Bangladesh achieved considerable progress in disaster management in the last decades, and that also continuing in presently implementing the Eighth Five Year Plan (8FYP) (2020-2025). Despite many successes in disaster management, Bangladesh is still 7th most affected country according to the long-term Climate Risk Index (CRI) and remains one of the most disaster-prone countries in the world due to its geographic location and hydro-geological features that substantially increase the vulnerability and risks. The risks include high exposure to climate change-induced hazards; increased seismic risk due to rapid urbanization and potential disruption from “new” and “emerging” disasters; thunder and lightning strikes and other man-made risks, i.e., chemical and fire hazards; ongoing ‘Forcibly Displaced Myanmar Nationals’ related crisis. Among the total disaster-affected households in the country, 54.11% are affected once, 31.33% are twice, and 14.56% are three and more times with devastation. Considering the issues, the necessary facility/provision will support UNDP in better managing disaster risk, and the mentioned outcome also continues the previously achieved success in disaster response and recovery.
UNDP Bangladesh implements an initiation plan (IP) for the integration of resilience and inclusive growth to contribute to retaining development gain, protecting growth, and providing solutions for current and future development challenges in the country’s environment, climate change, and disaster management. Under this IP, UNDP manages a disaster risk management project in Cox’s Bazar to address current disaster risk management-related challenges and gaps available in Cox’s Bazar, a district that hosts more than 1 million Rohingya refugees. The project aims to strengthen disaster resilience among vulnerable Rohingya refugees and host communities in Cox’s Bazar district through effective multi-hazard risk management. The project works in close collaboration with ISCG Sectors, Local Government, and other relevant stakeholders to support ISCG’s overall disaster risk management strategy through: (i) capacity development of local government and humanitarian stakeholders to manage disasters and extreme weather events; (ii) improving localized weather forecasting, landslide early warning and rainfall monitoring systems; (iii) supporting inclusive DRM planning, disaster preparedness and anticipatory actions; (iv) developing a comprehensive landslide risk management strategy for camps and host-communities; (v) facilitate and support multi-hazards/DRR analysis and products for local government and ISCG sectors; (vi) capacity development of local first response agencies/professionals for inclusive disaster preparedness and response; (vii) training of government and humanitarian on the application of nature-based solutions in disaster risk reduction and mitigation; (viii) implementation of community-based disaster risk reduction interventions adopting nature-based solutions at-risk and vulnerable communities; (ix) supporting DRR awareness raising in camps and host-communities.
Duties and Responsibilities
Under the strategic guidance of the Head of the Sub-Office and direct supervision of the Project Manager, the Disaster Risk Reduction Analyst will contribute substantially to the DRR technical advisory capacity of UNDP in Cox’s Bazar. The project Manager will be the contract administrator for the assignment and will supervise the activities and evaluate her/his performance and approve the deliverables.
Under the strategic guidance of the Head of the Sub-Office and direct supervision of the Project Manager, the Disaster Risk Reduction Analyst will contribute substantially to the DRR technical advisory capacity of UNDP in Cox’s Bazar. S/he will work closely with the Project Manager, and project colleagues to support the DRR working group, contribute to DRR analysis, facilitate knowledge exchange and oversee hazard monitoring and early warning activities of the project. The DRR Analyst has the following duties and responsibilities
Supporting the disaster risk reduction working group(s) and related coordination activities.
- Support, Organize, and (co-)chair regular meetings in line with the objectives of the working group(s). Document meeting minutes and track follow-up on agreed action points.
- Contribute to drafting and updating information products produced by the working group.
- Facilitate synergies between lead stakeholders involved in disaster preparedness and risk reduction efforts while promoting national ownership of coordination processes through increased participation of national and local stakeholders.
- Coordinate and liaise with the government and ISCG Secretariat about working group activities.
- Actively participate in relevant humanitarian sector meetings as required.
Contribute to the localized weather forecasting, early warning, and disaster risk analyses at Cox’s Bazar district level.
- Support and provide input to technical consultant in the development of landslide risk assessment/ profiling in Cox’s Bazar district.
- Support and provide input to technical consultant in developing and disseminating landslide risk management strategy for Cox’s Bazar.
- Support the conduction of DRR knowledge, attitude, and practice (KAP) survey and joint studies in coordination with relevant stakeholders
- Liaise and coordinate with key institutional stakeholders at the district level to ensure products are tailored to support decision-makers in operational planning.
- Ensure project mitigation activities are developed in coordination with risk profiling
Support capacity development of local government, humanitarian, and first response agencies
- Coordinate with local government, disaster management committees and humanitarian stakeholders to assess their capacity development needs and requirement
- Work in collaboration with the capacity building officer to develop training modules/PowerPoint presentations for Disaster Management Committees (DMCs), Govt. stakeholders and humanitarian stakeholders and deliver training modules/materials.
- Arrange and deliver training to government officials, DMCs and humanitarian stakeholders.
- Provide technical advice and support to the implementing partners of the DRM project
Facilitate knowledge exchange among humanitarian and national agencies on disaster risk reduction in Cox’s Bazar through information sharing and quarterly DRR workshops/seminars.
- Establish and develop networking with key institutional stakeholders at the local and national levels engaged in natural hazards and risk analyses.
- Foster information exchange, collaboration, and harmonization of practices and protocols between humanitarian and national stakeholders.
- Contribute to the planning, programming, and organization of quarterly DRR seminars and foster opportunities for information exchange.

Required Skills and Experience
Education:
- Master’s degree in disaster management, development studies, environmental science, or other disciplines with direct relevance
- Bachelor’s degree with additional two years of relevant experience will be given due consideration in lieu of the Master’s degree
Experience:
- Minimum Master’s degree with no experience or 2 years (with Bachelor’s degree) of work experience in the disaster risk reduction and disaster risk management field
- Experience in technical advisor or management roles focusing on natural hazards, disaster risk reduction, or disaster risk management would be a strong advantage.
- High degree of understanding/experience in multi-hazard disaster risk reduction in Bangladesh
- Work experience in and/or in-depth knowledge of the Rohingya crisis response.
- Previous experience working with international organizations
- Experience in complex coordination bodies or structures would be a strong advantage
- Excellent coordination skills – ability to facilitate synergies among different stakeholders and interests.
- Strong interpersonal skills, flexible attitude and ability to communicate and work well with diverse people a must;
Language:
- Fluency in English and Bangla is required.
