Office/Unit/Project Description UNDP’s approach in India has been to develop and sustain strategic partnerships that find innovative solutions to address gaps on both the demand and supply side of development processes.

The livelihood of a large proportion of India’s population—as the largest private enterprise with ~138 million farm families with an 18% contribution to national GDP—is at risk. Any shock on agricultural production already has social and financial repercussions for both the population and the country as a whole; it impacts rural income levels, Gross Domestic Product (GDP), and, in the worst years, poverty rates.

The Government of Odisha (GoO) is focused on doubling farmers income and farmers’ well-being by addressing the constraints, optimal usage of available natural resources and using technology to ensure a growth that is environmentally, economically, and technologically inclusive, scalable, and sustainable. The GoO, to enhance and diversify agricultural production, enhance climate resilience, and improve water productivity in partnership with the Government of India is implementing the World Bank assisted project “Odisha Integrated Irrigation Project for Climate Resilient Agriculture (OIIPCRA)”.

The project OIIPCRA is multi sectoral in nature and will be jointly implemented by three line-departments, i.e., (1) Department of Water Resources, Government of Odisha, (2) Department of Agriculture and Farmers Empowerment, Government of Odisha, and (3) Department of Fishery and Animal Resource Development, Government of Odisha, with clearly defined role and responsibilities.

The objective of the current project is to provide technical support the government in its effort to improve economic resilience of farm households to climate risks and natural disasters through intensification and diversification of agricultural production, enhanced climate resilience, and improved water productivity in selected districts of Odisha. It is expected that the Technical Support Unit will support the implementation of the OIIPCRA by developing implementation modalities

Job Purpose and Scope of Work

Main Purpose The services of a District Project Manager are required to work under the overall leadership and guidance of Director PMU (PPSU) for preparing district annual plans, budgets for institutional strengthening and training & capacity development plan, organizing orientation training and extend support in conducting training, Workshop, and capacity development, create and maintain a database of PP members and other stake holders and undertake regular field visit and work closely with EEs. He /she will be accountable for preparing monitoring and progress reports on institutional and capacity development and extend support in preparation of IEC materials and documentation of different events. He/she will assist Information Management Cell of PMU in preparing and implementing monitoring system for training and capacity development and any other work assigned by the Director PMU and Department of Water Resources.

Duties and Responsibilities: Under the overall supervision of the Project Manager, UNDP with day-to-day administrative reporting to Director CAD,

1. Department of Agriculture and Farmer Empowerment, Government of Odisha, Odisha, the incumbent will:

1. Project management and implementation to ensure achievement of the project:  Preparation of the annual action plan (district-wise and block-wise) and budget requirements for different  activities under Aquaculture sub-component of the OIIPCRA funded project as per the approved project  implementation plan (PIP).  Prepare and organize induction and orientation training for all stake holders.  Support in conducting training, Workshop, and capacity development of PP members.  Create and maintain a database of PP members, training taken by the members and other stake holders  Support in preparation of IEC materials and dissemination through print & electronic media.  Undertake regular field visit and work closely with EEs in institution building and capacity building as per the  annual work plan and budget.  Take up any other relevant activities as assigned by the Director PMU and Department of Water Resources from time to time.

2. Ensuring the project monitoring and review, focusing on achievement of the following results:

 Prepare monitoring and progress reports on institutional and capacity development for district and project head.  Documentation of different activities undertaken under the project.  Assist Information Management Cell of PMU in preparing and implementing monitoring system for training and capacity development of PMU and field staff.  Participate in District level OIPCRA project review meetings.

3. Managing the project resources, focusing on achievement of the following result

 Overseeing and managing the project on day-to-day basis at district level.  Strategic guidance and management to ensure successful project implementation.  Effective planning, organizing and capacity building activities in the district.  Ensure regular assessment of action plans and implementation to guide project improvement.  Creating and maintaining a database of PP members and other stakeholders.  Support in preparation of IEC materials.  Any other work assigned by the supervisor.

Min. years of relevant work experience A minimum of 2 years of work experience in Pani Panchayat Strengthening or similar activities
