Deputy Chief Of Party (Dcop) – Finance & Operations, Afghanistan At CARE USA


CARE seeks a Deputy Chief of Party (DCOP) – Finance & Operations for the anticipated USAID-funded Afghanistan Integrated Youth Activity (AIYA). This activity aims to empower Afghan youth, particularly girls and young women, by equipping them with market-relevant technical and soft skills. This initiative seeks to enhance income, food security, and economic resilience among participants. The overarching goal of AIYA is to improve learning outcomes and livelihood opportunities for young women and men. Expected outcomes include: 1) Improved post-secondary technical and vocational education or learning opportunities for youth, with a focus on market-relevant, skills-based learning within the agricultural sector and its related value chains. 2) Youth, particularly girls and young women, acquire market-relevant skills to improve livelihood opportunities and engage in climate resilient agricultural value chains in their home, community, or other settings.

The DCOP, Finance and Operations will provide leadership and direction to the finance and operations team with close oversight of the project’s finances, including financial analysis and accounting management. The DCOP, Finance and Operations will partner with other members of the core program team to manage implementation and ensure program quality.

This activity is expected to be a five-year program in the $62 million range.

This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. National and international candidates are encouraged to apply. This position will be based in Kabul.

Responsibilities:

· Support the Chief of Party in day-to-day financial management and ensure that the program meets all CARE, USAID and host country regulations and requirements related to USAID funds usage, accountability, and operations within the country.

· Establish efficient financial and operational systems including internal audits, compliance, and risk management.

· Lead the annual budgeting process and review all financial plans and budgets, monitoring progress and changes.

· Manage project procurement and human resources as needed.

· Track and analyze all costs incurred under the award; oversee all payments.

· Monitor program budget and advise senior management on burn rates and other programmatic considerations; provide complete and compliant required reporting; and maintain financial records for all program activities.

· Oversee subgrantee budgets and expenditures; provide relevant capacity building on financial and operational requirements for local partners as needed.

· Supervise a team of finance and operations staff.

· Ensure appropriate financial record-keeping policies and practices are established and maintained throughout the program’s life.

· Establish financial and operational systems during start-up.

· Liaise with CARE’s home office financial, compliance and field operations teams

Qualifications:

· Master’s degree or equivalent in finance, business administration (MBA), accounting, or a related field.

· 8-10 years of relevant senior experience in international development, or in a senior management role on large humanitarian or development projects.

· Demonstrated technical experience and knowledge of one or more of the following: financial management, procurement, compliance, security and/ or human resources management.

· Experience managing USAID cooperative agreements and/or contracts.

· Experience working in Afghanistan or on fragile or post-conflict states preferred.

· Experience recruiting, developing, and managing staff and teams.

· Knowledge of the host country’s legal and regulatory context.

· Fluency in English required (spoken and written).

· Fluency in Dari or Pashto preferred (spoken and written).

· Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.

· Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).

· Demonstrated commitment to principles of Diversity, Equity, Belonging, and Inclusion (DEBI).

· Ability to travel within Afghanistan as required and as security conditions allow.
