About this job
We are looking for a consultant for each of the different countries ( Brazil, Ecuador, Guyana, Peru or Suriname ), to develop socioeconomic profiles of the Amazon region with a focus on the current situation of indigenous peoples, Afro-descendants and local communities, with a gender perspective, including an analysis of its main problems and challenges to achieve development, the causes and determinants of problems, as well as recommendations to address them from a public policy perspective. Each consultancy will focus on one of the following countries: Brazil, Peru, Ecuador, Guyana, and Suriname.
You will work in the Gender and Diversity Division ( GDI ) which is part of the Social Sector ( SCL ). This team is responsible for promoting ( a ) gender equality and empowerment ( b ) development with identity of indigenous peoples, and ( c ) inclusion of people of African descent, people with disabilities and LGBTIQ + people. It supports the Bank’s operations, provides political and strategic guidance, and carries out technical assistance and training activities.
This is what you will do
The main activities are:
- Geographically focus the consultancy to the Amazon of the country of interest according to the definition used by the Amazon initiative . Whenever possible, include the comparison of socioeconomic indicators between Amazonian and non-Amazon territory within each equivalent department or unit and / or at the country level.
- Develop a refined database for the Amazon region, using secondary source information — mainly national censuses and household surveys, more agricultural censuses, administrative information, program data/specific projects, regional or local development plans, information from the IDB’s SCL Data, among others — from the public and private sectors — for determining the status of indigenous peoples, people of African descent, local communities and women, from the Amazon region, on the following topics: o Sociodemographic information ( population — disaggregated by gender and ethnicity and by urban and rural area —, ethnic-racial diversity, poverty profiles, maternal and infant mortality rates, impact of COVID-19, among others ).
o Access gaps to public social services ( health, education, job training, water and sanitation, energy, coverage of social protection programs, transportation, roads, connectivity, internet, access to the justice system, housing, among others ).
o Employment gaps ( access to job opportunities — including jobs in green industries — skills gaps, skills development programs, sources of income, among others ).
o Access gaps to productive capital ( access to land, natural resources — forests and biodiversity — access to financial products and services ).
o Environmental information ( deforestation rates, exploitation of natural resources — hydrocarbon, mining, forestry, agro-industrial, etc. — vulnerability to climate change, energy transition, risks of natural disasters and pollution ).
o Sociocultural information ( sociocultural aspects relevant to development planning — community structures, traditional authorities, indigenous organizations, Afro-descendants and local communities, relevant linguistic aspects, indigenous peoples in isolation and initial contact ).
o Private sector information ( extractive and non-extractive industries, bio-enterprise opportunities, among others ).
- Review the current public policy instruments that impact the Amazon region and identify the potential barriers and opportunities that these instruments represent for the development with identity of indigenous peoples, Afro-descendants, local communities and women, and provide consistent improvement recommendations.
- Analyze the information described above and prepare a report that includes: a ) analysis of gaps faced by indigenous peoples, Afro-descendants, local communities and women in the Amazon -maximum 50 pages-, b ) analysis of laws and public policies concerning the country’s Amazon-maximum 20 pages-, c ) policy recommendations.
- Socialize the information of the profiles to internal actors from various sectors of the IDB.

This is what you need
- Education: Master’s degree in economics, sociology, anthropology, or other fields relevant to the responsibilities of the role.
- Experience: At least 5 years of progressive experience in the management and analysis of census and survey data. Knowledge on issues of gender, diversity, inclusion and development.
- Languages: Spanish and English, oral and written proficiency is required. It is preferred to have additional knowledge of French and Portuguese.

Requirements
- Citizenship: You are a citizen of one of our 48 member countries.
- Consanguinity: You have no family members ( up to the fourth degree of inbreeding and second degree of affinity, including the spouse ) who work at the IDB, IDB Invest or IDB Lab.
