WHO ARE WE ?

Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health care coverage where every person has access to care, without barriers.

In Belgium and around the world, our projects are aimed at all people who have no or no access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrant or displaced persons and victims of crises or conflicts.

To carry out our mission, we base ourselves on three pillars :

L’ESSENTIAL

Under the hierarchical supervision of the Desk Sahel at headquarters, the/coordinator/trice :

  • the mission is to ensure that Quality, Accountability and Learning standards are integrated into the planning, implementation and monitoring of mission projects, that they are mastered by the teams and implemented to ensure the relevance and quality of interventions, and with the beneficiaries.
  • is responsible for defining a regional MEAL strategy and providing technical support in the implementation of the MEAL activities on the mission.
  • ensures that the MEAL systems implemented on the various projects are consistent with each other and with the frameworks and standards of MdM, thus enabling the consolidation of information for use in the strategic management of the two missions.

MAIN TASKS AND RESPONSIBILITIES

Regional Strategy and pilotage

  • Elaborates with the support of the technical referents headquarters the regional MEAL strategy and ensures its implementation.
  • Defines the regional’action MEAL plan and supervises the definition of national MEAL plans and their implementation.
  • Participates in the various coordination bodies of the 2 countries.
  • Follows the MEAL budget of the region.
  • Contributes to the design and drafting of project proposals.

Monitoring and evaluation at regional level

  • Defines systems for monitoring, data collection, information management, evaluation, accountability to populations, learning and knowledge management, and, adapted to the context of intervention and ensuring compliance with MdM standards.
  • Provides technical support for the development of quality indicators, monitoring methods and data collection tools.
  • Ensures that the MEAL teams contribute to the project management tool within the limits of their responsibilities (filling, analysis and monitoring).
  • Ensures the establishment of a data management and visualization mechanism at the regional level, promoting strategic decision making.
  • Ensures the’ evaluation process of projects on both missions.
  • Conducts an annual meta-evaluation of evaluations conducted in the region.
  • Supports teams in the follow-up and implementation of post-evaluation recommendations.

Learning & accountability

  • Is responsible for the implementation of the processes and methods of collection, analysis, modelling and management of the knowledge produced, systematizing the’apprenthening exercises at project/program level.
  • Proposes an analysis of the information collected and the knowledge produced to strengthen collective learning.
  • Ensures the functionality of the accountability /complaint management mechanisms put in place in the region.

Supervision, supervision and development of MEAL teams

  • Supervises and supervises the MEAL country managers, structures the work around the identified processes, stimulates performance and facilitates the resolution of problems.
  • Ensures training/coaching/accompanying of project and MEAL teams on MEAL themes.
  • Provides technical support to project teams for the implementation of monitoring, evaluation and accountability tools and methods.

These responsibilities and tasks will be implemented in a specific and transversal way, on the basis of’an annual individual action plan, supplemented by’a quarterly work schedule, proposed by the/the Regional CoMeal/e, validated by the 2 General Coordinators and the/the referent/the technical headquarters, the latter having the responsibility to’arbitrate priorities according to needs.

YOUR PROFILE – Profile international (Expat)

Technical skills and qualities

  • Minimum 2 years of experience in Coordination/MEAL Manager.
  • Knowledge of the main donors in the region (ECHO, BHA, DGD, AMC, …).
  • Hold a master’s degree in public health, epidemiology, statistics, social sciences, demography, or related fields.
  • Very good knowledge of project management tools (project cycle, logical framework, objectively verifiable SMART indicators, project proposal, reporting, change theory, etc..).
  • Excellent mastery of methodologies for collecting quantitative and qualitative data (method of’sampling, realization of’maintenance, focus group survey, ..) and tools of’analysis.
  • Know how to progress and develop the’ autonomy of its employees.
  • Know how to position yourself to move forward & Know how to simplify and prioritize.
  • Mastery of’assessment and monitoring methods.
  • Knowledge of learning methods.
  • Mastery of data collection and analysis software such as kobo, odk, powerBI, SPSS.
  • Mastery of the Pack office.
