Founded in 1945, CARE is one of the world’s largest non-political and non-denominational humanitarian networks. Our mission is to fight extreme poverty. CARE implements projects of’urgency and development in complementary fields: education, food security, drinking water health, etc, developing’ income-generating activities by involving communities and collaborating with local partners. CARE advocates for women’s rights and supports their empowerment. In 2023, CARE France worked in 51 countries and is the managing director of CARE International country offices in Lebanon, Cameroon and Madagascar. The annual volume of resources is 67 M€. The’team brings together 75 employees based at Headquarters and twenty’expatriate.e.s.CARE France is the first French NGO to have obtained the label Professional Equality between Women and Men from’AFNOR in 2019 and 2024. Position context

This position has the mission to support the implementation of the projects carried out by CARE France in its geographical or thematic area of’intervention. As part of the increasing complexity of the administrative and financial expectations of our ecosystem, this position supports the’ Programmes team to meet its contractual compliance challenges. It will be part of the new contract and financial management cluster that pools skills for direct programme support.

The’ objective is to contribute to strengthen the quality of implementation of the operations supported by the’association by providing administrative, financial and contractual support to geographic hubs and country offices.

Main missions and activities

  • Secure the financial and contractual aspects of the prospecting and development of the projects carried out by CARE France on the Latin America, Morocco, Asia and Insularities perimeter. This implies, in conjunction with the CARE International country offices, to develop budgets, integrate the costs of partners and consultants in compliance with donor procedures, ensure compliance with deadlines…
  • Manage the administrative and financial reporting of projects in Latin America, Morocco, Asia and Insularities, in order to maximize the impacts for the beneficiaries :
    • at the start of projects, ensure the proper finalization of contractual documents
    • during the project, alert in case of risk of non-compliance of the implementation with the procedures and expected results
    • during the interim and final reports, in close collaboration with the country offices and in connection with the’ management control team, and, establish the balances and finalize the financial aspect of the reports in the interests of quality and compliance with procedures and deadlines
    • create analytical codes for projects
  • Develop knowledge and capitalize on good practices in its field of’ intervention, and in connection with CARE France stakeholders on these topics.

Profile sought

Training and experience :

  • Bac+5 university education, in economics/finance, trade, international humanitarian aid, international relations, humanitarian and development, …
  • First experience on a similar function in NGO, headquarters or field

Required skills :

  • Administrative and financial project management/monitoring and contract management
  • Knowledge of the main institutional donors and their procedures (Knowledge AFD /EU highly valued)
  • Management of donor contracts/consortium
  • Mastery of the project cycle
  • ’organization and rigor capabilities
  • Ability to prioritize and work in a context of short-term’s
  • Autonomy, versatility and flexibility

Conditions and terms of application

Contract type : Permanent contract (CDI)

Status : Employee

Working time : 39h/week (23 days of RTT per year)

Desired start date : as soon as possible(thanks to’indicate your availability)

Salary : between 34 520,21 € and 39 745,85 € gross annuals according to profile

Advantages : mutual supported 100% by CARE France ; tickets-restaurant d’a face value of 9€, of which 5€ supported by CARE France ; reimbursement up to 75% subscriptions to the public transport network or sustainable mobility package ; possibility of partial teleworking from the 3rd week of the contract (package of 40 or 80 days of teleworking in the first year ; 120 Days from’un an d’s seniority)

Work place : 71 rue Archereau – 75 019 Paris. Potential field trips to be defined as required.
