Context

Violence against children and adolescents is a violation of their rights, compromises their integrity and development, physical and mental health. Health personnel play a fundamental role in the timely detection and referral of cases of violence against children and adolescents, therefore they are considered essential services in guaranteeing their right to live a life free of violence.

To enhance the detection and care of violence against children in first and second level health centers, the National Center for Child and Adolescence Health ( CENSIA ) and UNICEF, promoted the integration of a Health Sector Guide to prevent, care for and protect girls, children and adolescents with signs of violence ( this document is not public, so its index and the total number of pages for general knowledge ) are shared as an annex, aimed at guiding the practices of health personnel in addressing situations of violence against children and adolescents in each of its stages: prevention, detection, attention and notice / complaint to the authorities as appropriate.

The Guide, based on the current regulatory framework, brings together the main contributions of technical documents produced in the country and makes specific reference to the Clinical Guidelines on how to respond to situations in which girls, children and adolescents have suffered sexual abuse ( WHO, 2017 ) and the Clinical Guidelines on how to respond to situations in which children and adolescents have suffered abuse ( WHO, 2019 ).

This instrument seeks to provide health sector personnel with conceptual elements, guidelines and practical tools for prevention, detection, care, warning and/or denunciation of violence against girls, boys and adolescents, through a culture of respect for their dignity, their rights and good treatment, considering the best interests of childhood and adolescence and with a gender perspective for the development and comprehensive well-being of this sector of the population.

Main activities

  •  Preparation of a curriculum plan on the content and use of the Health Sector Guide to prevent, care for and protect girls, children and adolescents with signs of violence for the staff of the five ( 5 ) first-level medical units in which the project will be developed. The document must include, at least: objective, general plan description, content ( conceptual, procedural and attitudinal ), descriptive letters of sessions, exercises and / or practical activities, and any other element that is considered necessary.
  •  Present and review with UNICEF and CENSIA, the proposed curriculum, and make the necessary adjustments derived from the joint review, for approval.
  •  Carry out the face-to-face training process for health personnel from the five ( 5 ) medical units participating in the project, contemplating at least one trip for up to 3 days by federal entity ( Tijuana, Baja California; Tuxtla, Chiapas; Ciudad Juárez, Chihuahua; Chilpancingo, Guerrero; and Morelia, Michoacán ). The cost of travel should be included in the economic proposal. A report on the process should be prepared, with disaggregated information on participants. The place of training will be provided by the health authority.
  •  Preparation of proposal for monitoring and evaluating the relevance and use of the Health Guide in the five ( 5 ) selected medical units, in which it is indicated, at least: 1 ) Objective; 2 ) Methodology; 3 ) Execution Mechanism; 4 ) Resources required; 5 ) Schedule; and any other information deemed necessary to define the implementation process, from the dialogue with UNICEF and CENSIA. This evaluation should identify its relevance, effectiveness, efficiency, impact and sustainability of the guide.
  •  Validate the process of monitoring and evaluating the use of the Health Guide in the five ( 5 ) selected medical units, considering at least one trip by federal entity ( Tijuana, Baja California; Tuxtla, Chiapas; Ciudad Juárez, Chihuahua; Chilpancingo, Guerrero; and Morelia, Michoacán ) for up to 2 days. The cost of travel should be included in the economic proposal.
  •  Prepare a monitoring and evaluation results report that includes at least: a ) objective; b ) description of the process, methodology and temporality; c ) global results; e ) results for each federal entity; f ) analysis on its relevance, effectiveness, efficiency, impact and sustainability; g ) conclusions and recommendations.
  •  Create two ( 2 ) PowerPoint files in which an expanded version is presented and another summary of the project results.

Deliverable

Each product developed by the supplier must first be delivered to UNICEF as a draft document, for analysis and comments. Based on the comments made, the consulting firm will incorporate the relevant reviews, sending the final documents and materials to UNICEF for approval. Payment will be released once deliverables no longer have comments from UNICEF.

All documents and materials will be presented in electronic format on the dates established in the product delivery schedule, and those responsible for the project must be addressed by UNICEF. If there are printed materials, they must be delivered at the agreed times.

The selected provider must attend face-to-face and virtual meetings necessary to carry out the consultancy with UNICEF staff and, where appropriate, other instances related to the consultancy. Likewise, you must participate in any other activity necessary for the proper achievement of the consultancy.

Profile required

It is expected to hire a consulting person with the following characteristics:

  •  Professional profile with a degree in Public Health, Social Sciences ( political science, public policy, sociology, law, international relations ), Humanities, Medicine or other careers related to consulting. It will be valued as an advantage to have a postgraduate degree in areas related to this call, such as human rights, public health, childhood, gender, evaluation, or others.
  •  The consulting person must have a minimum of 5 years of work and / or academic experience in prevention, detection, violence care activities in the health sector, including development, production and implementation of training processes for the health sector, preferably with respect to girls, boys, adolescents and / or women, verifiable through CV.
  •  Demonstrable work and / or teaching experience in the childhood and adolescence approach, and / or gender perspective will be valued as an advantage.
  •  Participation and / or authorship in publications related to the prevention, detection and care of violence from the health sector, clinical care of children victims of violence, will be valued, attention to co-occurring violence against children and women, verifiable through CV.
  •  Written communication skills, clear and concise writing ability of technical documents, and management and group work are expected.
