WHO WE ARE

Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health care coverage where every person has access to care, without barriers.

In Belgium and around the world, our projects are aimed at all people who have no or no access to health care. In particular, they are structured in five axes: people on the margins of society, children in vulnerable situations, women, etc, migrant or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars :

CONTEXT

Doctors of the World has been working in Tunisia since 2013 and aims to provide access to inclusive and quality health care to all people on Tunisian soil, regardless of their type administrative status or their economic and social situation; with rights-aware individuals, strengthened communities and institutions with sound governance and operational accountability mechanisms.

THE ESSENTIAL

The/the Coordinator Regional Finance.e works in collaboration with the’ regional coordination team, the director general service headquarters and under the hierarchical supervision of the director/regional director North Africa.

Objective of the Post :

Define, adapt, plan and supervise the implementation of financial frameworks, procedures and policies in the North Africa region, in accordance with the local context, local legislation and MdM policies and values

Plan, centralize, coordinate and supervise the financial management of the region, (budget, accounting, treasury, reports, donors, local audits, legal financial and administrative obligations, etc, etc.) within the framework of deadlines, policies and procedures MdM. Le/the Coordinator Regional Finance.e acts as a logistical focal point for the regional structure.

Lead a team and/or be in support of partner(s).

Provide technical support to operational teams on financial management.

MAIN TASKS AND RESPONSIBILITIES

Definition and monitoring of the financial strategy of the region

  • Development of the region’s financial strategy
  • Financial planning of future interventions in the countries of the region
  • Ensures monitoring of the’ analysis of financial risks in the region with appropriate support to country officials.
  • Responsible for the optimal management of financial resources dedicated to the regional structure
  • The incumbent will provide analysis and advice on financing MdM-BE programmes in the region; in collaboration with operational stakeholders and relevant partners & donors.
  • Provide advice to regional management on the strategic development of the financial structure in the North Africa region, to ensure effective support to the countries of the region and to promote a culture of awareness of responsible resource management.
  • Increase financial visibility in the region through reports on key performance indicators and financial analyses shared monthly with the regional coordination team and headquarters management to support the decision making.
  • Implement financial initiatives/tools/systems in the region and develop and implement specific financial procedures, SOPs, guidelines and tools in the region, including the forecasts.
  • To be the regional contact point for the financial management of MdM-BE in Brussels.

Consolidation & control of financial deliverables

  • Validate the financial planning of the projects in progress of’implementation in the different countries
  • Lead the annual regional budgeting process, maintain regional financial forecasts and provide financial information for final & periodic reports to regional management and headquarters.
  • Verify and validate the financial progress of ongoing projects, with the collaboration of financial officials from the countries of the region.
  • Coordinate the preparation of regional budgets between countries
  • Control the preparation of interim and final financial reports of the region
  • Consolidate regional financial reports and ensure their transmission to headquarters or donors.
  • Responsible for any modification of the financing contract to be submitted to the donors, providing adequate support to the financial managers in the preparation of the endorsements.
  • Ensure financial control mechanisms at missions in the region, compliance and adherence to MdM-BE policies, guidelines and procedures.
  • Provide technical financial support for the development of regional grants and for monitoring and reporting on regional grants.
  • Monitor potential co-financing in the region and, where appropriate, actively participate in finding the necessary financial means to meet co-financing commitments.
  • Participating in the recruitment process of the country finance teams in the region, briefing and debriefing of regional staff on the financial issue.

Capacity building of country teams

  • Ensure that adequate financial management routines and systems are in place and that MdM-BE budgetary and accounting practices and standards are adhered to, timely and in line with the requirements of donors, auditors and authorities.
  • Provide guidance, support and capacity building for financial staff and line managers in the countries of the region, including, as well as ensuring that training is provided for financial and non-financial staff throughout the region on financial issues and tools.
  • Ensure the monitoring of the performance and the development of the staff of the financial unit of the region.

  • Assume the functions of the financial managers of the countries in case of’absence or temporary vacation of’un of the posts.

YOUR PROFILE

We are looking for a financial management professional with both a solid background in strategic management and a technical background in finance, that is to say budgeting, accounting and reporting in a large humanitarian agency. The experience and knowledge of the North Africa region is an additional asset.

Main skills

  • Creation & animation of financial technical training
  • A manager with a high degree of responsibility, transparency and integrity, as well as excellent communication skills with financial or logistician interlocutors and not.
  • Demonstrated ability in financial risk analysis
  • Strength in proposing solutions adapted to the different contexts of each country

Qualifications and experience required

  • Higher university degree (BAC+5) in finance, economics, accounting, management, or a similar field.
  • A minimum of five (5) years of relevant financial management experience in an international humanitarian organization
  • Proven experience of working with international and multilateral development organizations, particularly in health-related fields.
  • Experience in coordinating and developing a team, as well as experience in implementing successful staff development, capacity building and coaching programs are required, experience with financial management and reporting systems and the creation of financial tools tailored to user needs.
  • Mastery of the French language &_ required_
  • Knowledge of’english is highly desired

WE OFFER

  • Fixed-term contract (CDD) under Tunisian law for 12 months.
  • A dynamic and international working environment with close support from the MdM-BE headquarters in Brussels ;

  • Place of mission: Tunis with regular travel to countries in the region
  • Position taking : september/october 2024.
  • Salary conditions : Similar in national or international status. 5 years of experience: 3551.37 Euro; 10 years of experience: 3732.52 Euro. Perdiem: 512 Euro. Type of accommodation (if housing premium, specify the amount): Individual accommodation monthly premium of 722 Euro
