Focus of the Role

  • The Nigeria Centre for Disease Control (NCDC) was established in 2011 as a part of the Federal Ministry of Health with the mandate to coordinate the public health response to communicable diseases, environmental hazards, health emergencies and other diseases of public health significance.
  • In 2018, the NCDC Act was passed and has enabled the agency to achieve its full legal mandate for public health.
  • The Tony Blair Institute for Global Change (TBI) has provided delivery support to the NCDC since 2017.
  • This support was anchored on the institutional capacity strengthening project, which included development of the 2017 – 2022 NCDC Strategy plan and implementation support. Results and outcomes from the project have been significant to the success of the NCDC’s transformation journey.
  • Building on these successes, TBI continues to support the NCDC in strengthening the country’s public health systems at national and subnational levels.
  • The candidate will work closely with the lead advisor on the project, key relevant internal and external stakeholders across departments of the NCDC and external consultants, as part of the TBI team embedded at the NCDC. The candidate will provide strategic advice to senior leadership of the NCDC and provide overall support on the delivery of the project.
  • The role requires the ability to deliver results in complex and challenging environments, working independently, with the ability to develop strategies and translate them into concrete and implementable plans. A successful candidate must be skilled at stakeholder management and relationship building and possess acute attention to detail with excellent organisational skills.
  • This is an initial 6 month contract (potential for extension). Due to the length of contract, a maximum of 1 months notice is required.

Key Responsibilities
The key responsibilities of the role include:

  • Identify and engage with key stakeholders at the NCDC to validate results of the subnational systems assessment and identify high-impact and quick-win areas for the agency
  • Work with the project leadership and NCDC leadership to define the scope and results framework for a new institutional capacity strengthening project at the NCDC
  • Work with the project team to develop a detailed funding proposal to cover the new phase of institutional capacity strengthening at the NCDC
  • Provide strategic support to key NCDC stakeholders including identifying and facilitating institutional systems strengthening activities
  • Work with the project team to build out a workstream from start to finish, including setting timelines, deliverables and outcomes
  • Design, plan and facilitate workstream related engagements with counterparts including workshops, trainings, strategy meetings, etc.
  • Drive the day-to-day execution of assigned workstreams; support management and coaching of other team members (as required)
  • Provide strategic planning and problem-solving support on the project and to NCDC counterparts
  • Engage with key internal and external stakeholders to implement agreed strategies and interventions
  • Proactively identify project risks and issues affecting work stream delivery, propose solutions, and promptly communicate with the project team
  • Support opportunity scoping and relationship building as required, to enable the expansion of TBI Nigeria

This is a role in a fast-paced team, working within complex policy areas that are highly scrutinised. Therefore, the successful candidate for the role must possess the following:

  • Preferably a Bachelor’s Degree qualification; relevant Post-graduate Degree may be an added advantage.
  • The full right to reside and work in Nigeria without restriction.
  • Demonstrable experience in management consulting, project management or government advisory.
  • Exceptional presentation and oral and written communication skills.
  • Excellent interpersonal, negotiation, networking skills.
  • Strong analytical and management skills, including sound knowledge of strategic planning and project management tools.
  • Excellent leadership, coordination and relationship building skills.
  • Demonstrated creativity and productivity in strategy development and implementation.
  • Ability to operate and succeed in a highly political environment.
  • Ability to be a self-starter, be motivated and to proactively find solutions.
  • Excellent knowledge of Microsoft Office products (Word, Excel, SharePoint and PPT).
  • A good understanding of how government institutions operate and how to succeed in them.
