COORDINATOR/TRICE PROGRAM At Arbeiter – Samariter – Bund Deutschland e.V.


ARBEITER-SAMARITER-BUND (BSO) (http://www.asb.de), is a German non-governmental, non-political, non-denominational and non-profit organization, established in Niger since 2005 for food security activities, WASH, washing, risk reduction and disasters and social protection, in direct partnership with the municipalities of’intervention. ASB is looking for a/a program coordinator/trice to oversee our portfolio of projects in Tahoua. In addition, the/coordinator/trice will be the main focal point for the new project entitled Strengthen climate-sensitive and inclusive local WASH capacities by using and disseminating the green humanitarian aid approach(Global WASH). The goal of the project is for vulnerable communities to have inclusive WASH capabilities that take into account the impacts of climate and environmental risks, and are able to prepare, prepare, and, to anticipate and provide proactive humanitarian assistance in response to extreme weather events.

PURPOSE OF THE POSITION :

The/coordinator/programmer will be responsible for the implementation of all the projects of’ASB Niger. He/she will also be responsible(e) for providing technical and programmatic support to the Global WASH project in terms of planning, implementation and monitoring.

ACCOUNTABILITIES :

Portfolio management – 40%

  • Weekly and monthly planning, monitoring and financial management of the ASB project portfolio.
  • Implementation of activities, risk analysis, and communication activities
  • Involve and work closely with local community groups, local government, service providers and other partners
  • Provide general supervision to ensure that project implementation is in line with donor proposals and requirements
  • Effectively manage the challenges encountered in the implementation of projects by corrective actions with the support of its hierarchy

Planning and implementation of the Global WASH project – 30%

  • Managing the project as a whole
  • Ensure programmatic integration of all project components (climate-sensitive humanitarian WASH, local disaster preparedness and response capacities, and green humanitarian assistance) for a coherent overall outcome
  • Ensure the general planning, coordination and quality control of risk analyses of potential environmental conflicts and regular use of green humanitarian aid (GHuHi) approaches to adapt programme interventions to the context.
  • Support the development of climate-sensitive disaster risk reduction plans and action plans for climate resilience at the local level.

Monitoring, evaluation and quality assurance of the Global WASH project – 10%

  • Prepare and submit to its hierarchy the monthly and quarterly reports and on request and other necessary presentations related to the project.
  • Collaborate in the implementation and implementation of’a S&E system of the project
  • Monitor the budget and develop expenditure plans
  • Prepare and manage with the Tahoua Head of Office the coordination meetings relating to the project
  • Organize and support, as required, training, conferences, workshops and meetings.

Coordination & representation – 10%

  • Promote networking and coordination of actors involved in disaster and climate risk management through working groups and exchange forums, and, from local to national level.
  • S’s ensure that all stakeholders and all partners receive up-to-date information on the projects.
  • Participate in coordination and internal management meetings

Skills development of staff and partners – 10%

  • Capacity building of local WASH actors on innovative, inclusive, gender-sensitive, sustainable, climate-sensitive and environmentally friendly practices and systems.
  • Train relevant stakeholders on climate and disaster risks, risk and vulnerability profiling, and mitigation and adaptation strategies.
  • Provide fair, transparent and quality performance evaluations ;
  • Promote the code of conduct, the policy of PSEAH and the values of’ASB to all supervisors and its service providers.

PROFILE :

Education

  • University degree in disaster risk management, (social) geography, political science, social science, public health or equivalent.
  • Training in program management will be an added benefit.

Experience

  • Experience managing a portfolio of at least 5 million euros in various sectors.
  • At least 5 years of’ experience in project/program management, design, (financial) reporting, monitoring and evaluation of multi-sectoral programmes.
  • Experience in dealing with different stakeholders and bringing them together for effective implementation of the project.
  • At least three years of experience and an excellent understanding of working with NGOs in emergency or insecure situations
  • At least three years of experience in disaster risk reduction management and disaster preparedness
  • Practical experience and understanding of relevant technical skills in greening and climate change, experience in setting up disaster preparedness committees and understanding community engagement.
  • Experience with inclusive and gender-sensitive approaches is an advantage

Skills

  • Strong leadership, management, project planning, monitoring and evaluation, analysis, interpersonal and communication skills ; and ;
  • Strong written and oral communication skills ;
  • Excellent IT skills ( Microsoft Office )
  • Mastery of French and English, in writing and orally, and knowledge of the local Tamasheq or Hausa languages is an added value.

Desirable qualities

  • Ability to plan, prioritize and manage multiple tasks under pressure.
  • Team spirit with excellent interpersonal skills, ability to train, inspire and support the team with a respectful and patient attitude ;
  • Ability to prioritize work and meet deadlines.
