Country Office Grants Manager, Ukraine At Finn Church Aid


Finn Church Aid Ukraine is looking for a Grants Manager. The Grants Manager will be responsible for preparing and writing funding proposals, ensuring compliance with donor reporting and programming requirements and identifying funding and partnership opportunities which will assist FCA Ukraine in realizing its strategic priorities. The Grants Manager will be based at FCA’s office in Kyiv.

FCA’s humanitarian aid programme in Ukraine focuses on education and livelihood sectors in central and eastern Ukraine which involves frequent travels and deployment in areas heavily affected by the war.

Scope of Work & Deliverables

Duties and responsibilities will include, but are not limited to:

Proposal Writing (40%)

  • The Grants Manager (GM) will take the lead on writing FCA Ukraine funding proposals, working closely with the Program, Finance and Admin Teams and FCA Helsinki Grant Advisor to ensure proposals are prepared in a timely, high-quality manner and comply with all donor requirements. The Grants Manager will connect and collaborate with local partners as needed during proposal development.

Donor Reporting, Quality Assurance and Compliance (40%)

  • For ongoing projects, the GM will be FCA Ukraine’s lead on quality assurance and compliance issues to ensure FCA’s key global policies on Safeguarding, Gender Equality, and Inclusion are fully embedded and that donor compliance and reporting requirements are met.
  • Working closely with project managers to write and submit all required reports, the GM will also:
    • organize and conduct project kick off meetings
    • participate in all relevant project meetings in order to monitor compliance and understand the project in order to effectively prepare reports and related funding proposals
    • for each project organize and conduct quarterly Planned vs Actual meetings to review progress against project objectives and assess the need for revision of objectives and activities.

Identifying Funding Opportunities and Potential Donors (20%)

  • Assess and/or identify relevant fundraising and resource mobilisation opportunities based on FCA Ukraine’s priorities and capacity.

Required Expertise and Qualification

The candidate must possess the below minimum qualifications and skills:

  • Minimum four years of international grants management, proposal/business development, and program design experience within the development / humanitarian sector. Experience in Ukraine is an asset.
  • Experience developing proposals with rigorous requirements and tight deadlines.
  • Ability to work independently and meet deadlines with minimal supervision.
  • Team player mentality and ability to work collaboratively and communicatively.
  • Prior knowledge and experience of donor regulations and guidelines (USAID, BHA, ECHO, FCDO, SIDA, Europe Aid, OCHA, Private donors etc.)
  • Strong networking skills and relationship building.
  • Excellent English verbal and written communication skills. Knowledge of the Ukrainian language is an added value.
  • Knowledge of Education in Emergencies.

The position will be filled as soon as possible and it is a fixed-term employment until 31st December 2025, with six-month probation period. The compensation is based on FCA salary scale and the candidate’s level of experience. Preference will be given to candidates who are already working in Ukraine.
