MISSION

  • Supervise and (re)organise the financial management, qualitative personnel management, logistics management and administrative management of the mission.
  • Valuing and managing the means necessary for the implementation of operations in the countries of intervention’.

POSITIONING IN THE STRUCTURE

  • Subordinated to the general coordination of countries.
  • Direct supervision of employees of the support department of the country of’intervention.
  • Regular functional links with the country binomial of the head office composed of the programme manager and the programme support manager.

MAIN ACTIVITIES OF THE FUNCTION

Management component

  • Ensure the management and direct supervision of employees of the’support team (Finance, HR, Logistics and administration): weekly meetings, planning of objectives, monitoring and evaluation. Provide them with the’ support necessary to carry out their tasks.
  • To ensure compliance, knowledge, implementation and updating of administrative procedures and regulations, HR, etc, financial and logistics in force – considering best practices and compliance with local legislation. Train, accompany and supervise the teams in strict compliance with the’application of procedures and regulations.
  • Provide technical supervision of Base Officers and base support officers, including regular travel on site
  • Actively participate in the internal control process of the mission and make proposals for the management of financial and non-financial risks emerging from the evolution of the local environment.
  • Set up and ensure the’ system of accompaniment and control of partners implementing mission projects at the support level (including the initial’ evaluation, and, the plan for the reinforcement of skills and its application, the monitoring and control of the/partner(s)).
  • Participate in weekly coordination discussions to make decisions and set overall objectives for the mission.

Financial management component

  • To provide strategic financial advice to the coordination in the management of finances and donors. Alert the coordination of financial risks, evaluate them with it, find ways to mitigate them and set up an appropriate organization.
  • Coordinate and oversee the planning processes and annual budget review (including with a’ cost allocation table) as well as cash flow plans and’ procurement requests.
  • Define, monitor and control the implementation of the cash management of the mission, including the validation of commitments.
  • Verify and coordinate, with program coordination, the financial monitoring of the’ all projects and facilitate the monthly financial monitoring meetings, ensuring good collaboration between the support and programme teams.
  • Ensure compliance with donor rules, monitoring contracts and their consumption and contribute to the production of amendments if necessary.
  • In cooperation with headquarters and general coordination, manage funding agreements with donors, e.g., coordinate and prepare financial proposals and reports.
  • Verify, update and monitor compliance with funding plans.
  • Consolidate and ensure the quality and accuracy of financial reports to headquarters and funders.
  • Coordinate and supervise the closing of the monthly and annual accounts with the’objective to faithfully translate the financial reality of the mission.
  • Coordinate and supervise local’audit processes.

Administrative and HR management component

  • Ensure that all administrative and HR documents are written in strict compliance with the applicable local standards and laws for MdM Switzerland and update them if necessary.
  • Be responsible and technical referent for all HR and administrative issues at the mission level (recruitment, management and skills development of teams, contract management of national and regional staff, etc, compensation of local and regional employees, etc.).
  • In close collaboration with overall program coordination and coordination, plan operational and budgetary requirements to ensure the size and skills of the HR required to operate the mission. Take charge of budget monitoring and HR planning.
  • Monitoring the’organigramme and revising the composition of the’support team according to programmatic needs, available resources and changing context. Anticipate with coordination the necessary changes and ensure their implementation.
  • Oversee and support the recruitment, taking up of duties and the termination of the contract.
  • S’ ensure that all national and international movements of the mission are properly followed (ballots of’avion, visa, perdiem, secure envelope, mission orders etc.) and good conditions of’accommodation.
  • Guarantee the’archiving, confidentiality of any key document, policies, procedures, personnel records, etc.

Logistics and supply management

  • Be responsible for monitoring the effective implementation of the overall procurement procedures (demand planning, procurement, stock, etc, distribution and cross-cutting activities) and the use of tools to support the various procurement activities, proposing adjustments when needed
  • Be responsible for defining, implementing and reviewing the mission’s procurement strategy with the coordination team based on the context and operational needs, and, in accordance with MdM Switzerland protocols, policies and guidelines.
  • Coordinate the continuous process of’analysis,’integration and’assessment of service providers in the supplier directory.
  • Oversee the regular updating of the supplier directory.
  • Coordinate the’ establishment and follow-up of annual’achats plans of the’ set of mission projects.
  • Ensure the technical reference for all matters of logistical and technical support in the mission.
  • Ensure the proper use and maintenance of’informatique (computers, software, backup, etc.) and communication equipment.
  • Supervise and control the management of real and movable assets (stock management, IT and vehicle fleet management, in-kind donation management).

PROFILE REQUIRED :

Knowledge :

  • Higher education in one of the fields concerned
  • Specific training in humanitarian financial management.
  • Training in team management’ an asset.
  • Excellent mastery and writing skills in French.
  • Excellent mastery of the office suite and SAGA software, Homer would be an asset.

Know-how

  • Minimum professional experience of 5 years including several years in a position of responsibility in the field, within an NGO or a donor, in connection with international donors.
  • Solid experience in management and management of’team and capacity building of staff.
  • Proven experience in financial management and logistics management, with international donor procedures.
  • Experience in the contexts of’intervention of MdM Switzerland an asset.
  • Ability to manage priorities and adapt your planning according to the vagaries of the activities.

CONDITIONS OF’EMPLOI, DELAI POSTULATION ET ENTREE FUNCTION :

Gross monthly salary according to salary grid. Bonus expatriation and valuation according to age and experience. Expat post. Insurance medical expenses, loss of earnings and contingency. Monthly lump sum payments for housing. Installation package.
