As a major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.

At’international, the CRF intervenes in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster risk management.

This is reflected in an articulation of the activities of’urgency, post-emergency, crisis exit and reconstruction aimed at the best efficiency. The’objective is to carry out actions with lasting effects and to allow the populations to regain their full autonomy.

Context of the mission

On September 8, 2023, an earthquake shook Morocco causing nearly 3,000 deaths and 6,000 injuries. The Moroccan Red Crescent and the CR/CR Movement are immediately on the ground, in close coordination with local authorities, to’ assess the situation and provide assistance to those affected.

The French Red Cross is quick to mobilize in response to the crisis. On September 9, 2023, a call for donations is launched with the aim of contributing, as part of the response of the CRCR Movement, to the relief actions on the spot, and to supply basic necessities.

The CRf then organizes, in early October, an exploratory mission to meet the Moroccan Red Crescent (MRCS) to support the emergency response to the earthquake. After identifying the needs not covered and defining the modalities of cooperation, the French Red Cross wants to support the Moroccan Red Crescent and act by opening a delegation on the spot.

THE RESPONSIBILITY

Under the responsibility of the head of delegation, the general role of the First Aid Delegate is as follows :

  • To ensure the collection of the information required to support the implementation of First Aid activities in Morocco ;
  • Coordinate the implementation and monitoring of activities planned in the First Aid sector in coordination with the Moroccan Red Crescent.
  • Explore the development of new First Aid activities ;
  • Support the Moroccan Red Crescent in the development of its global First Aid capabilities.

Strategy

  • Contribute to the development of the First Aid programmatic strategy, in order to clearly define the activities to be carried out and the timetable.
  • Study the development of new activities
  • Define the nature and extent of First Aid assistance
  • Support the MRCS in the design of its multi-year First Aid action plan in relation to IFRC’s First Aid Vision 2030.

Partnership

  • Participate in technical meetings and working groups related to First Aid with the MRCS, and, partners of the Movement and other actors at national and global level in liaison with GFARC.
  • Meet regularly with the technical teams of the Movement’s partners, around the theme of First Aid, in order to encourage synergies and complementary approaches in programming.
  • Liaise between the FRC and the MRCS on all aspects of the “First Aid” component, both at the National Committee and branch level.

First Aid Activities Project Management

  • Manage the implementation of First Aid activities, which are structured around 3 complementary components: 1/Support to the strategic and material capacities of the MRCS for First Aid 2/ Strengthening of MRCS training resources (tools and teams of trainers) 3/ Support for business and advocacy capacities
  • Work in permanent contact with the IFRC World First Aid Reference Centre at Headquarters ;
  • Provide technical inputs, a work programme, a time-frame, a logical framework and any other qualitative information ;

Candidate profile

  • Professional technical experience corresponding to the aforementioned functions and responsibilities.
  • International humanitarian experience in the field.
  • Good ability to communicate.
  • Good sense of diplomacy
  • Knowledge of First Aid.
  • Relevant training and knowledge of the CRCR movement.
  • Proficiency in one (preferably two) language. English or French is mandatory, and Arabic is an asset.

Prerequisites

  • ’ passportvalidity greater than 6 months at the time of scheduled departure
  • Up-to-date vaccination record /ability to travel
  • Comprehensive vaccination schedule required

Practical information related to the position

  • Status type : expatriate
  • Contract type : CDD of French law/precarity premium paid at the end of the contract
  • End of year premium : equivalent to a 13th month in the pro-rata at the time of presence
  • Perdiem : daily perdiem which varies according to the country
  • Leaveovers : 5 weeks of paid leave/year and 21 days of recovery – Ticket of’avion 100% supported by the CRf for home/mission journey for leave at 6 months
  • Health coverage : CFE + Mutuelle MSH (covered 100%) – 75% supported by the CRf
  • MedEvac insurance/repatriation : YES
  • Other insurances : pension (death-disability)
