2. Introduction

Background to the consultancy mission

The training project on community accountability first came from the French Red Cross and was then discussed collectively within the framework of the Accountability Group. The Accountability Group is a network led by the URD Group and which brings together several referents from French-speaking international solidarity organizations in order to exchange on the issues of accountability to the populations of the sector. As part of the exchanges of this network, has been identified an inter-NGO need on the subject and the will to work collectively on the construction of this training within the framework of this network.

Groupe URD provides support for the development of this training within the framework of the project “Learning and Innovating in the face of crises (APIC 3)” – both in coordination with members of the Accountability Group and support on accountability issues.

The lead in the development of this training will be provided by the CRF, in consultation with the members of the Accountability Group and with the’ support of Groupe URD. The training will be made available to all the headquarters and field teams of the different members of the Group and accessible on the’ e-learning platform of Groupe URD (https://learning.urd.org/).

3. General and specific objectives of the consultancy mission

General objective of the consultancy mission

The mission is to develop a training on “Community accountability” in e-learning modules format (author tool Storyline or Rise).

Specific objectives of the consultancy mission

  • Extend and validate the methodology proposed for the consultancy
  • Write the Pedagogical Scenario (or Plan of the course) for each module in Word format with the pedagogical objectives and the pedagogical modalities finalized
  • Develop the Storyboard for each module in PPT format with theoretical content, visuals, educational interactions, resources, etc, the key messages to remember and the exit test with the contributions of the members of the Accountability Group (Content Experts)
  • Create the e-learning modules from the Storyboards finalized with the’ tool author Storyline or Rise

4. General and specific objective of training in e-learning format in community accountability

General objective of training

Strengthen knowledge and empower project teams to take into account and meet commitments/standards on Community Accountability

Specific Objectives of the training

  • Accompanying the common understanding of the concept and issues of community accountability
  • Strengthening the’ harmonization of practices in the’operationalization of the three pillars of community accountability by project teams
  • Raise awareness and make all project teams responsible by ensuring the dissemination of basic knowledge on community accountability
  • Reinforce the’ approach of continuous improvement of the quality and accountability of projects by project teams
  • Promote the’ integrity and’exemplarity of project teams and organizations on the issues of accountability

5. Precision on the progress of the expected mission

Organization & Modalities

  • Training on “Community accountability” in e-learning module format (author tool Storyline or Rise)
  • The modules will be made available by Groupe URD and CRF on their respective platforms .
  • Duration : 1.5 Days, or 11 hours of online sessions, via 6 modules.

Expected principles for training

The sponsors recommend that the consultant make sure to’organize

  • a training composed of interactive e-learning modules
  • consistent training content between the different modules
  • a construction of the drawer formation (c’that is, possibility of’using the modules independently of each other) with different modules on the pillars of Community accountability
  • a call for the Group’s knowledge of accountability in the development of training
  • training (technical content and choices) respecting the principle of Do Not Harm
  • training that respects the intercultural context of organizations
  • a training that is’ based on existing international frameworks and recognized good practices
  • training whose content must be generic enough to be usable by the largest number of’organisations in the sector

Pre-identified educational objectives

> In a general way for training on Community accountability, learners will be able to :

– describe what’ is community accountability and cite the main standards and principles ;

describe the three pillars of Community accountability ;

– explain the issues related to the’operationalisation of community accountability (e.g. in terms of posture), and the links with other key components and themes (e.g. MEAL, cross protection, safeguarding, Do not harm)

> For each module, learners will be able to :

  • Module 1 :
    • Cite the main standards that frame Community accountability
    • Explain and reformulate definitions related to Community accountability
  • Module 2 :
    • Explain the issues of’operationalization and posture of community accountability, and know how to apply them in the implementation of projects, by linking with other key components and themes (eg. MEAL, transverse protection, safeguarding, Do not harm) and with a quality objective
  • Module 3 :
    • Explain the key elements of the’information sharing pillar and know how to put them into practice or contribute to them
  • Module 4 :
    • Explain the key elements of the pillar of community participation and know how to put them into practice or contribute to them
  • Module 5 :
    • Explain the key elements of the’ expression/management mechanisms and’information feedback pillar, and know how to put them into practice or contribute to them
  • Module 6 :
    • Reset key messages from training

Clarification on the expected elements in terms of training content

Three pillars of accountability

Following consultation with members of the Accountability Group, who may use different terms to designate the three pillars of Accountability, the choice was made to use the following terms :

  • ’information sharing
  • Participation and community engagement (including the sharing of’information as level 1 of participation)
  • Expression/management mechanisms and feedback from’information

Principles

  • diversity and inclusion, intersectionality; team skills and posture/staff attitude; transparency; ethics; 360° accountability (targeted people, partners, teams and donors), contextual accountability

Links to be made with’other themes and key components

  • Link to other components of the SERA;
  • Non-harm component and link to the protection component against sexual exploitation, abuse and harassment (PEAHS);
  • Link with transverse protection and safeguarding

Semantic issues

Particular attention will have to be paid to the’use of certain terms and will have to be discussed within the framework of the mission. These include: term complaints, “return” vs “remontee”, beneficiary vs. affected population vs. targeted population; safeguarding ; quid of inclusive writing

6. Methodology

Target audiences

  • Capacity building on community accountability concerns project teams (programmes and techniques, operational profiles and SERA), at the field level as a priority and open to headquarters teams.
  • Note that this training can also be open to services called “supports” with the’ accompaniment of those responsible SERA.

Coordination

  • Work with the consultant (s) to support the development of modules on andragogic and methodological aspects (animations…).
  • Work in collaboration with Groupe URD for the coordination components with the members of the Accountability Group and for the technical support component on content development
  • Le focal point of consultants.e(s) will be a CRF/Group URD binomial.

7. Expected deliverables

Note that the working language of this consultancy mission is French.

The final deliverables (developed on the’author tool – Storyline or Rise), namely the six e-learning modules, will be developed in two versions: in French and in English.

> Framing report with

  • revision and reformulation of educational objectives
  • accuracy of the pedagogical process for each module with key messages and’animation techniques (specifying bibliographic sources)
  • proposal of’animation and’exercises techniques for dynamic and participatory training for RISE (or other relevant platform)

> 6 modules with a Pedagogical Scenario, a Storyboard in PPT format, then creation of contents using the’author tool (Storyline or Rise) :

  • 1 general module for presenting definitions and concepts of community accountability and standards to lay the framework for common understanding and theory – 2h (divided into 2 sub-modules d’1h each)
  • 1 general module on operationalization issues and posture issues and links with other components of the SERA and links with transversal protection and safety-guarding, etc. – 2h (divided into 2 sub-modules d’1h each)
  • 1 module on the pillar : Sharing of’information > and how L’operationalize – examples /tools – 2h (divided into 2 sub-modules d’1h each)
  • 1 module on the pillar: Community participation > and how to operationalize – examples / tools – 2h ( divided into 2 sub-modules of ’ 1h each )
  • 1 module on the pillar: Expression / accountability mechanism > and how to operationalize it – examples / tools – 2h ( divided into 2 sub-modules of ’ 1h each )
  • 1 conclusion module with key messages / opening / quizz / – 1h

For each module :

  • An educational scenario ( or Course plan ) will be developed in Word format ( 1 page per module ) ;
  • Storyboard V1 will be developed in PPT format by consultants with contributions – activities, examples of tools and illustrations good practices based on practical cases – members of the Accountability Group and submitted to the sponsor for review ;
  • one Storyboard finalized in PPT format will be developed by the consultant.e.s and submitted to the sponsor for validation ;
  • based on the Storyboard (PPT) finalized , the contents will be created with the’author tool Storyline or Rise (note that the transfer of the contents of the Storyboard to the’author tool will be done once the six Storyboards are finalized)
  • intermediate versions (Bronze, Silver) will be tested and adjusted on request of the sponsors before they lead to a final version (Gold) on the’tool author
  • each final module will be developed in french and translated into english for the online release of 2 versions: french and english.

8. Organization of the consultancy and chronogram

Phases of the consultancy

Phase 0 – Mission Scoping

Phase 1 – drafting of Educational Scenarios (Word) and Storyboards (PPT)

Phase 2 – Review of Storyboards (PPT) up to a final version

Phase 3 – development of modules on the’author tool Storyline or Rise

Phase 4 – revision of the e-learning modules (on the’tool author Storyline or Rise) until a final version

Phase 5 – final report

> WARMing times with the consultant will be planned between and during these different phases, in direct connection with the CRF and Groupe URD.

Chronogram

The consultation will take place in 2024, starting in March 2024, to reach the final deliverables in November 2024.

9. Dealing with offers

  • Skills in training content development and training animation ;

  • Field experiments confirmed in MEAL, Community liability ;
  • Mastery of the’tool author Storyline or Rise ;
  • Mastery of the project management cycle ;
  • Excellent writing skills ;
  • Experience in an intercultural context ;
  • Knowledge on cross-cutting themes to be taken into account for the development of training content : gender and’ inclusive approach, cross-cutting protection
  • Perfect mastery of French and’anglais.

Administrative clauses

  • The tenderer must provide proof when submitting the regularity of his economic activity (tax documents, registration, etc, registration as self-employed – depending on the country of reference where the bidder is established).
  • The provider must provide the necessary means to the’ performance of his service whether they are material or human: tickets of’avion, computer, insurance in professional civil liability, visa.
  • He can delegate part of the mission, within his teams, to the employee of his choice, but he remains the only hierarchical and disciplinary authority concerning his employees. The provider must ensure security, and as such ensure the consultants sent on a mission.
