About this job
We are looking for a consultant specialized in diagnostic issues and design of intervention strategies in the Amazon. As a consultant to the IDB Group, your main task will be to develop a comprehensive Strategy for Intervention in technical assistance in the Peruvian Amazon; as well as those of coordinating and organizing workshops, seminars and / or conferences with the different market players and internal team of the Ministry of Environment to achieve this objective.
You will work with the Connectivity, Markets and Finance team. This team is responsible for working with the public sector in the design of financing solutions that mobilize private investments and guarantee inclusive and sustainable development; reason why you will also be working transversally with the team of the Ministry of the Environment, Executing Agency of the Program for Bionegocios.
This is what you will do:
- Make a diagnosis of the potential final beneficiaries of the Program for Bionegocios in the regions of Loreto, Madre de Dios, Ucayali, Amazonas and San Martín ( priority ), as well as others considered within the framework of Law N ° 27037 ( minimum three districts per priority region ); ordered based on the bi-business subcategories established in RM N ° 046-2020-MINAM. This information must be the result of mapping, interviews and verifications carried out in field trips by the consultant. Likewise, the diagnosis must collect sufficient information to identify gaps in knowledge and practices for compliance with the environmental and social requirements of the Program, contained in the Operational Regulations of the Program ( ROP ) and its Operational Manual.
- Identify the needs in technical assistance based on the situational status of each actor ( final beneficiaries and financial institutions ) developed in field visits This information should be the result of the collection of information made in the field visits.
- Identify potential actors and with the ability to provide technical assistance according to previously identified needs, by company size, subcategories of bi-egotistical, regions, type of actor, among other classifications that are considered pertinent. This mapping should include a contact directory, a characterization of the actors and a proposal for minimum profiles to take into account in the selection of professionals / technicians who provide technical assistance, and may be the proposal for technical assistance consulting through a natural person or consulting firm.
- Prepare the design of the intervention methodology for technical assistance that must consider the intervention schedule, contents, staff and estimated budget of training packages that address gaps in knowledge and practices identified, aimed at final beneficiaries and financial institutions, differentiated by region, subcategory of bi-business and sociocultural aspects ( gender, intercultural and age approaches ).
- Prepare a proposal for a comprehensive intervention strategy in technical assistance aimed at bi-businesses and financial institutions within the framework of the Program for Bionegotia.
- Prepare sustainability proposals for technical assistance provided to final beneficiaries and financial institutions.
- Prepare the Terms of Reference necessary to implement the necessary contracts for the implementation of the comprehensive intervention strategy in technical assistance aimed at bi-businesses and financial institutions.
Delivery and Payment Schedule:
Your compensation will be determined in accordance with IDB policies and procedures. According to these policies, we can contribute to travel expenses, which can be done through amendments to the contract.

Producto 5: Informe final deberá contener: a) Propuesta final de la estrategia integral de intervención en asistencia técnica dirigida a bionegocios e instituciones financieras en el marco del Programa para Bionegocios; y
b) Propuesta de sostenibilidad de la Asistencia técnica.
c) Propuesta de Términos de Referencia para realizar la contratación de una persona natural y/o firma consultora que apoye en el cierre de las brechas identificadas en el diagnóstico de asistencia técnica.
d) Directorio de contactos de potenciales profesionales o firmas consultoras que apoyen en el cierre de las brechas identificadas en el diagnóstico de asistencia técnica.

Esto es lo que necesitas:
- Educación : Titulado de la carrera de Administración, Economía, Biología, Agroforestal, Agrónomo y/o afines. Con Maestría en Gestión Ambiental, Bionegocios, Microfinanzas, Finanzas e inclusión financiera u otro afín.
- Experience: Minimum of 5 ( five ) years in formulation and, management of programs and projects with public and private organizations, as well as experience in development and execution of technical assistance projects. Experience in the development and execution of bioeconomy projects in the Peruvian Amazon will be valued.
- Languages : English proficiency and one of the Bank’s other official languages ( Spanish, French or Portuguese ) are required.

- Citizenship: You are a citizen of Peru or a citizen of one of our 48 member countries, with residence or legal permission to work in Peru.
- Consanguinity: He has no family members ( up to the fourth degree of consanguinity and second degree of affinity, including the spouse ) who work at the IDB, IDB Invest or IDB Lab.
