Consulting in Colombia and Ecuador for the Regional Media and Police Program At Geneva Center for Security Sector Governance

The DCAF Latin America and Caribbean Unit (LAC) supports governments, parliaments, security providers and civil society in the LAC region by developing capacities and promoting standards and good practices to contribute to a more effective security sector, efficient and transparent, duly supervised by the competent authorities, that responds and is accountable to the people it serves.

As part of DCAF’s contributions to oversight of the security sector by civil society and the media, We are currently running a regional media and police program in 5 countries (Colombia, Ecuador, Mexico, Honduras and Peru) with the support of the German Ministry of Foreign Affairs. This initiative focuses on strengthening the role of journalists and social leaders in supervising the security sector and fostering a better working relationship among media professionals communication and the Police in each country.

For the regional media and police program we are looking for a dynamic and highly motivated person: Focal point in Colombia and Ecuador for the Regional Media and Police Program.

  • Place: Bogotá, with trips in Colombia and occasional missions to Ecuador
  • Start date: January 2024
  • Duration: Estimated consultancy of one year, with possibility of extension

THE ROL

Under the supervision of the program coordinator, the consultant will manage the day-to-day development, implementation and monitoring of the regional program in Colombia and Ecuador. In addition, the consultant will be responsible for ensuring logistical and administrative tasks, and conducting research related to the program in both countries.

MAIN RESPONSIBILITIES

1) Support the Program Coordinator in the implementation and Monitoring, Evaluation and Learning of the program in Colombia and Ecuador:

  • Support the implementation of the DCAF program on the media and supervision of the security sector by civil society in Colombia and Ecuador, including support to conceptualize, design, plan, implement and evaluate projects
  • Support fundraising and identify project opportunities, including through research, conceptualization of ideas, preparation of concept notes and proposals
  • Collect partner data and draft progress reports
  • Ensure monitoring, evaluation and learning of activities
  • Track project work plan and schedules (tool: activity manager)
  • Contribute with contributions to the deliverables of the partners.

2) Liaison with project partners in Colombia and Ecuador

  • Act as a focal point for project partners in everyday tasks.
  • Schedule and attend meetings with project partners.
  • Support the organization of events

3 ) Provide administrative and financial support:

  • Support the Program Coordinator and the Financial Control Officer in reviewing the expenses of partners in Colombia and Ecuador
  • Prepare other documents related to the project as necessary, such as contracts, agreements, background summaries, presentations, MoU, among others
  • Support for administrative tasks as needed

KEY QUALIFICATIONS

  • University degree in a relevant field, such as development studies; international relations; political science; security, peace, human rights legislation or conflict studies; or other relevant branches.
  • Minimum work experience of 7 years in international cooperation or project management; field experience will be valued.
  • Strong project management capacities, including monitoring and evaluation, financial management and administrative support, as well as excellent organizational and planning skills.
  • Specific experience working with public institutions and institutions in the security sector and / or the media and civil society is highly desirable.
  • Knowledge related to governance and security sector reform in the Latin American and Caribbean region, and in the field of human rights are highly desirable.
  • Excellent analysis, communication and writing skills, both in Spanish and English
  • Competence in the use of the Microsoft Office application package; experience in using “Sharepoint” will be valued”.
  • Excellent interpersonal skills, ability to establish and maintain effective partnerships and working relationships in a dynamic and multicultural environment.
  • Ability to work under pressure and meet short deadlines.
  • Spanish (native level or C2) and English (at least level B2), both written and spoken, are essential.
