The JRS (Jesuit Refugee Service) CAR/Cameroon is looking for an Assistant National Program Officer in CAR.

The Jesuit Refugee Service (JRS) is a ministry of the Society of Jesus acting as an international non-governmental organization whose mission is to accompany, serve and advocate for the rights of refugees and people forcibly moved. The organization was founded in November 1980 and is now present in more than 50 countries. JRS is a work of the Society of Jesus (the Jesuits). As specified in its Charter, the JRS’s mission is to support, serve and defend the rights of refugees and displaced people . This mission is rooted in faith in God who is present at the heart of human history, even in its most tragic moments.

JRS works with other humanitarian organizations and agencies to support forcibly displaced people, provide them with quality services, and publicize their situation so that their rights and dignity are better respected. . POSITION DESCRIPTION: Deputy National Program Officer

Mission of the position

Contribute to supporting and providing technical and operational support for all program objectives in the CAR.

MAIN RESPONSIBILITIES AND ACTIVITIES

A. Support Management of program and project activities

  • Participate in planning and supporting the implementation of activities of all JRS project objectives in CAR;
  • Assist the program assistant in the operational management of projects;
  • Participate in the implementation of the strategy and the implementation of project management tools;
  • Ensure daily monitoring and support of the activities carried out by the project directors and coordinators of each objective and report to the CPO on the difficulties and challenges to be overcome with a view to concrete and rapid solution approaches;
  • Ensure the consolidation of project information and participate in the production of appropriate reporting for donors, project teams and people supported;
  • Consolidate identified execution risks and update monitoring of the project action plan;
  • Ensure the preparation of presentations and reports from meeting/training workshops;
  • Ensure the compilation of the various reports (weekly, monthly and quarterly) of the different aspects of the projects and submission to the CPO for amendment;
  • Ensure support for the program assistant in his tasks;
  • Participate in various meetings with partners or authorities.

B. Monitoring management, program evaluation

  • Contribute to proactive analysis of collected data for improvement of activities and program quality;
  • Participate in the drafting of concept notes and project proposals under the supervision of the national manager;
  • Participate in the evaluation of following JRS guidelines, donors and other agreements;
  • Ensure good flow of information between teams;
  • Participate in monitoring quality and accountability systems for program monitoring and review;
  • Report information to the national manager for the development of project exit strategies.

C. Evaluation et Reporting

  • Participate in the analysis and identification of problems and new opportunities;
  • Carry out regular monitoring visits to teams and activities in the field;
  • Help evaluate the expected results of projects and propose approaches to solutions to situations that pose problems in implementation;
  • Report resource/staff management problems to the National Manager;
  • Regularly participate in team meetings, planning meetings;
  • Prepare the activity report and make proposals for optimizing projects and programs;
  • Carry out all tasks assigned by management.

Candidate Profile

Academic Job Specifications

Minimum Bac+4 in social sciences, management and project management, educational sciences and any other related fields. Additional training/certification in the areas of program management, project monitoring and evaluation, a PMP is an asset.

Experience

At least 4 years of work experience in the field of livelihoods project management, education, or any other related fields.
