to help fight epidemics. This is currently the third largest mission of the organization in terms of financial volume.

The mission is active in the fields of food security and means of’ existence (SAME),’eau hygiene et seainissement (EHA), and’assistance in multisectoral cash transfers (direct cash or fairs via the Red Rose tool). Each of our activities include a strong Protection component (transverse or « stand alone » via a’implementation partner).
Our programs cover the’ emergency response, via rapid response programs (RRM) and « second line ». However, they also include rehabilitation and development activities in the stabilized areas of the country. This approach illustrates the strategy chosen by the mission, namely the maintenance of’a strong capacity for emergency response while developing sustainable solutions to the problems that affect the populations of the’est of the country.
The mission is composed of’a coordination based in Goma and three operational bases located in Little North Kivu (Goma, with a sub-base in Kiwandja), in Far North Kivu (Beni, with a prospect of opening Sub-base in Kamango) and in Ituri (Bunia, with a sub-base in Fataki). As part of our multi-year strategy, we have the’ ambition to open new bases and develop our programmatic portfolio. The financial volume of the mission is currently at 19 million’euros, with a target of progression during the year 2024.

ECHO 2774 / DV 2621 : Integrated response EHA and protection in partnership with SOFEPADI (National NGO)
FH 3231 = Emergency response EHA and agricultural recovery in partnership with FAEVU (National NGO)
AFD 2378 (in CoFi) = Capacity building project Civil society and local actors in epidemic prevention and response (EHA) in partnership with FAEVU (National NGO)
SDC 2795 = Multisectoral Assistance for populations affected by displacement (Resiliency project in SAME and EHA)

Offer description

General objective:

The Deputy Country Director Programmes (DPAP) supports the Country Director (DP) in the implementation and monitoring of the technical strategy. He is responsible for the operation of all programmes and the control of projects in accordance with internal and contractual procedures.
He coordinates the technical coordination team and ensures their good management and supervision.
It brings programmatic elements to the country strategy in support of the DP. It replaces the DP in all the tasks inherent to its function.

Main Challenges:

SI intends to remain a major player in the emergency response on the DRC mission
Strategic positioning on the emergency response : in connection with the negotiation of humanitarian access (mandate of IS : go where others do not go) but also take into account the inter-community dimension in the intervention and positioning strategy
Increase in operational volume : diversification of financing and extension of intervention areas (planned for 2024/2025)
Development of SAME Resilience activities based on Bunia and KFN
Maintain our role as a WASH Focal Point on the Cholera Sites and Working Group
Development of multisectoral resilience projects in consortium (protection actor, Health/nutrition)

Priorities for the first 2/3 months :

Immerse yourself in the programmatic strategy mission and take the lead in the development of this strategy (will be reviewed in July 2024) for 2025
Follow up on the implementation of the various action plans of the CooTechs in the development of the programmatic strategy
Keep the lead in the operational groups of SAFER (OCU), ACF-SI (OG) consortia
To be a programmatic lead during donor and partner visits to Kinshasa (with the Country and CooGrants Director)
Programmatic lead during the writing of propals in coordination with the CooTechs of the department (notably the writing of HIP 2025 in December)
Follow-up of mission sites in connection with CooTechs (Transverse protection, NEAT+…).
Assure the interim of the Country Director during her holidays

Your profile

Training :

Master in international relations, development and humanitarian action, political sciences (or equivalent) and/or training of’agronomist engineer, hydraulic engineer (or equivalent)

Technical experience and skills:

5 Years or more experience in the humanitarian sector
3-4 years of experience in an equivalent position
1.Good coordination and re-weighting capability in consortia and clusters
Management/good knowledge of rapid response mechanisms
Communication and writing skills
Good managerial ability
Good ability to analyze context and humanitarian needs; good strategic vision
Good control/notion of accountability issues and transversal protection

IF will offer you the following conditions

An salaried position : According to experience, from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of USD 800

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarities International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage : Expatriates are provided with insurance that reimburses all health care costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a pension system that includes the risk of war. Vaccination and antimalarial treatment costs are reimbursed.
