Coordinator Program Development At Accion contra el Hambre Espana

General objective of the position

Under the hierarchical supervision of the Programme Assistant Country Director, he/she will be responsible for leading the development of new initiatives, donor pre-positioning, and, including designing and writing concept notes and project proposals, supervising and monitoring program performance and quality.

Main responsibilities

Objective 1: To contribute to the development of the country financing strategy and its regular updating. 25%

  • Updates the funding strategy for the mission in collaboration with the RFP.
  • Help identify opportunities for strategic growth and’ portfolio expansion through the development of new initiatives/programs and present them to the WTS.
  • Supports the development and update of country strategies by leading the development and’integration of’analysis of program data, including, by ensuring that the mission in Mali is guided by an evidence-based strategy, and.
  • Updates the mission donor mapping document in collaboration with the RFP and the Deputy Program.
  • Contributes actively to the research and identification of potential new funding for the mission.
  • Establishes a database on the procedures and mechanisms for the financing of donors.
  • Participates in the’ identification of strategic partnerships (consortium, research structures, universities..) for the implementation of the strategic program.
  • Is responsible for the development of partnerships within the framework of project development.

Objective 2: Leads the’ development of note concepts and project proposals and assist in development and intermediate and final reports for the various funders. 40%

  • Identifies and tracks funding opportunities in accordance with ACF’s mandate and strategy in Mali, using intelligence gathering, and, relations with partners with the aim of contributing to the financing strategy of the country ;
  • Supports the mission in formulating the broad programmatic visions in the different’interventions areas of the country in accordance with the programmatic strategy 2021-2025 (regional Appeal).
  • Coordinates, in collaboration with the technical coordinators and the programme manager, the development of programme approaches (PBA).
  • Coordinates, in collaboration with the various technical coordinators, the development of note concepts, project proposals, and interim and final reports for the various donors.
  • Conducts regular exchange sessions with the Deputy Country Director for Programmes and support Heads of Departments and Heads of Base to identify and prepare future funding opportunities ;
  • Leads the proposal development process to ensure that proposals and concept notes are developed in a timely manner and with realistic timelines and are well communicated and understood by teams.
  • Responsible for sending project documentation to funders, while ensuring compliance with donor formats and standards, deadlines set, etc, the quality standards Action Against Hunger, and ensuring the final quality of the product.
  • Supports teams in the’integration of cross-cutting themes (gender, climate and environment and the’ conflict-sensitive approach) in the CN/Propals.

Objective 3: Representation and coordination. 15%

  • Assists the Country/Deputy Programme Director in the regular dissemination of relevant information to mission funders (briefing, external reports,’informations bulletins, operational update).
  • Attends on request of the Country/Deputy Director for the’organization, the’accueil and the’accompaniment of the missions of the donors.
  • Represents ACF at the request of the Country Director in external coordination and donor meetings.
  • Contributes to sharing best practices with other NGOs working in Mali.
  • Participate in international and regional meetings of the organization, if necessary.
  • Represents Action Against Hunger in maintaining relations with major donors and partner organizations in terms of new initiatives and reports on grants.
  • Participates in international and regional meetings on the performance and quality of programmes, strategies and initiatives of quality ; minimum standards for gender, minimum standards for’inclusion, nexus, location etc…

Objective 4: Contract management. 15%

  • Identifies contractual risks related to the implementation of contracts : Shares the’information with the Deputy CD program and headquarters to find joint solutions and inform donors.
  • Proposes to the Deputy Programme and to the program managers possible modifications of contracts (cost/time) or reformulations of project to present to the donors.
  • Coordinates the response to the various requests for’additional information from donors for the proposals.
  • Supports the Deputy CD programs in systematizing the launch of new contracts.

Objective 5: Information management and Capacity building. 5%

  • Support the Deputy Grant Coordinator to train the teams on the standards of the funders.
  • Support the Deputy Grant coordinator to strengthen the knowledge of the’ Coordination team in the control of funding procedures (procedures, donor guidelines).

Do you fit the profile we are looking for ?

Training :

A master level degree in international relations, social sciences, development studies or a related technical discipline relevant to ACF programs is highly preferred ; a bachelor’s degree in a relevant discipline combined with substantial professional and international experience will be considered

Specific technical knowledge:

Good knowledge of funding instruments and donor guidelines such as BHA, EU, GAC, GIZ, ECHO, FCDO, USAID…

Experience (years):

Experience in defining program strategies, formulation of macro grants.

At least 5 years of experience in developing successful proposals. Experience in USAID (BHA) and EU ECHO solicitations is required; relevant and substantial experience in developing proposals for other multilateral or bilateral donors is strongly desired.

Knowledge of the humanitarian sector : Professional experience minimum of 3 years in the field of cooperation or humanitarian aid.

Knowledge of’organisation : An asset

Languages : Excellent level of spoken and written French. Excellent level of spoken and written English and preferably bilingual level).

Mobility (national/international): YES according to the security conditions in the country.

Our remunerative package

We propose a future incorporation to a dynamic organization of international scope’ including the following contractual conditions :

  • International fixed-term employment contract of 12 months renewable.
  • Based in Bamako, Mali.
  • Salary according to contribution level V3 between 49.000 € and 60.000 € gross per year based on the candidate’s experience and responsibilities (it includes perdiem and living expenses).
  • Housing supported by the’organisation.
  • Support for transport costs A/R domicile – mission – domicile of the expatriate ;
  • A Break d’one week every 3 months with a support of transport costs to a ceiling of 886 € to the reference area and an extra of 215 €;
  • Support of the air ticket for the annual leave of the expatriate (1 time per year);
  • 28 Working days of vacation per year.
