Country Logistics Manager, DRC, 100% At HEKS/EPER


L’EPER employs some 600 people on a permanent basis. The work of the’organisation is driven by the vision of’a just world, in which peace reigns, the dignity of all human beings is respected and natural livelihoods are preserved. L’EPER is active in 25 locations in Switzerland and in 30 countries around the world. It carries out more than 380 programmes and projects, for a total amount of CHF 138 million. L’organisation works within the frame of reference of the’Agenda 2030 according to four priority themes : « climate justice », « right to land and to’alimentation », « asylum and migration », « inclusion ». L’EPER also provides humanitarian assistance to the victims of natural disasters and armed conflicts. It aims at a transition at the social, economic and political levels.L’EPER contributes to improving the living conditions of people in Switzerland and abroad and claims their rights. To this end, it sensitizes and mobilizes society, the political and economic spheres as well as the churches. In 2023, the work of’EPER benefited about 16 million people.

The logistics Manager will be based in Goma and is a key member in logistics management and provides support in collaboration with the supply chain logistician. He/she will be led(e) to make regular field trips to provide tactical support to ongoing projects and emergency response ; he/she will ensure that the standard requirements of the EPER and donors are implemented, build staff capacity, determine, determine in coordination with the other colleagues of the country’s coordinating office, the improvement measures and plans to be implemented.

The incumbent will provide key programs in the country with leadership support and supply chain management and technical logistics. He/she will need to be flexible to deploy as needed to provide analysis and recommendations for future improvements.

Your main responsibilities :

Coordination of the’ supply chain (purchase, stock, transport/delivery) :

  • He/(She) centralizes the requests for’purchase of the bases and launches the procurement process in compliance with the HEKS EPER and Benseurs procedures in accordance with the’purchase plans established
  • He/(She) maintains a database of suppliers by ensuring that their administrative records are up to date (payment of taxes, registration in the commercial register, etc..).
  • He/(She) participates in the selection of suppliers with the logistics coordinator and the representatives of the services at the origin of the Request for’Purchase (program, administration, coordination, etc..).
  • He/(She) participates in the drafting of the Verbal Process for the selection of suppliers
  • Under the supervision of the logistics coordinator, he/(she) verifies the conformity of the Purchase Orders and Contracts (quality and quantity of the goods, packaging and delivery times)
  • He/(She) oversees inventory management : maintain systems in place for warehouse and delivery management
  • He/(She) ensures that warehouses are maintained in accordance with the program requirements and HEKS policies/standards
  • He/(She) ensures that in-kind donations are appropriately managed and stored in accordance with the requirements of donors and HEKS. Supervises the’ all the flows of goods and ensures compliance with internal and donor procedures
  • In collaboration with the logistics coordinator, he/she organises and supervises the transport and delivery of materials to’s final destination by land as well as by air freight
  • He/(She) ensures, controls and establishes or causes to be established the documents of follow-up, transport and reception of the orders (waybill, receipt, packing list and others)
  • He(She) ensures the centralization and’archiving of all documents relating to the management of the purchases of the mission in the capital

Sustainable management of equipment :

  • He/She may be required to participate in technical recommendations on the choice of computer equipment, tele/radiocommunication and’ energy supply. He/She participates in the validation of the choices of suppliers for the’purchase of new equipment
  • He/She supervises the monitoring of equipment (state, location, owner/lessor.) by regularly updating the monitoring tools (list of’ immobilisations) and the holding of’physical inventories.
  • He/She participates in the’installation of equipment and S’s ensures their proper functioning
  • He(She) compiles the physical inventories of monthly sustainable equipment of all bases and transmits the report to his hierarchy
  • He/She controls the consumption of the equipment, if necessary, and makes the necessary adjustments as to the procedures of’utilisation
  • He(She) draws up and archives all documents relating to the management of equipment and heritage (repair card, loss card, certificate of responsibility, donation certificate, etc..).

Management of the car fleet:

  • He/She oversees the vehicle fleet in collaboration with the basic logistician and/or the charroit leader
  • He/She oversees the tracking of vehicles (state, administrative documents, location, owner/lessor.) and the regular updating of tracking tools.
  • He/She supervises the proper functioning of the vehicles, their maintenance and the conduct of the necessary repairs
  • He/She controls the consumption of vehicles and makes the necessary adjustments as to the’ use procedures if necessary. He/She’s ensures the implementation and compliance of schedules and’tools for monitoring fuel management and maintenance (log books)
  • Tracks fuel consumption per vehicle every month
  • He/She takes care in particular of safety issues relating to the’use of vehicles (authorized persons, special conditions, safety equipment..).
  • He(She) archives documents related to vehicle management

To ensure the circulation of’information, coordination and representation on the logistical issues :

  • He/She ensures an efficient circulation of the’logistic information to the field teams and in capital
  • He/She participates in financial and administrative management in his field of’activities. He/She ensures compliance with the budget lines allocated to the logistics department and establishes its bi-monthly cash requirements
  • He/She contributes to the drafting of donor reports (lists of’equipment, verification of operating costs..) and participates in the proper maintenance of the’archiving of’achats files (aid, equipment, rentals, fuels..).
  • Externally, he/she may be required (e) to represent HEKS to the authorities/suppliers/service provider for any question of logistical order (registration of’equipment, customs..).
  • He/She is finally involved in the preparation of logistics parts for an upcoming or ongoing audit

Supervise and supervise logistics teams :

  • He/She directly oversees the activities of logisticians based at the coordination office in Goma
  • He/She organizes working meetings with his team and develops a plan of’action
  • He/She participates in continuing education in HEKS procedures and tools of national and international staffs
  • He/She supports the logisticians of the advanced bases in the conduct of their logistics activities, in a functional and non-hierarchical relationship

Other general activities :

  • He(She) works in coordination with finance for procurement management, budget monitoring and administrative management of the members of the’ team under his direct supervision
  • He/(She) prepares and transmits to the logistics coordinator a forecast of logistics expenditure on a bi-monthly basis for validation
  • He(She) enforces the deadlines imposed by the logistics for the proper functioning of the mission, and
  • He(She) participates in the drafting of donor reports, monthly reports and the’ critical analysis of logistics reports (pack-log) from the bases under the supervision of the logistics coordinator
  • Follow up on advances attributed to him as well as personal’aux placed under his direct responsibility
  • He/She’s ensures the compliance of invoices : Name of the supplier, address, date, signature and stamp or stamp if available
  • He/She oversees the focal point at the humanitarian flight service (UNHAS, ECHO-Flight), in charge of flight reservations for the mission staff after validation by the logistics coordinator

Compliance and best practices:

  • Engage in fraud detection, risk reduction and fraud reporting; ensure compliance with EPER policies and procedures, donor regulations and local laws
  • Work with finance and audit focal points to assess compliance with internal control principles and required technical documentation. Participate in the verification of the inspection checklist for public procurement and ensure that the risks associated with public procurement are assessed on a regular basis so that plans are developed to deal with them. Review procurement documentation and internal and external audit reports in order to detect procurement risks. Work with national teams to implement corrective measures
  • In collaboration with budget officials, review the timelines for the on-time control of base warehouses to ensure that the risks associated with warehouse management are identified and that plans are developed to address them
  • Work with the program team to assess the implementation of the supply chain and procurement planning procedures for existing and future projects, to report deficiencies and to propose corrective measures

Your strengths and skills:

  • Bac + 2, + 3 in logistics
  • Min 4 years of’ experience in humanitarian in a volatile security context
  • Experience in field logistics management
  • Experience in managing a TEAM
  • Current french/mother tongue and good knowledge of’anglais
  • Knowledge of institutional donors (ECHO, BHA, UN agencies..).
  • Knowledge of the following sectors of’activities is an asset: EHA, SAME, distributions d’urgence (cash and AME)
  • Logistical and administrative knowledge and management
