Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

Deputy Head of Base

For 6 months

GENERAL OBJECTIVES:

The Deputy Head of Base (DHoB) for support is responsible for Finance, Human Resources, Logistics and Procurement, Administration, and IT. She/he oversees, develops, and provides strategic direction, mentorship and support to its support areas. She/He is an active member of the Senior Management Team at field level, this role ensures that all aspects of the support department are represented and considered in decision making. This role has a field focus and ensures compliance with Action Against Hunger (AAH) procedures and guidelines within the base.

KEY ACTIVITIES

Objective 1: Management

  • Lead and manage the support managers (including people planning, performance, well-being and development).
  • Manage, deliver, and report on current operations and programme support in each area of implementation.
  • Establish high performing support teams ensuring high-quality approaches are maintained.
  • Develop and improve operational approaches, compliance, and systems, and support the Head of Base to build and deliver effective and sustainable interventions.
  • Responsible for the strategic development, management, and implementation of the support operations.
  • Ensure appropriate technical support is available to programs, in line with organizational priorities.
  • Ensure support for annual planning and review processes.
  • Direct responsibility for ensuring that the AAH Programme operates in accordance with DRC’s support function guidelines.

Objective 2: Finance Manager and Supply Coordinator support and supervision

Provide the adequate support (and fill the gap if needed) to ensure that:

  • the accountancy is submitted on time and in a qualitative manner.
  • the cash flow is properly manage in order to avoid any shortage.
  • the Field office has a clear view on his budget consumption and forecast, on the support and programmatic part.
  • the internal and external processes are followed.

Objective 3: Logistics Manager and Supply Coordinator support and supervision

Provide the adequate support (and fill the gap if needed) to ensure that:

  • the supply chain is functional and able to deliver on time the appropriate items to enable a fluid program implementation and office functioning
  • the fleet and fuel are properly managed
  • The equipment is properly sustained and followed. That needs are anticipated
  • IT issues are solved quickly
  • The stock is properly managed

Objective 4: HR Manager and Supply Coordinator support and supervision

Provide the adequate support (and fill the gap if needed) to ensure that:

  • the HR policies and memo are properly implemented.
  • the Recruitment are properly followed, and onboarding is provided to every newcomer.
  • a carrier management (including training) strategy is developed.
  • The National staff have a voice and are properly represented and listened to within the organization.

Objective 5: External representation

  • Support HoB in external (technical) representation and coordination in his/her area of expertise.
  • Ensure his/her team actively attend Cluster/Sector meetings including the technical sectors or attend directly in case of need.
  • Support HoB in external (technical) representation and coordination in his/her area of expertise.

Objective 6: Compliance and reporting

  • Support donor reporting as relevant ensuring
  • Supports digital transformation as relevant, ensuring archiving is done.
  • Supports the adherence to donor regulations and ensures that program teams receive relevant support by the Capital or support departments as relevant.
  • Ensure the reporting is done on time and in a qualitative way.

Other tasks:

Supports the HoB in the overall management of Gaza office.

CANDIDATE DESCRIPTION:

  • Minimum a License Degree in a relevant discipline (e.g. economics, finance, administration, logistic…).
  • Solid experience in team management (including expatriates in support functions).
  • Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response.
  • Knowledge of major donor requirements and compliance issues.
  • Experience in data analysis. Proven critical analysis skills. IT skills.
  • At least 3 years of practical experience in support services on a large humanitarian mission.
  • Able to manage multiple Grants funds and millions’ budget.
  • Good knowledge of HR problematics and management.
  • Experience and/or technical knowledge of Finance, Logistic and HR.
  • Excellent organizational skills, including time and stress management. Ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
  • Excellent working knowledge of English is required. Arabic is an asset.
  • MS Word, Excel, PowerPoint, and email/internet software.
  • Ability to work and live in Gaza.

REMUNERATION PACKAGE

We offer immediate Incorporation into a multicultural, professional and innovative organization with the possibility of participating in projects with high social impact.

  • Contract Length: 6 months with possibility of extension.
  • Based: in Gaza
  • A compensation package estimated at 60,476 EUR gross/year consisting of:
  • Salary: 40676 € gross/year divided in 12 payments.
  • Difficult allowance: 4,800 EUR per year (Once the person is inside Gaza and not fixed. This plus is reviewable throughout the contract based on the applicable risk analysis.
    • Benefits package * estimated at 15,000 euros / year paid directly by the organization that includes:
  • Life, accident, health and repatriation insurance for the expatriate.
  • Emotional care service at the service of the employee and family.
  • Housing or similar accommodation.
  • Help with transfer or change of mission (depending on the duration of the contract).
  • Breaks: Displacements to the reference area, Per Diem of the break of 215 euros and travel allowance of 400 USD covered by the organization (depending on the number / year of breaks determined by the mission).
  • Refund of all costs related to departure on assignment: (visas, vaccinations,)
  • 25 days of paid vacation per year.
