Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Consultant will provide technical and operational support to conduct consultation workshops and study group sessions with the BARMM Members of Parliament, relevant national government partners (e.g. Climate Change Commission, Department of Environment and Natural Resources) BARMM ministries, Local Government Units (LGUs), academe, civil society organizations (CSOs), and other key actors in BARMM, engaging the stakeholders in strategic discussions and consultations on climate governance and policies, and promoting their awareness on climate change, conflict, and human mobility nexus. The primary focus of this consultancy is to develop a roadmap on the localization of the National Climate Change Adaptation Plan (NAP) in BARMM. The Consultant is expected to identify key strategies and steps to achieve the localization of the NAP and to translate the results of the consultations and study group sessions into a roadmap adapted for the BARMM context. Meanwhile, s/he may also provide technical guidance in facilitating the discussions on the Environmental Code and the establishment of the Taskforce on Climate Change in BARMM. The engagement of this consultancy will contribute to the key deliverables of the project “NEXUS Approach to Transformative Climate Resilience, Peace and Human Mobility in BARMM.”

Project Context and Scope:

In the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), communities are often exposed to complex, compounded effects of intersecting climate, security and trafficking risks. The region frequently faces extreme weather and climate events, leading to human, socioeconomic, and environmental toll, while conflicts driven by clan feuds, political rivalries, and land feuds, amplify the climate impact especially on vulnerable, disadvantaged communities, such as women and girls, youths, elderly, and non-Moro Indigenous Peoples (IPs), with limited adaptation and response capacity. The region is also a significant source of migrant workers / overseas Filipino workers, with irregular and high-risk migration patterns. Cases of trafficking, illegal recruitment, and human smuggling, which are often underreported, tends to proliferate especially amidst crisis and disasters and amongst vulnerable, disadvantaged communities as the result of exacerbated vulnerabilities, devastation, and loss that compel individuals to take negative coping mechanisms.

From 2022-2023, IOM has led a pioneering participatory action research that explored the interconnectedness of climate change, conflict, and human mobility in BARMM and highlighted the need to promote comprehensive and integrated approach to strengthen climate governance and policies in the region. Efforts are ongoing in BARMM to establish the Taskforce on Climate Change, enhance and pass the Environmental Code, and to localize and adapt the NAP, which provide crucial opportunities to converge ministerial and institutional efforts on climate change adaptation and to strengthen the nascent BARMM government capacity to address climate change and its broader impact on peace, security and human mobility. In particular, the localization of the National Adaptation Plan of the Philippines (NAP) 2023-2050, which underscores “the inter-agency partnership in developing a fit-for-purpose, science- and evidence-based strategic adaptation actions across various sectors threatened by the current and projected impacts of climate change,” will be pivotal in laying a more robust foundation for climate governance in BARMM and in supporting local efforts on integrating adaptation into relevant policies and programmes and building communities’ adaptive capacity and resilience to climate change.

Performance indicators for evaluation results

  • Quality and timeliness of the expected deliverables (value of services rendered in relation to their cost).
  • Effective adaptation of thematic resources and information into materials and key messaging that are relevant to the target audience.
  • Application of a results-based approach to the consultancy – i.e. deliverables are aligned with project objectives and contribute concretely to the overall impact of the project.
  • Efficient coordination with the project team and all necessary stakeholders.
  • Strict adherence to ethical standards, including confidentiality and data protection.

Required Qualifications and Experience

  • Expertise and familiarity with relevant national frameworks on climate change adaptation, including the the National Climate Change Action Plan and/or National Adaptation Plan.
  • Strong background in climate change policy development and planning with government and public stakeholders.
  • Strong understanding of the political and socio-economic context and the policy framework in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), including governance and policy challenges, needs and opportunities at regional, provincial, and/or local government level.
  • Excellent writing and organizational skills; proven capacities in community organizing, capacity-building, and stakeholder coordination.
  • Ability to engage with a wide range of stakeholders, from grassroots level to national policymakers.
  • Prior advocacy or research experience on climate change or environmental issues, disaster response/ disaster risk reduction and management, internal displacement, or migration is desirable.
  • Relevant educational background in the Natural Sciences, Social Sciences, Public Administration, Law, Environmental Planning, or Community Development; or academic background in any field combined with relevant specialized experience.
  • Experience/familiarity with local policies and practices of intergovernmental organizations or international NGOs is preferred.

Languages

  • For this position, fluency in English and Filipino is required. Knowledge of another BARMM local language is desirable.

Note

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible for following IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
