General context of the project
INTERSOS has been present in the DRC since 2010. We are currently working in the entire’East of the country, with 4 main bases located in the capitals of the provinces of’ intervention : Aru (Uele High) Bunia (Ituri), Goma (North Kivu), Goma, Bukavu (South Kivu). Goma represents national coordination.
Our work focuses on the following areas: protection ; nutrition and food security – in collaboration with UNHCR, UNICEF, UNFPA, WFP and the Humanitarian Fund.
We work with about 313 national and international employees, counting on a budget of about USD 6 million.
General objective of the position
The/the Logistics Coordinator/trice is the logistics manager for the INTERSOS mission in the DRC. He/she is the/the referent(e) of the Logistics of several bases of INTERSOS DRC.
He/she provides technical supervision of the logisticians of the bases and sub-bases, in collaboration with the Heads of bases/Projects.
He/she reports to the Head of Mission. He/she ensures the application of policies and procedures of logistics, management of supplies and stocks, management of the car fleet for the entire mission. He/she provides supervision and capacity building for the logisticians assigned to the INTERSOS bases. He/she actively participates in discussions on the conduct of projects, the definition of strategies.
Main responsibilities and tasks
- Ensure the implementation of INTERSOS logistics procedures ;
- Ensure the management, maintenance and follow-up of equipment: car park and generators, computer park, park of means of communication and others
- Ensure the proper functioning and the relevant’allocation of all means of communication: VHF radio, telephones, Thuraya.
- Carry out monthly logistic reports : equipment, monitoring and inventory status, inventories, auto-motorcycle fleet monitoring, etc.
- Organize, coordinate and supervise the receipt of deliveries (by cargo or road).
- Supervise all local purchases of goods (called’offer) and services.
- Ensure the management and monitoring of stocks : stock mission, stock base, stock food safety, mechanical stock, stock food, stock NFI, stock fuel, stock consumables office, etc.
- Ensure compliance with good storage practices and carry out regular and effective quality controls (maintenance, cleaning, safety, fumigation, sampling, etc.).
- Ensure the implementation of supply and stock management procedures and the use of standard INTERSOS formats ;
- Coordinate and supply and transport on site of any other equipment and equipment necessary for the proper functioning of the programme activities.
- Supervise the’ logistics team and ensure the follow-up, maintenance and repairs of the car park, motorcycle, generator ;
- Carry out the implementation of’a maintenance planning and compliance with’ maintenance and fleet management procedures; log book, fuel book, services, equipment, etc.
- Ensure the control and monitoring of consumable goods consumption ;
- Ensure the drafting of consumption reports and the calculation of the costs of the motorbike fleet;
- Ensure the management and allocation of the base’s means of transport;
- Ensure the management of drivers ; permanent awareness of driving 4×4, safety of passengers and property, use of radios, vehicle kits ;
- Ensure the day-to-day management of all logistical aspects of the mission;
- Guarantee the establishment and supervision of the’maintenance of the office and all other structures as well as the maintenance of all facilities.
- Supervise the activities of drivers, guards and house staff (planning, briefing, instructions, equipment, etc.);
- Actively participate in the conduct of’assessments and the design of new projects to meet the needs of the population affected by the crisis;
- Carry out other related tasks as required by the Head of Mission ;
- He/she contributes to the update and the’ application of security policies and annexes in collaboration with the’Security Officer, the Heads of bases/projects, and the Head of Mission.
- He/she liaises with the’ logistics team of’INTERSOS donors such as UNHCR, UNICEF, WFP and others;
- He/she may represent INTERSOS to certain external interlocutors on the delegation of the Head of Mission.
- Ensures the compliance of procedures and processes in accordance with the recommendations of donor audits.
Required profile
Education
- Higher university degree (Master or more) in the field of logistics management or equivalent.
Professional Experience
- At least 7 years of experience in the field of logistics management with at least 5 years in an equivalent position including at least 2 international experiences.

- Excellent interpersonal and communication skills and ability to work and integrate into a multicultural team;

- Experience in complex emergencies involving internal displacement and distributions
