About this job

The Representative Office in Mexico requires hiring a consultant for operational support in order to carry out a wide variety of functions related to preparation, execution and monitoring of Bank operations. The consultant will report to the Chief of Operations, or to whom he delegates, and will have various activities under his charge.

This is what you will do

  •  Support in the preparation of project profiles or technical cooperation.
  •  Establish and maintain a close relationship with executing agencies and other public and private entities to provide guidelines on different aspects of the administration of the loan contract or technical cooperation agreement.
  •  Assist in risk assessment, survey application, and systematization of risk analysis results.
  •  Participate in the analysis of institutional capacity.
  •  Monitoring the implementation of technical cooperations, and supporting the preparation of annual reports to donors.
  •  Be the operational point of contact for assigned operations and technical cooperations.
  •  Resolve specific queries from the executing agencies on operational issues.
  •  Provide guidelines on the application of disbursement and procurement policies and procedures.
  •  Support the review of requests submitted by the executing agencies and prepare responses for review by the team leader.
  •  Process and follow up on contracts and payments of consultancies executed under the assigned technical cooperations.
  •  Enter and track transactions in Bank systems.
  •  Review disbursement requests validating eligibility and consistency, process disbursements, changes in the percentages of revolving funds, general and special extensions, budget adjustments, etc.
  •  Support in the preparation of periodic reports of progress of operations ( PMR ), as well as the project closure report ( PCR ).
  •  Identify deviations from the original plans and propose corrective actions.
  •  Assist in monitoring the portfolio of assigned operations and projects, and support in the preparation of information for internal audits and follow-up of recommendations.
  •  Support in monitoring compliance with preconditions, monitoring the supervision plan and the annual operating program ( PEP and POA, respectively ), updating the indicators of the results matrix, monitoring compliance with financial reporting recommendations, preparing the results report on project execution, inspection visits.
  •  Support in the review of financial statements.
  •  Keep files and systems of the trust sector up to date.
  •  Coordinate with the administrative area in the organization of events or meetings associated with assigned operations and technical cooperations.
  •  Collaborate with the operations headquarters in other tasks in order to ensure the delivery of the IDB Group’s operational program in Mexico.

This is what you need

  • Education: Master in Business Administration, Economics, Engineering, National or related Public Accountant. All candidates with academic and / or practical experience in the Project Management methodology ( PMI ) will be considered positively.
  • Experience : Minimum five ( 5 ) years of experience in project management in the public and / or private sector with local or international financing. Knowledge of national procurement rules and policies and preferably from multilateral financial organizations or bilateral cooperation agencies. Experience in preparing reports and reports.
  • Languages : Mastery of Spanish, both oral and written; and fluency in the English language.

Requirements

  • Citizenship: Be a citizen of Mexico or a citizen of one of our 48 member countries with legal or residence permits to work in Mexico.
  • Consanguinity: He has no family members ( up to the fourth degree of consanguinity and second degree of affinity, including the spouse ) who work at the IDB, IDB Invest or IDB Lab.
