YOUR MISSION :

The/The Coordinator(trice) Multi Country Project will work under the responsibility of/from the Country Director (trice) and in functional connection with the rest of the’HI team and members of the HI offices of the countries concerned.

In connection with the HI technical unit of the host country, and with the technical direction of health (rehabilitation, rehabilitation, mental health and psychosocial support) and « social and inclusion » (inclusive humanitarian action and inclusive governance), under the responsibility of/from the Director(trice) Country, the/the Coordinator(trice) multi-country project will have the mandate to ensure an administrative, operational and financial coordination role of the project for the 3 countries (Central African Republic, Democratic Republic of Congo and Somaliland).
In this context, its main responsibilities will be :

Responsibility 1: Ensure good governance of the project

  • Represents the project « RIMSCASSA » to the actors internally and externally ;
  • Is the’main contact person of’HI Germany who ensures communication with GFFO ;
  • Ensures operational consistency between project activities in the three implementing countries and smooth communication between their project manager ;
  • Organizes meetings with the leaders of the three countries to ensure the follow-up of activities, administrative and financial management of the project ;
  • Provides representation to authorities and technical and financial partners, and a contribution to the national dialogue with key actors on the thematic fields of intervention of the project,’, in close collaboration with programme managers ;
  • Assures the’organisation of’ workshop of’ exchanges of good practices with the different countries of the project.

Responsibility 2: Operational coordination

  • Ensures the understanding and’appropriation of the project by the project managers in the three countries of intervention ;
  • In conjunction with the’technical unit and the MEAL unit guarantee the’application of HI quality standards (including technical standards) within the project, and to monitor the implementation of the recommendations resulting from evaluations, support missions and audits ;
  • Collaborates with project managers to ensure programming in direct line with project objectives and vision in accordance with the logical framework and within the allocated budget ;
  • Ensures the liaison between the project managers in the three countries of implementation ;
  • Monitoring compliance with donor rules and compliance with contractual commitments : consolidation, control and reporting to the direct manager, operational and organizational elements ;
  • Coordinates the final’assessment for the project according to terms of reference decided by the project ;
  • Ensures the’integration of the recommendations issued by the technical referents and raises the points of’attention in the opposite case ;
  • Support for quality monitoring and project accountability ;
  • Ensures the implementation of’a system for improving inclusive knowledge and practices based on consolidated/harmonized monitoring and evaluation tools.

Responsibility 3: Supervise compliance and financial aspects of the project

  • Presents to the teams (operational and financial) of the 3 countries concerned the rules of the GFFO lessor ;
  • Is a guarantor of compliance with GFFO procedures ;
  • Ensures compliance with logistical and financial procedures ;
  • Support implementation partners and teams in the production of financial reports (in close collaboration with the’ finance team of … (host country).

Responsibility 4: Ensure project data management

  • Is responsible for the monitoring and compilation of programme monitoring indicators ;
  • Is responsible for the compilation, production, quality of donor reports in relation to the operations managers for the narrative part and the financial manager for the financial part ;
  • Ensures compliance with deadlines for internal reports and donor reports, as well as project amendments with input from partners ;
  • Share with project members and the lessor all studies, evaluations and research-Action investigation conflict transformation and access to services produced by the project ;

Responsibility 5: Develop the external influence of HI (forums, operational and strategic alliances, etc.) and the external representation of the’organisation (events, media) in its area of responsibility

  • Possibly represents HI to local, national, traditional, political, military and diplomatic authorities and bodies, to international organisations and to international coordination mechanisms and systems.
  • Relays messages from HI’s global advocacy to all relevant external parties. Contribute to the external’ influence of HI by participating in relevant networks.
  • Communicate about the project to partners, authorities and stakeholders where this is relevant to the project.

YOUR PROFILE :

• An experience in rehabilitation and/or stimulation therapy, and/or MHPPS and/or Inclusive Humanitarian Action is preferred, as well as an experience in’one of the 3 project countries ;

• 4 You have experience’ in the management of multi-country projects and in the management of donor relations ;

• You have proven experience in the management of multidisciplinary’teams, as well as’a good ability to create networks among donors, state and non-state actors ;

• With a good management ability, you are demonstrating’organization and reactivity ;

• You are capable of’ analysis, of taking a step back, of’ listening and of’ accompaniment ;

SPECIFICITIES/PARTICULARITIES OF THE POSITION :

The base of the post is not yet determined, between Bangui, Goma and Hargeisa.

The/the multi-country coordinator will be required to travel if necessary in the 3 countries mentioned above. Travel takes place by plane between the capitals of the project implementation countries and by car (if no flight) in the provinces of some countries.

The operational teams of each country will be based in each country.

  • International contract of 22 months from ideally 01/09/2024

  • Salary : from 2869 € gross/month according to professional experience
  • Perdiem : 725 € net/month if in Bangui / 562,75 € in Goma – paid in local currency on the ground – 600 USD in Hargeisa
  • Hardship : 250€ net/month if in Bangui or Goma, 500€ if in Hargeisa
  • Paid leave : 25 Days per year ;
  • R&R : 5 days every 3 months in Bangui and Goma, 5 Days every 6 weeks + possible support transport/package in Hargeisa
  • Post : not accompanied
    • Support for the costs of transport, visas and the transport of your personal belongings
    • A child allowance of 100 € paid from 2 dependent children
  • Housing: Collective supported by HI
