WHAT WE DO…

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in over 20 countries, SI teams, 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

THE MISSION

Solidarités International has been working in Burkina Faso since 2018, mainly in the North, Centre North, Boucle du Mouhoun and Sahel regions. Since then, SI has been providing food security, WASH and emergency shelter responses to populations affected by the deterioration and loss of their livelihoods following a deterioration in the security situation. The SI mission in Burkina is young but is experiencing significant development with now 5 operational bases (Ouahigouya, Kongoussi, Djibo, Sebba, Dori) and 1 coordination base in Ouagadougou. Currently, SI is a member of RRM-Frontline in consortium with ACF, HI and DRC on ECHO and GFFO funding. Since 2019, SI has been implementing a major multi-sectoral response program to the urgent needs and recovery of displaced populations with BHA. SI’s SAME portfolio has gradually evolved. Since 2020, SI has been deploying cash transfer and voucher interventions (Redrose) under AAP and BHA funding mainly, but also Startfund. SI is co-lead Burkina of a cross-border consortium (IRC Mali Lead) funded by the DUE which aims to support resilience and conflict reduction in northern Burkina. SI is also implementing a program on the EHA Nexus with partners Gret and URD on AFD and USAID funding, which are 2 new donors for the mission and for SI in general. Finally, since 2022, a project funded by ECHO has been underway in the Sahel (Sebba base) for a multi-sectoral EHA SAME response integrated into a health-nut response led by PUI.

DESCRIPTION OF THE OFFER

General objective:

He/she leads the definition, development and implementation of the intersectoral programmatic strategy in connection with the DP and in accordance with the mandate and guidelines of the organization at the regional and global level. He/she participates in the review of the SI programmatic strategy in Burkina Faso, in the orientation of the various technical/program departments, by leading the inter-department and technical and programmatic reflections. He/she identifies strategic opportunities for SI action and contributes to the development of operational partnerships.
He/she is responsible for the quality of the implementation of SI programs and projects in Burkina, provides the necessary support to the teams, monitors and guarantees compliance with internal programmatic processes and contractual requirements, in line with the SI charter, humanitarian standards and guidelines. He/she is responsible for the integration of conflict sensitivity, cross-cutting protection and compliance with the Do No Harm principle throughout project cycles.
The DPA organizes, plans and develops the Burkina Faso context analysis framework, in order to ensure a continuous and up-to-date understanding of the context, local dynamics and trends/scenarios, the positioning of actors and donors, in order to identify gaps in needs coverage and to be an advocacy force; he/she develops the programmatic data management framework to inform contextual monitoring and programmatic positioning.
The DPA supervises the design of project proposals (strategic and operational framing, needs and response analysis, logical framework, Do No Harm analysis) in accordance with the country and regional strategy; he/she coordinates all departments and validates proposals before submission to headquarters.

Main Challenges:

Management of senior department managers and experts in their field: State and local authorities imposing restrictive conditions on NGOs, need for strong adherence to humanitarian principles
Strengthening intersectoral integration EHA / Shelter / FSL / Nutrition /
Protection internally and with international and national partners.
Field travel sometimes called into question due to the security context in intervention areas
Continuous programmatic adaptation in a rapidly changing context
Monitoring a wide variety of internal and external subjects and interlocutors (including operational partners on consortium projects)

Priorities for the first 2/3 months:

Launch of the drafting of the 2023 (CDC) and 2024 (HIP 2024) project proposals and capitalization on previous projects
Continued strengthening of the MEAL department and development of a framework for managing and analyzing programmatic data produced internally
Development of a framework for continuous monitoring and contextual and situational analysis based on the analysis of field, internal and external data
Review of the new organization of programs including RRM at the base level in connection with the revision of the Country strategy
Development of an RRM SOP to improve multi-sectoral integration
Continuous operational monitoring and guidance of program teams in connection with changes in the context and sharing of project management tools (APU/Chrono/OFU/DFU) at headquarters monthly

YOUR PROFILE

Formation :

General higher education: Masters in international relations, development and humanitarian action, political science or equivalent

or

University technical training of minimum BAC + 5 level in connection with the SI areas of action (EHA, SAME, shelters, protection, nutrition)

Experience :

At least 3-4 years in the humanitarian sector

Technical and cross-functional skills:

Strategic vision, reflexivity, ability to analyze the context and the agenda of the different actors
Strong interest in coordinating internal and external interventions
Flexibility and adaptation, innovative and flexible, able to find solutions quickly
Excellent management and leadership skills
Excellent representation skills, clarity, precision and ease in oral and written expression

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from €3,080 gross per month (€2,800 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of €550.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

LIVING CONDITIONS:

The city of Ouagadougou is the capital of Burkina Faso and the largest city in the country. Life there is relatively pleasant. The city benefits from many restaurants and places to go out. The cultural life is very lively.
Traffic is rather fluid, expatriates are allowed to drive their personal vehicles. Some also come to the office by bike.
The city benefits from very good telephone and internet coverage, with several operators.
Security rules exist on the mission, thus, certain places and neighborhoods are prohibited. There is no curfew. The political and social situation has been volatile since the coup d’état of September 2022, additional restrictions or occasional periods of confinement may be considered.
The position is supported by SI in shared guest (accommodation).
