Background

I.  Organizational context

The United Nations entity for Gender Equality and the Empowerment of Women, UN Women, based on the vision of equality enshrined in the Charter of the United Nations, works to eliminate discrimination against women and girls; for the empowerment of women, and to achieve equality between women and men as partners and beneficiaries of development, for human rights, in humanitarian actions, in peace and security. The 2022-2025 Strategic Plan seeks to achieve gender equality, the empowerment of all women and girls, and the full realization of their human rights. The Strategic Plan is based on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, United Nations Security Council Resolution 1325 on women, the peace and security and the subsequent Resolutions of this agenda, the Program of Action of the International Conference on Population and Development and other results of relevant intergovernmental processes, such as resolutions of the General Assembly and agreed conclusions of the Commission on the Legal Status and Women’s Social.

II.  Antecedents

Gender statistics are a strategic and transversal line in the work of UN Women, through which the Regional Office (RO) of the Americas and the Caribbean contributes to the design and implementation of the mainstreaming of the gender approach in the operation regional statistics. In addition, the Statistics and Data Analysis area responds to the needs for information, data, analysis, and gender statistics within the RO and provides support and guidance to the Country Offices.

Its main objective is to promote the integration of the gender perspective in the production of statistical data, in order to make gender inequalities and the specific needs of women visible. These elements are essential for the formulation, planning, budget allocation, monitoring and evaluation of public policies. To achieve significant and rapid progress in achieving these commitments, UN Women focuses its work on building alliances and establishing effective collaborations. In the region, important alliances have been reached with the national mechanisms that promote the advancement of women, the national statistical offices and other strategic counterparts such as ECLAC and CARICOM.

To support Member States in the implementation of the 2030 Agenda, UN Women also implements the flagship initiative Women Count. At the global level, the program aims to effect a step change in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The regional component is implemented from 2022 to 2025, with special attention to the execution and support of regional and national activities in the region. These three interrelated key areas of work:

  •  Create a favorable political and institutional environment for the localization and effective monitoring of the SDGs;
  •  Increase the quality, comparability and consistency of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  •  Ensure that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

In this institutional context, the junior statistics and analysis specialist will be part of the Statistics and Data Analysis area of ​​the Regional Office and will be under the coordination of the Regional Statistics and Data Adviser to advance the positioning of UN Women in gender statistics in Latin America and the Caribbean. In addition, she will contribute to advancing a data-driven programming culture in the Regional Office and the region. In addition, she will provide follow-up support in activities related to the Women Count regional project.

The junior specialist in statistics and data analysis will support the area of ​​statistics and regional data analysis in the requirements for generation, collection, processing, and analysis of statistics and will contribute to the production of knowledge considering new technologies and management tools. and data management.

Likewise, the junior statistics and data analysis specialist will collect and process important data and statistics for decision making and design use cases for the implementation of improvements through big data. Likewise, she will contribute to the development, review, and creation of inputs for knowledge products within the framework of the CEA and interagency work groups related to gender statistics in the region.

The result of the consultancy aims to strengthen and consolidate at the regional level, the position of the area as strategic support for UN Women in the field of development, use and updating of statistics at the global level and consolidate the use of data in programming and projects.

III.  Objective

The main objective of this consultancy is to provide assistance in Gender Statistics and Data Analysis of UN Women in Latin America and the Caribbean, for the generation, collection, processing and analysis of statistics, and contribute to the production of knowledge.

The specific objectives are:

  •  Provide technical support in the implementation of the mainstreaming of a statistical analysis approach with a gender perspective for the construction of knowledge.
  •  Assist the area of ​​Gender Statistics and Data Analysis of UN Women both at the regional level and in the support to the Country Offices in Latin America and the Caribbean and contribute to the support provided to the country offices.
  •  Support activities related to the Women Count Project.

The expected results of the consultancy are:

  •  Statistical evidence and data analysis generated for the implementation of mainstreaming analysis with a gender approach at the regional and country level.
  •  Assistance provided on statistics and data analysis to the regional office and country offices.
  •  Support generated for the design, implementation and monitoring of the activities of the Women Count project.

Duties and Responsibilities

IV.  Scope of objectives

UN Women has been engaged on digital technology issues in all of its thematic areas and is identifying new opportunities and developing a concrete work plan to advance the agenda. UN Women’s approach to the digital economy focuses on three high-level results:

  •  Take advantage of the digital revolution for the development and launch of projects that take advantage of the most advanced gender statistical systems and the use of big data;
  •  Identify and propose better public policies and services with digital technologies;
  •  Provide strategic information for the implementation of country office programs;
  •  Mitigate the risks of the digital revolution.

The consultant is expected to carry out a series of responsibilities and specific activities necessary to achieve the objective(s) of the consultancy. Said responsibilities will include, but are not limited to, the following:

  •  Support the development of gender statistics in the region, in close collaboration with the area of ​​statistics and regional data analysis.
  •  Support the implementation of the mainstreaming of a data-based approach for the construction of knowledge.
  •  Support the area of ​​statistics and data analysis in the coordination processes with other UN Women statistics experts, including the staff of the Women Count program.
  •  Support the construction of learning-oriented exercises, including the conduct of webinars to facilitate the exchange of knowledge in the region.
  •  Support the area of ​​statistics and data analysis in its relationship with the regional coordination groups on statistical issues: Statistical Conference of the Americas (CEA), coordination group, ECLAC inter-agency data group.
  •  Contribute to the preparation of regional statistical reports and in the countries of the region.
  •  Assistance to the Statistics and Data Analysis area of ​​the Regional Office, in the requirements of generation, obtaining, processing and analysis of statistics, and contributing to the production of knowledge.
  •  Accompany and follow up on the organization and preparation of meetings on time use and gender statistics meetings.
  •  Perform other related tasks as needed.

The SSA contract determines the inclusion of all costs (all inclusive); the Organization will not assume additional costs or benefits to the fees for services. Therefore, it is the consultant’s responsibility to have medical insurance for the contract period and it is recommended that it include medical coverage for illnesses related to COVID-19. Medical coverage must be international in cases where the contract requires international missions or assignments.

If selected for this vacancy, it will be required to present proof of medical coverage within the first two months of the contract.

VII. Performance monitoring and evaluation

The consultancy will be managed by UN Women, Regional Office of the Americas and the Caribbean. The supervision of this consultancy will be carried out by the Regional Specialist in Coordination and Strategic Planning of UN Women. The Consultant is not a United Nations official and will carry out the activities related to his consultancy in a virtual way, from your own workspace as agreed in the work plan.

Three months after the start of the consultancy, an evaluation of the performance of the selected person and the products produced will be carried out, and if it is not favorable, the contract will be terminated by mutual agreement within the following 30 days.

For the proper development of the consultancy, the supervisor will provide the consultant with the existing documents and the information available to UN Women related to the consulting topics. It is the responsibility of the consultant to obtain primary and secondary information from other sources, if necessary.

The consultant will maintain permanent coordination with the supervisor and with the regional Statistics and Data Adviser for an effective execution and development of the requested products of this consultancy. As well as, it will provide information as requested within the framework of the terms of reference.

In the current context of the crisis due to COVID-19, travel is not foreseen for this consultancy, but rather remote and virtual work. This may change after the current crisis situation.

IX. Rights Intellectuals, Patents and Other Property Rights

The right to equipment and supplies that may be provided by UN Women to the consultant/a for the performance of any obligation under this contract, you must remain with UN Women and said equipment must be returned to UN Women at the end of this contract or when it is no longer necessary for the consultant.
