Result of ServiceHe/She will develop activities of video production and editing for the documentation and publication of workshops related to the Trilateral South-South Cooperation programme with UN-Habitat and Brazilian Cooperation Agency. The Consultant will work in close collaboration with the operational, technical and communications team of UN-Habitat Office in Rio de Janeiro and local project teams.

Duties andResponsibilities

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient, and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. Within this context, UN-Habitat and Brazil government – represented by the Brazilian Cooperation Agency from the Ministry of Foreign Affairs (ABC/MRE) – signed the trilateral South-South Cooperation umbrella Project “Mainstreaming Sustainable Urbanization Trough South-South Cooperation†to share urban knowledge and experiences with the Global South in several areas such as housing and informal settlements, urban basic services, public spaces, post-COVID-19 response and SDGs localization. The international seminar “South-South Cooperation for Sustainable Housing Policies†is inserted in the context of the Trilateral South-South Cooperation initiative signed. The Seminar will seek to promote the exchange of knowledge, experiences and good practices among countries of the Global South, with the aim of developing and strengthening sustainable housing policies and encouraging cooperation between participating countries to address common housing-related challenges. The Seminar will be held during the activities of the 2023 Urban Circuit, from October 27 to 31, 2023, in Rio de Janeiro. In order to support the implementation of this project, we are looking for a Video Maker to ensure a good record of the seminar and to work with scripting and editing said content for the platforms used. Report to UN-Habitat Manager The Consultant (Video Maker) reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment The Consultant will deliver the following products: Product 1: Workplan and video scripts

  •  Workplan containing video and interview scripts proposal regarding the International Seminar recording and pos-production (editing and launch). Expected Delivery Date: 7 days after the signature of the contract Product 2: International Seminar
  •  In person coverage of the International Seminar to be held on October in the city of Rio de Janeiro;
  •  Four (04) videos of approximately 1 min in vertical format designed for Instagram Reels containing respectively: (1) the highlights of the International Seminar; (2) testimonies of participants (3) highlights of the first day of the meeting (4) highlights of the field visits;
  •  Ten (10) video clippings. Expected Delivery Date: 1-7 days after the International Seminar event. Product 3: Final Video
  •  One (01) video of approximately 3 min containing an overview of the seminar.
  •  Quality 4k.
  •  Script to be submitted and approved by Communication and Technical project teams.
  •  Participate in two meetings, one to discuss and approve the script and one to showcase the first version of video. Expected Delivery Date: 15 days after the International Seminar. Responsibilities Under the overall supervision of the National Officer for Brazil, the Consultant (Video Maker) will be responsible for and must agree that: 1. Video production, editing and subtitling; 2. Vectorization of images, editing photos in Photoshop, working with possible needed illustration/animation for web stories, speeches, and other webpages; 3. Maintain a shared and organized archive of all the multimedia produced; 4. All Software licenses for editing images must be the property of the Video Maker, as well as it is their (his/her) responsibility to bring all audiovisual equipment, if needed, to perform the described activities (cameras, lenses, flashes, microphones, batteries, tripods, connectors, and cables) – excluding UN-Habitat of any liability for damage or cost related to it; 5. Participate and provide video coverage of one in person event for the South-South Cooperation Project (International Seminar). The International seminar will be held on October 27th, 28th, 30th and 31st. 6. The Video Maker will obtain the relevant written consent for video usage from concerned people/authorities. Video and photographs subject release forms signed by parents or legal guardians of children under the age of 18 will be delivered to UN-Habitat Office together with the images. The consultant will be responsible for completing all courses and training activities that are indicated to the person by the supervisor. The security course BSAFE is required to be accredited during the first month of employment. The Consultant will be responsible for their (his/her) own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Qualifications/special skillsAcademic Qualifications: Required:

  •  Secondary School certificate is required, or additional two years of relevant technical experience to the post, beyond the requirement. Desired:
  •  Bachelor’s degree in Communications, Journalism, Marketing, Public Relations, Film Studies or related fields. Experience:
  •  A minimum of three (03) years of experience in video editing, production and photography is required, with portfolio provided upon request; (Time of experience as self-employed, interns, and part-time count as 50%. Non-relevant experience for the position is not counted).
  •  Experience with workshops and public events documentation is highly desirable.
  •  Knowledge of local context is highly desirable. Skills:
  •  Proficiency in the use of software such as Adobe Premiere or equivalent and Adobe Photoshop is required.
  •  Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required.
  •  Good understanding of social media platforms (Facebook, Twitter, Instagram, YouTube, etc.) and its different dynamics and characteristics for adequate application of graphic design products is required.
  •  Experience related to the UN and/or any other international agency is an asset. Knowledge Management
  •  The person must know the processes, procedures, and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization.
  •  The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development.
  •  The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating.
  •  The person will prepare databases related to the project running.
  •  The person will make sure that all relevant technical information will be adequately shared with the correspondent staff.
  •  The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies

  •  Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines.
  •  Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences.
  •  Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.

Languages

  •  Fluency in Portuguese is required.
  •  English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.

Additional InformationRemuneration SB3-2 (UNDP Brazil Salary Scale, 100%) The consultant will receive a total amount of BRL 9.182,00, to be paid in three (3) instalments, upon the presentation and approval by supervisor of the following products: • Payment 1 (20%): Upon delivery and approval of Product 1 (BRL 1.836,40 ). • Payment 2 (30%): Upon delivery and approval of Product 3 (BRL 2.754,60). • Payment 3 (60%): Upon delivery and approval of Product 3 (BRL 4.591,00). Travel details The Consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
