Disaster Preparedness Team Leader (Apure) At Danish Refugee Council


Under the supervision of the Base Manager, the Disaster Preparedness Team Leader (DP) will be directly involved and will ensure the daily implementation of DP activities, especially in the intervention areas. He will also be responsible for DP, including planning, facilitating DP implementation activities through the direct participation of partner agencies and authorities, the management of DP teams, the development of information and communication materials associated with PD and awareness for people with specific needs (PDE), internally displaced persons and host communities selected areas, in accordance with the culture and practices of the population. The DP Team Leader should coordinate and direct disaster preparedness and response activities,ensuring the effective implementation of strategies and procedures to minimize negative impacts on the population and the environment.

Your main duties and responsibilities will be:

  • Lead DP-related assessment needs in internally displaced persons and host communities in Apure and in any other area, according to the instructions of the Base Manager and the technical management of the DP specialist.
  • Lead in the identification and selection of beneficiaries with the help of local authorities and others derived from protection teams, Economic Recovery and WASH. In addition to ensuring that correct understanding reports are established with relevant service providers / stakeholders.
  • Prepare the IEC work plan and materials (visibility information material) in consultation with the Base Manager and the Disaster Preparedness Specialist, effectively manage DP projects using the right tools to ensure projects are delivered on time, on budget, and with the expected quality.
  • Ensure that DP teams take into account the vulnerabilities of marginalized communities and/or with protection risks and who participate in each of the project cycles related to DP activities.
  • Lead all DP trainings by using a participatory approach with high practical participation and also support WASH emergency preparedness and response activities.
  • Contribute to the development of training and orientation materials. Document the results and lessons learned from the implementation of the DP program, including emergency preparedness and response, to promote knowledge sharing with partners and stakeholders on PD.
  • Serve as liaison with other relevant actors / NGOs, local administrators and internally displaced persons leaders for collaborative efforts, including participating in DP thematic group coordination meetings, within the Danish Refugee Council (DRC), other sectors such as Economic Recovery (food security and livelihoods), Protection and WASH for proper coordination of activities.
  • Ensure that all relevant stakeholders have information on background, program, objectives, areas of work, the duration of the programs and activities in the field of the organization.
  • Complete the forms and the appropriate documentation of the DP sector for the intervention projects, including the transport of GPS coordinates and the mapping of the activities / areas of the project, among others.
  • Lead contingency planning for a possible PD emergency response, if necessary.
  • Guarantee the correct presentation of the office and professional ethics in the control of movements and guarantee the security of all documents.
  • Follow up and prepare weekly, monthly, quarterly, all work plans, purchasing plan for the program and annual progress reports on activities related to DP programs, including documentation, beneficiaries and success stories.
  • In the absence of the Base Manager, support the DP project with the close coordination of the Program Manager and the DP specialist.
  • Perform any other relevant tasks as requested by line managers and the DP team.
  • Supervise drills and preparation exercises to ensure team efficiency.
  • Continuously assess potential risks and adjust response plans as needed.
  • Develop and implement comprehensive disaster preparedness plans.
  • Train and lead the emergency response team.
