DanChurchAid (DCA) and Norwegian Church Aid (NCA) Seek Country Director for Ukraine At DanChurchAid


We are looking for a new Country Director to lead the DanChurchAid (DCA) and Norwegian Church Aid (NCA) Joint Country Programme (JCP) in Ukraine. The JCP aims to bring about positive change in Ukraine. As our new Country Director, you will lead the DCA/NCA joint country team, inspire, and implement the strategic and organisational development of the programme. In conjunction with the in country Senior Management Team (SMT) you will be responsible for maintaining relationships with national authorities, donors, and other stakeholders, identifying fundraising opportunities, and ensuring a strong focus on security management and duty of care for staff, both international and national.

DCA Programme in Ukraine

The DCA Ukraine programme established in 2022 – and a JCP since January 2024 – now has multiple field offices, located in the west, central and southern regions. We are seeking an experienced Country Director to lead and further develop the rapidly growing joint programme that operates across several sectors and emphasises local partnerships in programme development.

Main Responsibilities

Implement the programme strategy and ensure that the activities and interventions of the JCP remain relevant to the needs on the ground, delivering on time and reinforcing locally led initiatives.

Maintain relevant partnerships and identify new partnerships within the humanitarian and development sectors, including humanitarian mine action, creating synergies with other aid efforts, and ensuring our programmes adapt to changing environments.

Work closely with the in-country SMT to support local partners and civil society organisations to reach those in need and strengthen the resilience of conflict-affected communities. Therefore, we seek candidates with extensive humanitarian and development experience where respectful local partnerships have been prominent.

Key Responsibilities

  • Provide strategic leadership for the JCP, further developing it in line with DCA and NCA strategies and priorities.
  • In collaboration with the in country SMT, oversee all aspects of the country programme, including financial and administrative matters and staff.
  • Ensure delivery with relevance, efficiency, transparency, and accountability across all areas of work, including all relevant performance indicators for the country office.
  • Continue to build, lead, and guide the country team of dedicated international and national staff.
  • Along with the in country SMT, represent DCA and NCA and proactively build and strengthen relationships in Ukraine with embassies, donors, partners, authorities, and other stakeholders.
  • Meet organisational performance benchmarks and related deadlines.
  • Participate proactively in communication and media work with constituencies in Denmark, Norway to ensure visibility in country.
  • With support from both HQs and the in country SMT, liaise with institutions, forums, donors, UN clusters, constituencies in Denmark/Norway, and DCA/NCA resource persons.
  • In collaboration with both HQs and the in country SMT, identify and attract new donors, maintain existing donor relationships, and ensure financial compliance with donor requirements.
  • Overall responsibility for programmatic risk, including safety and security management.

Qualifications and Experience

  • At least 6-8 years of leadership experience at a similar level in complex humanitarian/development environments.
  • Previous work experience in the humanitarian mine action sector is highly desired, as is experience and understanding of working in conflict affected environments and fragile states.
  • Strong experience in programme implementation and the ability to proactively lead the programme under difficult circumstances.
  • Strong communication skills, both verbal and written English.
  • Proven ability to plan, coordinate, and lead processes involving multiple stakeholders and interests.
  • Documented and proven ability to mentor, coach, and develop staff and create a favourable working environment.
  • Proven experience in fundraising, networking, donor relations, and coordination.
  • Strong analytical ability and capacity.
  • Knowledge of and interest in grant and financial management and compliance.
  • Cultural sensitivity, strong communication and diplomatic skills, with the ability to build relationships both within and outside of DCA/NCA.
  • Relevant academic degree or equivalent work experience.

We offer

This is a two-year contract, starting in September 2024. The duty station is Kyiv with frequent travels throughout Ukraine. It is an unaccompanied duty station. Terms are according to the International staff employment handbook, and salary is from DKK 59,000 to 67,000 depending on level of experience and qualifications.
