To support the MCQ team and technical programs in measuring the performance of health services on Maternal, Newborn and Child Health (MNCH), Safe Affordable Surgery (SAS), Infection Prevention Control (IPC) and Quality of Care (QoC), managing datasets, making data analysis, and developing capacity building materials for countries level for accurate data collection through digital devices and online platforms.
Background
Tracking the WHO work, countries and regions to meet the health-related Sustainable Development Goals, Triple Billion, and Regional Vision paper targets is vital. Thus, WHO applies and promotes data-driven approaches at all levels of the organization. Data-driven approaches help us focus and prioritize actions for the greatest and fastest impact using data and analysis with our technical programs including Maternal, Newborn and Child Health (MNCH), Safe Affordable Surgery (SAS), Infection Prevention Control (IPC) and Quality of Care (QoC). Countries need reliable data to assess the performance of their health services to ensure continuous improvement of quality of care and patient safety. Hence the MCQ team prioritizes making the facility assessment tools for the technical programs. To support the tools application, proper data management, and simplified data collection tools using digital devices and online platforms, and accurate data analysis are demanding. The facility-generated reliable data will contribute to the existing routine health information system to monitor and improve the performance and quality of health care at all levels of health facilities.

Work to be performed
Method(s) to carry out the activity
- Design statistical data collection systems for technical programs including SAS, IPC and QoC with the MCQ unit
- Improving data management system for MCH program
- Conduct statistical analysis and interpret statistical analysis
- Generate and propose ways of creatively presenting and visualization data
- Provide technical support to expanding usages of remote and digital devices and online platforms for data collection
- Develop guiding documents with a specific focus on accurate data collection using digital devices and online platforms for country teams
Output/s
Output 1: To review the existing and evolving tools and discuss with the technical teams of MCH, SAS, IPC and QoC
Deliverable 1: Construction of relevant aggregates and exploratory data tables for the technical programs using the existing available tools
Output 2: Data-based analysis, including descriptive and analytical analysis in respective technical areas.
Deliverable 2: Summary report of the statistical analysis results along with their interpretation for each technical area
Output 3: Work on dataset of the 4th round of Early Essential Newborn Care (EENC) closely with the responsible technical officer and construct the regional aggregates.
Deliverable 3: Regional aggregated dataset for EENC implementation
Output 4: Conduct statistical analysis
Deliverable 4: Statistical tables, annexes, and data visualizations for the report on EENC Biennial Progress
Output 5: Test the existing standard tools (EENC, Kangaroo Mother Care facility assessment, Primary Health Care Quality Improvement tool) in digital devices (tablets/Maternal Child Health portal)
Deliverable 5: Guiding documents to the country teams to use them in the field for all data collection
Specific requirements
Education
Essential: Minimum advanced university degree in statistics or biostatistics
Experience
Essential: Minimum of 7 years ‘of relevant professional experience working with datasets and with a track record of publications underpinned by statistical analysis
Desirable: Experience in applying remote/digital data entry technology (tablets/handheld devices) including setting up and configuring systems for up-load to the cloud, local or remote servers. Experience in writing research and research reports, and peer-reviewed papers.
Skills / Technical skills and knowledge:
Good knowledge of the use of data entry, and data management
Strong analytical skills (making statistical and epidemiologic analysis in reliable manners) and proficient user of statistical software such as STATA, SPSS, SAS or R
Good knowledge and skills for using data visualization tools
Familiarity with public health programs, use of programmatic data and indicators, and monitoring and evaluation of public health programs
Language requirements:
Expert knowledge of spoken and written English.
Place of Assignment
The Consultant is expected to work off-site with scheduled travels.
Medical Certificate
The Consultant will be expected to provide a medical certificate of fitness for work.
Travel
Duty travel to WHO Western Pacific Regional Officel will be scheduled as required by the MCQ Unit, and to countries when requested by WHO country offices and Ministries of Health.
