WHAT WE DO …

SOLIDARITY INTERNATIONAL (SI)is an association of’ international humanitarian aid which, for more than 40 years, has been helping people who are victims of armed conflicts and natural disasters by responding to the vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.

THE MISSION

Solidarity International has been working since 2018 in Burkina Faso, mainly in the Northern, Central North, Boucle du Mouhoun and Sahel Regions. Since then, SI provides answers in food security, EHA, etc, in emergency shelters’s to the populations victim of the degradation and the loss of their means of’existences following a degradation of the security situation. The SI mission in Burkina is young but is undergoing significant development with 5 operational bases (Ouahigouya, Kongoussi, Djibo, Sebba, Dori) and 1 coordination base in Ouagadougou. Currently, SI is a member of the RRM-Frontline in consortium with ACF, HI and DRC on ECHO and GFFO funding. Since 2019, SI has been implementing a major multisectoral response programme to the urgent needs and rehabilitation of displaced populations with BHA.The SAME portfolio of SI has gradually evolved. Since 2020 SI deploys cash transfer and voucher (Redrose) interventions under AAP and BHA funding mainly, but also Startfund. SI is co-lead Burkina of’a cross-border consortium (IRC Mali Lead) funded by the DUE that aims to support resilience and conflict reduction in northern Burkina. SI is also implementing a program on the Nexus EHA with partners Gret and URD on AFD and USAID funding, including, who are 2 new donors for the mission and for SI in general. OFFER DESCRIPTION

General objective :

  • He/she drives the definition, the development and implementation of the intersectoral programmatic strategy in relation to the DP and in accordance with the mandate and guidelines of the’organisation at regional and global level. He/she participates in the review of the programmatic strategy of SI in Burkina Faso, in the’ orientation of the different technical departments/program, by animating the’inter-department and the technical and programmatic reflections. He/she identifies the strategic opportunities of IS’action and contributes to the development of operational partnerships.
  • ll/she is responsible for the quality of the implementation of IS programs and projects in Burkina, provides the necessary support to the teams, controls and guarantees compliance with internal programmatic processes and contractual requirements, in line with the IS charter, humanitarian standards and guidelines. He/she is the guarantor of the’integration of conflict sensitivity, transversal protection and respect for the Do No Harm principle throughout the project cycles.
  • The/the DPA organizes, plans and develops the’analysis framework of the context of Burkina Faso, in order to guarantee a continuous and updated understanding of the context, local dynamics and trends/scenarios, etc, the positioning of actors and donors, so as to identify gaps in coverage of needs and to be a force for advocacy ; he/it develops the programmatic data management framework to inform contextual monitoring and programmatic positioning.
  • The/the CCA supervises the design of project proposals (strategic and operational framework, needs and response analysis, logical framework, etc, do No Harm analysis) in accordance with the strategy of the country and the region ; he/she coordinates the’ all departments and validates proposals before submission to headquarters.

Main Challenges :

  • Management of senior department managers and experts in their field : State and local authorities imposing restrictive conditions on NGOs, need’a strong adherence to humanitarian principles
  • Reinforcement of’intersectoral integration EHA / Shelters / SAME / Nutrition /
  • Protection internally and with international and national partners.
  • Displacement on the ground sometimes called into question because of the security context on the’ intervention areas
  • Continuous programmatic adaptation in a rapidly changing context
  • Follow-up of a wide variety of subjects and’internal and external interlocutors (including in particular the operational partners on projects in consortium)

Priorities for the first 2/3 months :

  • Launch of the drafting of the 2023 (CDC) and 2024 project proposals (HIP 2024) and capitalization on previous projects
  • Continuation of the strengthening of the MEAL department and the development of’a framework for the management and analysis of programmatic data produced internally
  • Development of’a framework for continuous contextual and situational monitoring and analysis based on’ analysis of field, internal and external data
  • Review of the new organization of the programs including RRM at the level of the bases in connection with the revision of the strategy Country
  • Development of’a SOP RRM to improve multisectoral integration
  • Ongoing operational monitoring and guidance of programme teams in relation to changing context and sharing of project management tools (APU/Chrono/OFU/DFU) at headquarters monthly

YOUR PROFILE

Training :

  • Generalist higher education: Master in international relations, development and humanitarian action, political science or equivalent

or

  • Technical university training of minimum level BAC + 5 in connection with the fields of action of SI (EHA, SAME, shelters, protection, nutrition)

Experience :

At least 3-4 years in the humanitarian sector

Technical and transversal skills :

  • Strategic vision, reflexivity, capacity of’analysis of the context and’agenda of the different actors
  • Strong interest in the coordination of interventions internally and externally
  • Flexibility and adaptation, innovative and flexible, able to find solutions quickly
  • Excellent management and leadership skills
  • Excellent performance, clarity, precision and ease in oral and written’ expression
  • Autonomy, dynamism and pro-activity

Languages :

  • French
  • English
  • Languages of the country is a plus

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

An employee position : According to experience, from 3080€ gross per month (2800€ basic salary + 10% vacation pay paid monthly) and a Per Diem monthly of 550€.

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarity International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage : Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

CONDITIONS OF LIFE :

The city of Ouagadougou is the capital of Burkina Faso and the largest city in the country. Life is relatively pleasant. The city has many restaurants and places to go out. The cultural life is very lively.
The traffic is rather fluid, expats are allowed to drive their personal vehicle there. Some come to the office by bike as well.
The city benefits from a very good telephone and internet coverage, with several operators.
Security rules exist on the mission, so certain places and neighborhoods are prohibited. There is no curfew. As the political and social situation has been volatile since the coup of’ in September 2022, additional restrictions or one-off periods of confinement can be envisaged.
The post has’a supported by SI in guest (housing) common.
