CONTEXT :

Through its Institutional Financing (IF) service and its network of correspondents in National Association (AN) and in the Programs ensuring knowledge of donor rules, the main mission of the/from the Director/eur of Institutional Financing will be the watch on the financing opportunities and the conformity of our actions and management methods to the donor rules.

L’enjeu is now to strengthen our proximity to traditional DONors of’HI (US, UK, EU.) or new donors, in :

  • Developing a’ Engagement strategy combining their individual strategies (thematic or geographical priorities) and HI priorities in the field ;
  • Pre-positioning HI before calls for proposals officially come out as a key player in the response, thereby increasing our strategic relationships and our chances of’ being funded (dynamic interdependence, coverage of our full costs, …).

The/the Director/eur Institutional Financing will be under the auspices of the Innovation and Development Director.

OBJECTIVES OF THE POSITION :

Develop the development plan for institutional financing (IF) in accordance with the strategic objectives :

  • Develop the 5-year FI operational strategy and its FI development plan
  • Feed the DPI and DID teams as early as possible on thematic or geographical policy developments and related funding opportunities
  • Analyze the evolution of donor financing strategies (LCB/FT, humanitarian principles, comprehensive approach, location…) having an impact on the implementation of HI operations or how to sell our projects, or, in connection with the positioning of the’Institut HI – identify opportunities to work with new institutional donors (Golfe, China..).
  • Mobilize its resources to contribute to the writing of large projects in the quality and time required, give guidance in the drafting of proposals, etc, driving the responsiveness line – contributing to the search for partners and supporting the development of consortia
  • Oversee the implementation of CRM by being proactive and ensuring that all concerned use it correctly in order to improve relations with donors
  • Assume the role of representative and guarantor of the digital transformation of the relationship between HI and its institutional donors
  • Ensure the quality and implementation of FI tools and methodologies in the context of the development of financing opportunities and the management of FI contracts and in accordance with the challenges of our economic model (full cost)
  • Ensure the management of institutional financing of the’association by means of’ key performance indicators (KPI) in order to’ inform the strategic decisions of the organization
  • To advocate with our institutional donors to increase the support of the’all costs of the’association in the implementation of its actions
  • Ensure donor diversity in order to preserve HI from political instrumentalizations or too high a level of operational constraints in order to guarantee HI’s free will.

S’ ensure institutional knowledge of donor rules and ensure compliance of our actions and management methods with these rules

  • Head of ComEx FI
  • Monitoring and advocacy on the evolution of donor rules
  • Capitalization, dissemination of’information and training on donors
  • Coordination and good communication with the Directors of National Associations
  • Supervise IF risks and disputes in connection with the Risk and Audit Department ( DRA ) and the functional services in charge of implementing the recommendations.
  • Ensure good coordination with the DRA and the lawyer
  • Ensure the influence and the place of the DFI vis-à-vis other services and Directions.

Manage the teams in charge of FI development

  • Is authority on the FI trade sector and ensures its good development ( induction, exchange of practices, skills development … )
  • Directly manages the FI teams based in Lyon and the FINE team based between Brussels and Luxembourg, via the direct management of its manager
  • Ensures the functional management of the « Managers FI » within the National Associations ( AN )
  • Supervisors and coordinates its teams according to the Manager 2.0 benchmark
  • Ensures the recruitment (and/or changes in posts) of managers placed under its direct hierarchy ; conducts their individual annual evaluations ; intervenes with ANs as a third-party reference in the recruitment of FI and SIPO managers and in their evaluation
  • Ensures the proper functioning of the hierarchical lines and the necessary functional links, in particular between the different entities of the network
  • Validate the training plan of its Management
  • Supports the professional development of its employees
  • Is responsible for the proper management of the funds related to its Directorate.

PROFILE REQUIRED :

  • With a leadership ability, you can manage, motivate and coach a team and peers, including remotely, all with benevolence ;
  • You are able to’assume a leadership posture while being able to produce yourself, challenge yourself, and cooperate ;
  • Committed, you have a strong political sense, are able to manage the’ambiguity and show strength of conviction by adhesion ;
  • Adaptable, you are open to the unplanned’ and can demonstrate’audace ; you know how to manage the’ uncertainty with perseverance ;
  • You are able to drive your activity and resources, as well as create and develop an international influence in the’ whole organization ;
  • You know how to negotiate and communicate internally and externally in a clear and concise way, both in English and’ in French.

ACCESSIBILITY OF THE WORKPLACE :

The premises are easily accessible by public transport (bus, metro). Car parking and a bicycle park are also available. Within the building, access ramps and elevators ensure better traffic. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The’work space is very bright.
