Focus on our activities in DR Congo

Our mission in the DRC has existed since 2001. PUI is developing its integrated approach with projects in primary health and the fight against malnutrition. PUI intervenes in Ituri with projects in health nutrition, and in North Kivu through an integrated approach in health emergency nutrition complemented by activities in food security.

And the.the Assistant· Head of Mission Supports in all this?

As’Adjoint· Head of Mission Support, you will be responsible for the’effectiveness,’ability and quality of support for humanitarian operations implemented by PUI. For this purpose, your responsibilities will be as follows :

Coordination of mission support functions : You will supervise, coordinate and guide the PUI mission support departments (Logistics, Administration & Finance, Human Resources, etc, Internal Audit) and you will ensure the development of synergies and’improvements intra-and inter-departmental.

Supervision of national and international support teams : You will supervise hierarchically the support coordinators and the internal’auditeur, and, provide functional support to field managers and contribute to building the support capacity of all mission staff. You will ensure that your team guarantees a quality HR management on the mission and that a good communication is applied.

Logistical follow-up : You will support the Logistics Coordinator in the implementation of’a logistics framework mission adapted and organized around’an efficient supply chain and’a correctly sized support logistics.

Administrative and financial monitoring : You will ensure that administrative and financial procedures comply with the country’s Labour Code as well as internal standards and formats, that donor rules and regulations, from’efficiency and’effectiveness of financial support to the sizing and’ optimization of operations.

Human Resources Monitoring : You will ensure that human resources procedures comply with internal standards and formats as well as donor rules and regulations, and, ’efficiency and’effectiveness of HR policies for loyalty, development of current staff and the’attractiveness of the HR mission.

Security : You will assist the Head of Mission in the analysis of the security context and security management.

Risk Management : You will define, adapt and supervise the implementation of’an integrated risk management framework (HR/log/admin/legal/security/etc.)

The challenges ahead of you:

The challenges of this position are as follows: 1) Implementation of the’administrative monitoring tool, which, legal and legal mission 2) Support the Human Resources Coordinator to strengthen human resources management policies (health policy, recruitment policy, nationalization policy, etc, policy of’personal learning, policy of’ salary advancement..) to make our program effective.3) Support the Financial Coordinator to ensure an effective implementation of the financial management tools and guarantee the involvement of all budget managers throughout the Mission 4) Support the Logistics Coordinator to strengthen the management of equipment and supplies (national and international) 5) Support the head of mission in the preparation and evaluation of the needs of the new bases for the expansion of PUI operations in the d’other areas.

What’it will take you to succeed

Formation

You can justify a higher degree (Master 2 or equivalent) in Logistics, Finance, Human Resources or International Relations.

Experience

You are strong of’at least three years of’experience on a coordination function mission support for an international NGO. If you also have’ experience in logistics support and/or supply, this will be appreciated. Have you worked with First International Emergency ? It will be an undeniable asset !

Skills

You have mastered the management of’team, you have a thorough knowledge of the rules and procedures of the main donors (in particular ECHO, BHA, PAM, UNHCR, CDCS, AFD and BPRM). You have excellent’ writing abilities.

Qualities required

You demonstrate strong leadership and decision-making skills. You have good capacities of’analysis and synthesis, are a good negotiator and a good communicator, as much to the written’ to the’oral, and know how to guarantee effective results under the pressure of the deadlines. You are demonstrating’organization, rigor, flexibility and’a strong resistance to stress.

Languages

French and’anglais have no secrets for you ? So much the better, it’is essential for this post ! If you also speak’arabe, this will be an undeniable asset.

PUI will propose

  • Status: Framework in Contract with Determined Duration
  • Gross monthly salary: 2 970,00 – 3 500,00 EUR according to your experience in international solidarity + 50€ per semester of’ seniority with PUI

  • Break regime: 5 Working days to 3 and 9 months mission + break premium
  • Paid Leave Plan: 5 Weeks from CP/year + ticket’avion A/R at home every 6 months
