SOCIETE DE DEVELOPPEMENT INTERNATIONAL (SDI) INC is a non-governmental organization with its head office in Quebec (Canada) and country offices in Mali, Senegal, Togo, Benin, Burkina Faso, Niger, Chad and Ivory Coast.

The NGO specializes in the areas of survey research, gender equality, impact evaluation, poverty alleviation, social sector restructuring and reform, health and education financing, development of monitoring and evaluation systems, capacity building and many related areas.

SDI’s areas of intervention include agriculture, education, health, social security, poverty reduction and private sector reform. SDI also focuses on environmental sustainability and gender and sustainable development.

1. Objectives of the position

The Director of Operations and Project Development will be responsible for managing day-to-day operations, finances, and project development and implementation. He or she will also play a key role in identifying new opportunities and collaborating with strategic partners.

2. Main responsibilities

Operations and Finance Management:

  • Ensure the administrative management of SDI activities in Chad, ensuring compliance with the organization’s policies.
  • Oversee all financial functions, including budget preparation, resource management, expenditure tracking, and financial reporting.
  • Ensure the proper management of human resources, local staff and consultants.
  • Manage local contracts and coordinate with SDI international offices.

Project development:

  • Actively participate in writing proposals for implementation projects in areas such as health, education, community development, and food security.
  • Collaborate with technical teams to identify the needs of partners and local communities, and propose projects adapted to these needs.
  • Work on project submissions in response to calls for proposals from international donors, governments and NGO partners.

Prospecting and partnerships:

  • Identify funding opportunities and partnerships with local institutions, international agencies and donors.
  • Maintain and strengthen relationships with existing and new partners, including local authorities, NGOs, and donors.
  • Ensure strategic monitoring of calls for tenders and opportunities for collaboration with development stakeholders.

3. Required qualifications

Technical skills:

  • University degree (BAC+5) in project management, public administration, finance, or a related field.
  • Minimum of 5 years of experience in a similar role, preferably in an NGO or international organization.
  • Strong experience in financial and human resources management in the development sector.
  • Excellent writing skills for the preparation of project proposals and technical reports.
  • Good knowledge of project management tools and procedures of the main donors.

Interpersonal skills:

  • Communication and negotiation skills, ability to maintain relationships with multiple partners.
  • Ability to work in a team and coordinate projects with local and international partners.
  • Flexibility and ability to adapt to multicultural work environments.

LANGUAGES :

  • Fluency in French (written and oral) is mandatory.
  • Knowledge of English is an asset.

4. Conditions of employment

  • Approximate date of mobilization in Chad: January 2025
  • International or domestic travel: 10%
  • Accompanied position: Possibility of being accompanied (spouse and dependent child)
