Job Description

Job Purpose and Organizational Context

The DRC has suffered for more than two decades pockets of conflict which emanate from power struggles exacerbated by the impoverishment of populations due to the lack of socio-economic opportunities, the centralization of powers in Kinshasa, the challenge of customary powers, the political instrumentalization of identity rivalries, the struggle for access to and control of land and natural resources, impunity and the fragility of governance. The dynamics of conflict vary according to local or provincial contexts and require a specific approach to conflict resolution, stabilization and peacebuilding.

In this context, the gradual withdrawal of MONUSCO, which started by mutual agreement with the government authorities, must be accompanied by a continuous commitment from the agencies, United Nations funds and programs to support the Government and civil society in their efforts to continue to consolidate peace. Since 2021, MONUSCO has definitively withdrawn from the provinces of Kasai, Kasai Central and Tanganyika and is now concentrated in the three eastern provinces ( Ituri, North and South Kivu ). This transition marks a new stage in the engagement of the United Nations system in these provinces.

The Secretary General’s Fund for Peacebuilding ( Peacebuilding Fund — PBF ) has supported the DRC since 2010. In 2020, the DRC’s eligibility for the PBF was renewed for 5 years to support the continuation of peacebuilding and stabilization activities, particularly initially in the provinces of Kasaï, Kasaï Central and Tanganyika, and in support of the gradual transition of the United Nations system. The re-eligibility of the DRC for the PBF also made it possible to identify thematic priorities for the period 2020-2024, in particular: community reintegration, reconciliation and social cohesion, inclusive local governance and the promotion of durable solutions for displaced populations. Otherwise,the PBF intends to support the next stages of MONUSCO’s transition in the three eastern provinces of the country.

As a mechanism for managing the PBF portfolio in the country, the PBF Secretariat is responsible for : ( i ) coordinate and provide technical support ( quality control ) to UN agencies and NGOs receiving PBF in the development of new peacebuilding projects ; guide recipient entities in the implementation, monitoring and evaluation of approved projects; compliance with the rules of the Fund in reporting, managing and closing projects; ( ii ) support and organize the work of the PBF Steering Committee ( Committee in charge of strategic and political supervision of projects funded by the PBF ) ; ( iii ) communicate and coordinate with partners involved in peacebuilding in the DRC, in order to ensure synergy of projects and mobilization of resources ;( iv ) ensure regular liaison with the PBF team in New York.

Duties and Responsibilities

  •  Ensure the quality and monitoring of the PBF project portfolio ;
  •  Support the Steering Committee and supervise the Secretariat team ;
  •  Support coordination and collaboration between actors involved in the area of peacebuilding;
  •  Support strategic alignment, communication and resource mobilization of the PBF in the DRC.

Key Duties and Accountabilities

1. ) Quality assurance and portfolio monitoring :

  •  Ensure that projects are aligned with the thematic and geographic priorities of the PBF in the DRC ;
  •  Provide technical expertise to ensure the consistency and quality of the PBF projects implemented ( conflict analysis, results framework, etc. ) ;
  •  Ensure, in conjunction with the recipient agencies, the diligent monitoring of project execution ;
  •  Identify implementation difficulties and possible bottlenecks and propose appropriate solutions ;
  •  Carry out field visits to monitor the implementation of projects ;
  •  Ensure the quality and coordinate the preparation of ( bi-annual and annual progress reports ) submitted by the agencies and NGOs receiving them and ensure their submission on time ;
  •  Coordinate the annual strategic report on the state of peacebuilding in the country;
  •  Contribute to the preparation of the Secretary General’s report on peacebuilding ;
  •  Ensure compliance with the PBF guidelines in implementation and reporting ;
  •  Set up a knowledge management and lessons learned system based on the results of the various projects.

2. ) Support for the organization of sessions of the PBF Joint Steering Committee :

  •  Supervise the Secretariat team and strengthen its expertise in peacebuilding, program management, and the functioning of the PBF ;
  •  Plan the work and activities of the Secretariat ;
  •  Organize the meetings of the Steering Committee and submit the implementation reports to it so that it can fulfill its role in monitoring and supervising projects ;
  •  Strengthen the knowledge of the members of the Steering Committee in terms of peacebuilding and the functioning of the PBF.

3. ) Support for inter-agency coordination in the area of peacebuilding :

  •  Liaising and working closely with UN recipient agencies and civil society for a coordinated and inclusive approach to peacebuilding and effective implementation PBF projects in the field ;
  •  Set up and support the inter-agency coordination mechanisms internal to each PBF project ;
  •  Support coordination between national, local authorities, NGOs, agencies, donors and MONUSO on PBF and peacebuilding projects ;
  •  Strengthen the coordination of projects by organizing field visits ;
  •  Coordinate the responses of agencies and NGOs to GYPI calls for proposals ;
  •  Support the Resident Coordinator and the Integrated Peacebuilding Office by exchanging relevant information and analyzes based on monitoring projects and field investigations ;
  •  In close work with the Integrated and Coordination Office of the Stabilization Support Unit, maintain a mapping of PBF interventions and peacebuilding interventions ;
  •  Support the coordination of all Technical and Financial Partners involved in the field of peacebuilding and facilitate the consultation of technical and financial partners in terms of consolidation of peace, conflict prevention and promotion of social cohesion within the framework of the Partners Coordination Group;
  •  Promote the exchange of information and the dissemination of tools in conflict prevention and support for peacebuilding ;
  •  In coordination with the Stabilization Support Unit, strengthen the capacities of partners in conflict-sensitive programming and support the integration ( mainstreaming ) of the conflict-sensitive approach in their programming.

4. ) Strategic alignment, communication and support for resource mobilization :

  •  In consultation with partners, develop an intervention strategy in peacebuilding in the DRC in connection with existing planning tools at international, regional, national and local levels, and contribute to the periodic review of its relevance to the context ;
  •  In partnership with specialists Nexus and Transition, integrate the Triple Nexus humanitarian-development-peace approach and the transition of the United Nations system in the DRC in PBF programming ;
  •  Carry out regular analyzes of regional, national and provincial contexts, guide programming and suggest entry points for the formulation of new projects ;
  •  Ensure a monitoring role for the identification of potential funding sources ;
  •  Contribute to the formulation of new project proposals and programs likely to be financed by the PBF ;
  •  Set up a communication strategy and supervise the visibility activities of PBF projects ;
  •  Advocacy with authorities, donors, agencies, NGOs and MONUSCO for the promotion of synergies and the mobilization of resources for peacebuilding ;
  •  Perform any other task required by the Resident Coordinator.

Supervisory / Managerial Responsibilities: The incumbent supervises the PBF Secretariat team and manages the PBF secretariat

Competencies & Required Skills and Experience

Requirements: Education

  •  Master’s degree in Economic Sciences, Political Sciences, Administration or Management, International Development, Law or any other equivalent discipline.

Experience, Knowledge, and Skills

  •  Relevant experience of at least 7 years in the management or coordination of development or crisis response projects or programs including at least 3 years in the field of conflict prevention and peacebuilding ;
  •  Experience in conflict analysis and conflict-sensitive programming ;
  •  Relevant experience in program management, evaluation monitoring and the results-based approach ;
  •  Team supervision and leadership experience ;
  •  Experience in knowledge management, communication and resource mobilization ;
  •  Previous experience with the United Nations desirable.
  •  Understanding of the concepts of Human Rights, gender, strengthening the role of women and young people in the desirable peacebuilding ;
  •  Knowledge of the issue of peacebuilding in Africa and prior experience in the region would be an asset.
