WHAT WE DO …

The Humanitarian Logistics Cooperative (also known as “hulo”) is the first humanitarian cooperative that connects actors and pools resources to optimize logistics and supply chain. The members of hulo are ACTED, Action contre la Faim, BIOPORT, the French Red Cross, Fleet Forum, Handicap International / Humanity & Inclusion, Intersos, Medecins du Monde, Oxfam Intermon, International Plan, International Emergency First, International Solidarity, and Welthungerhilfe.

Its aim is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and by improving performance through pooling resources and expertise in logistics and supply chain.

Hulo was created in June 2021, and today its permanent team is composed of about forty people, spread over several countries. We expect significant growth in the coming months, as has been the case since the launch of the Cooperative. We work with dynamism to the growth of this Cooperative and its impact, with daily challenges around the’innovation, structuring and continuous improvement of our business.

SOLIDARITES INTERNATIONAL (SI) is an association of’ international humanitarian aid which, for more than 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by responding to the vital needs of, drinking, eating, s’abriter. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.

OFFER DESCRIPTION

The mission of the Country Coordinator (M/F) of the hulo Cooperative is threefold :

He/she will be responsible for representing hulo to all actors (including institutional funders) involved in its activities in the country.
He/she will therefore have to animate, federate and expand a network of humanitarian partners and accompany them in the identification of shared initiatives.
Finally, in close collaboration with the Operations department and the Business Analytics and Research department, he/she will have to lead and guide the implementation of these initiatives, including, before systematically capitalizing on the realization of these projects.

Develop the portfolio of organisations that can participate in the joint initiatives of the Cooperative within the country of’assignment

Represent the Cooperative in existing meetings or forums.
Develop a network of operational partners locally.
Maintain good relations with all country representatives of international and national organizations, institutional donors, United Nations agencies, and Clusters ( and in particular the Cluster Logistics if present ).
Prepare and lead information and promotion meetings to present the Cooperative, its mandate, its approach and its activities.
In close collaboration with the management of the Cooperative, initiate any partnership useful for the development of the Cooperative in the country.

Design and implement mutualization initiatives with participating organizations in the country

Propose a strategy of mutualization consistent with the country of’allocation.
Collect needs from humanitarian organizations active in the country and identify all potential opportunities for mutualization.
Define which joint initiatives could be concretely launched and implemented.
Identify the modalities of mutualization and the obstacles to mutualization.
Plan the implementation of each shared initiative.
Facilitate the deployment of the’application of shared ads Shared Resources (SR) on the country.
Ensure the presentation and promotion of the’application to local users.
In connection with the functional reference of the’application, ensure a follow-up of the indicators of’use of the application on the country in order to ensure its optimal use.
Reassemble, if necessary, any use problem encountered.

Ensure the reporting and capitalization of pooling initiatives (in connection with the Business Analytics and Research (BAR) department)

With the support of the/of the Coordinator/rice Deputy Country/e, ensure :

Systematic updating of initiative management tools
Drafting the capitalization reports for each initiative.

S’ensure the transmission of information to the’squad Seat for the preparation of donor reports.

YOUR PROFILE

Specific skills and experience :

Justification of three to five years of’experience in various humanitarian contexts.
Good understanding of the issues of humanitarian supply chain management’ (Humanitarian Supply Chain Management) and the pooling/pooling of services.
Experience in Coordination/Presentation in the field (e.g. Clusters, …) highly desired.
Ability to develop, plan, and evaluate projects.
Ability to create, maintain and expand a network of diverse partners.
Skills in facilitation, presentation and animation.
Ability to motivate, guide and train different partners around a common project.
Ability to create and develop good relationships with groups and individuals.
Ability to travel, resilient/te, stress tolerance and work in harsh conditions.
Knowledge of humanitarian standards of accountability and good practice.
Excellent command of Microsoft tools.
Mastery of French and’anglais (in the’oral and in the written).

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

An salaried position : According to experience, from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 800.

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarities International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

The living conditions in Goma are very good with easy access to a wide range of restaurants, cafes…

Security risks are low and restrictions are very limited.

However, when you go to the basics, living conditions are more basic, with fewer opportunities for socialization, as well as restrictions on individual movements. The levels of security vary depending on the different geographical locations and the changes in context.
