Job Title: Deputy Director of Projects

Overview:

International Business and Technical Consultants, Inc. (IBTCI) and its partner, Dexis Consulting Group, are implementing the USAID Global Health Technical Assistance and Mission Support Project (GH-TAMS). GH-TAMS is a $70 million five-year contract designed to provide USAID operating units working on health-related activities with short- and medium-term technical services of consultants with expertise in health technical areas and program cycle activities. The activities of GH-TAMS support cross-cutting health issues such as gender, health systems strengthening, environment, and science and technology. This new position description describes a Deputy Director of Projects for assignment management that builds on experienced program management skills and expertise and involves direct staff supervision.

The Deputy Director of Projects position has a seamless partnership and complementary managerial relationship with the Project Director, the Deputy Director of Operations and Finance, and the Deputy Director of Human Resources, Logistics and COVID-19 Response. S/he provides consistent oversight and direction for GH-TAMS day-to-day assignment management.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Supervises and coordinates the day-to-day work of the Senior Project Managers and Project Managers
  • Supports the Project Director in the allocation of new GH-TAMS assignments to all Project Managers
  • Provides mentoring, coaching, and on-the-job training, and ensures appropriate professional development opportunities for all Project Managers and Project Assistants
  • Provides input to performance appraisal of Senior Project Managers, Project Managers and Project Assistants and informs the Project Director of issues for appropriate action
  • Assists the Project Director to oversee the timely planning, recruitment, and organization of project assignments as approved by the GH-TAMS COR
  • Ensures that all activities and assignments are completed in a high-quality, timely manner
  • Provides guidance to Project Managers on consultant recruitment and administrative closeout of completed assignments
  • Provides guidance to Project Managers on problem-solving for programmatic and administrative issues with consultants or consultant teams
  • Develops and refines GH-TAMS assignment procedures and processes, as needed
  • In collaboration with the Director and the Deputy Director of Human Resources, Logistics and COVID-19 Response, leads project reporting ensuring timely and complete project deliverables
    (quarterly reports, annual reports, performance reports, etc.) and other documents/reports produced by the project
  • Assumes other project management functions and responsibilities as requested by the Project Director and/or Deputy Director of Operations and Finance
  • In coordination with the Project Director, oversees the process of developing scopes of work (SOWs) for consultant assignments and conducts the internal draft and pre-TDM SOW reviews.
  • In partnership with the Deputy Director of Human Resources, Logistics and COVID-19 Response reviews and approves the Project Close out Checklists and ensures all necessary documentation is saved per record keeping requirements.

Minimum Requirements:

  • 8 to 10 years of experience of professional work experience in working on and managing complex donor-funded projects
  • Strong working knowledge of AIDAR and FAR regulations and their practical application
  • Familiarity with USAID/Washington and field program environments and operating procedures
  • Excellent customer service skills and client-focused management approach
  • Experienced supervisory and personnel management skills required
  • Ability to work with and be responsive to a wide range of client and consultant personalities and requirements
  • Familiarity with USAID technical support service mechanisms that rely on contracting consultants similar to GH-TAMS is a plus
  • Knowledge of public health and international development issues
  • Outstanding written and oral communications skills
  • Well-organized, attentive to detail, and able to handle multiple tasks simultaneously
  • Ability to work independently, guide teams, proactively anticipate work requirements, and creatively solve problems with client-focused approaches
  • Committed to mentoring young professionals and facilitating cross-training of Project Managers and Project Assistants
  • Mastery of word processing, spreadsheets, database, and graphics programs (Microsoft Office)
  • Overseas experience preferred
  • Foreign language proficiency desirable

Education:

  • BA/BS required; MA, MPH, MS, or equivalent degree preferred

Working Environment: Work is to be performed remotely. Currently the company is allowing for remote and Hybrid work in the District of Columbia, Maryland and Virginia (DMV), Connecticut, Massachusetts, Washington State, New Jersey, Delaware, Maine, Vermont, New Hampshire, Pennsylvania, North Carolina, Georgia, Florida, Ohio, Michigan, Wisconsin, Illinois area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position may have supervisory responsibilities.

Work Authorization: Candidate must be authorized to work in the U.S.A.; visa sponsorship is not available for this position.
