Consulting – Preparation and design of a teaching manual for training and implementation of the PEC for Police Investigators TN At International Justice Mission


International Justice Mission is a global organization that works in 44 offices in 28 countries with authorities, local actors and survivors, strengthening the capacities of justice systems to combat violence, improving access to justice services, care for victims and survivors, and contributing to the protection of women, children and adolescents.

Our protection model against violence against women, children and adolescents seeks to provide a response to victims and survivors of this type of violence by improving the response of justice systems to provide more effective and dignified services.

A program is currently being developed in the Northern Triangle (Honduras, El Salvador and Guatemala) that seeks to reduce the prevalence of physical and sexual violence against women, children and adolescents by reducing impunity for these crimes.

The purpose of this consultancy is to design a training plan and prepare a teaching manual for the Field Training Program for criminal investigation personnel of the Police institutions of the countries of the Northern Triangle Region, which includes the curricular proposal for training and methodological tools for the implementation of the Program.

Competencies/Learning Objectives (to be reinforced with the implementation of the PEC) These objectives respond to the reinforcement needs in the police units of the region and to the competencies that we project that Field Training should focus its efforts on, primarily:

  • Researchers draft preliminary hypotheses that answer criminological questions in a logical and clear manner.
  • Researchers develop a research plan that seeks to answer their preliminary hypothesis and identifies actions to be taken in accordance with existing protocols/manuals.
  • Investigators use specialized investigative techniques and research methodology appropriate to the case they are investigating.
  • Investigators conduct victim and witness interviews that reflect the search for evidence, are trauma-informed, and incorporate an intersectional approach (power imbalance, victim-centered approach, continuum and cycle of violence) .
  • In known subject cases, investigators link the subject to the events and provide legal documentation to identify the subject.
  • Investigators prioritize cases for investigation based on criteria of risk to the victim and viability.
  • Researchers maintain an orderly and chronological research folder .

Guidelines and main activities of the consultancy:

  1. Create a work plan and schedule of activities required to carry out the consultancy.
  2. Review and adapt the thematic and methodological proposal that will guide the entire teaching-learning process within the PEC, in accordance with the learning objectives.
  3. Development of training modules for mentors: includes a proposal by phases or modules, focused on specific topics and skills that mentors will need to develop their work in the PEC.
  4. Design of a Field Training Manual for Mentors, for the implementation of field training for police investigators in the Northern Triangle Region.
  5. Toolbox and teaching resources for mentors and mentees in the implementation of the Program. It includes detailed activities and teaching resources for the modules.
  6. Evaluation proposal for mentees on the impact of mentoring on the development of their skills as researchers, as well as on the quality and effectiveness of their research in cases of violence against women and children.
  7. Education and Experience:

A consulting team is required, with a minimum academic degree of Bachelor’s degree and at least:

  • A person with expertise in criminal investigation who is familiar with the internal processes of police institutions.
  • An expert in curriculum design, pedagogical and andragogical processes, with knowledge of constructivist methodologies.

Characteristics of the expert in criminal investigation :

  • Preferably with a Bachelor’s degree in Criminology, Police Sciences, Legal and Social Sciences, or a related degree.
  • With the ability to work in interdisciplinary teams in different countries, regions and contexts.
  • Knowledge and experience in criminal investigation.
  • To be aware of the reality of the situation of women, girls, boys and adolescents who are victims of gender-based violence and approaches that are ethnically and culturally relevant.
  • Knowledge of international human rights instruments and the international legal framework for the protection and care of women, girls, boys and adolescents who are victims of violence.
  • Experience in producing and writing technical and academic documents.

Characteristics of the expert in curriculum design, pedagogical and andragogical processes, with knowledge of constructivist methodologies:

  • Knowledge and experience in interaction with women, girls, boys and adolescents who are victims of gender-based violence, with ethnic-cultural relevance.
  • Extensive experience in the production and writing of technical and academic documents.
  • Experience in curriculum design and creation of training processes, with knowledge of constructivist teaching-learning methodologies and andragogical education.
  • Ability to work in interdisciplinary teams in different regions and contexts.
  • Knowledgeable about the socio-cultural context of the region.

Special considerations:

  • Delivery of products : Delivery of all products must be on time on the date agreed between both parties.
  • Intellectual property rights : the property rights of the documents and products delivered belong exclusively to IJM and the public institutions with which it works, so they are completely free to use them as they see fit and at any time and place.
  • Availability to travel : have the availability to travel outside of your country if necessary.
  • Availability of time : have the availability to attend face-to-face or online meetings before, during and after the delivery of each product if necessary.
  • Contracted persons must be willing, prior to delivery of the final products, to make any changes requested by the International Justice Mission.

The consultant must maintain a permanent and close relationship with IJM, through the technical team in charge of this consultancy: Marisol Rodas López mrodaslopez@ijm.org and Rony Mauricio Espinoza respinoza@ijm.org; in their absence, the International Justice Mission will appoint another person.

The products of this professional or technical services contract will be approved by the International Justice Mission and it delegates the supervision, monitoring and evaluation of this consultancy to Marisol Rodas López and Rony Mauricio Espinoza.

Consulting Time

The International Justice Mission plans to begin the consultancy in October 2024 and conclude in January 2025.

Location of the consultancy:

Open to the consulting team working from anywhere as long as they have contextual and social knowledge of Central America and police institutionality in accordance with the requirements of the activities established by IJM.

The financial proposal must include any expenses or taxes that are associated with this service and the fees of the people who participate as part of the consulting team. Payments will be made upon delivery of the products and percentages indicated, which can be agreed upon within the consulting period, that is, from October 2024 to January 2025.
