We are looking for an innovative Consultant in support of dynamic, innovative operations for Gender and Diversity in Honduras with great analytical capacity. As a consultant in support of operations for Gender and Diversity, you will be responsible for supporting the operations of the Gender and Diversity Division ( GDI ) with an emphasis on the Business Development Services project and a Favorable Environment for Entrepreneurs in Honduras ( HO-T1353 ) financed by the Women Entrepreneurs Finance Initiative ( WEFI ), will support the preparation and technical execution of GDI operations in that country under the supervision of the/The specialists in charge of these, and you will also support the mainstreaming of Gender and Diversity of the operations of other divisions assigned to you by GDI.

Between 2010 and 2019, the Gender Inequality Index ( IDG ) [ 1 ] for Honduras decreased steadily from 0.520 to 0.423 respectively, showing progress in gender equality in that country, but challenges also persist. Despite the fact that women play a fundamental role in the economy and, especially in the business sphere, in Honduras only 28% of the firms has a woman as general manager and 26.5% as majority owners [ 2 ] . In general, women’s companies are smaller than those of their male counterparts, since they are the main owners or partners of 57% of micro-enterprises, 42% small businesses and 30% of medium-sized companies. On average, total sales of women’s businesses are about half of men’s businesses [ 3 ] .There are barriers to their performance and growth, among which social norms, the degree of formality of their companies stand out, access to financing and Business Development Services ( SDE ), as well as an insecure environment. In general, these services are not suitable for each segment or typology of the business.

Institutional advances are identified in other areas, although challenges related to women’s low labor participation, sexual and reproductive health, and access to a life free of violence persist. The country’s institutional advances have mainly materialized through the strengthening of the policy framework, reforms to laws and the implementation of important social programs such as Ciudad Mujer to address these problems.

Also, challenges are identified to improve social inclusion and foster development with identity. According to the 2013 Census, the indigenous and Afro-Honduran population represents 8.7% of the total population of Honduras, that is, 717,610 inhabitants. These make up seven ethnic groups considered indigenous ( Tolupanes, Pech, Misquito, Nahoa, Lenca, Tawaka, Maya Chortí ) and two considered Afro-descendants ( Garifuna and Negro Inglés ). In general, these populations present low indicators of human development compared to the rest of the population, with significant lags in terms of years of schooling, economic participation and income, as well as high rates of housing deficiencies, loss of language and reproduction of gender roles disadvantageous to women.

The Work of the Gender and Diversity Division ( GDI ) in Honduras has focused in recent years on improving the living conditions of women in Honduras through integrated services for the empowerment of women; prevent and address violence against women; strengthen women-led businesses in Honduras, through the implementation of a business development services program and the promotion of a favorable and safe environment for women entrepreneurs; improve the cultural relevance of public services; and increase their opportunities to obtain sustainable development with identity respecting their conceptions of well-being.

This consultancy will aim to support GDI operations with an emphasis on the Business Development Services project and a Favorable Environment for Entrepreneurs in Honduras ( HO-T1353 ) financed by Women Entrepreneurs Finance Initiative ( WEFI ). The specific objectives are: ( i ) to support the preparation and technical execution of GDI operations in Honduras under the supervision of the specialists in charge of these; ( ii ) prepare analyzes and support mainstreaming of Gender and Diversity in other IDB projects in the country; and ( iii ) support the IDB Representation in Honduras in the process of implementing the country strategy, especially in the preparation of technical and operational inputs, in areas related to Gender and Diversity

You will work in the Gender and Diversity Division ( GDI ) which is part of the Social Sector ( SCL ). This team is responsible for promoting ( a ) gender equality and empowerment ( b ) development with identity of indigenous peoples, and ( c ) inclusion of people of African descent, people with disabilities and LGBTIQ + people. It supports the Bank’s operations, provides political and strategic guidance, and carries out technical assistance and training activities.

This is what you will do

  •  Support the supervision, monitoring, design and technical execution of the project portfolio ( technical cooperation, donations and loans ) from GDI, with emphasis on issues of strengthening small and medium-sized women’s businesses in Honduras.
  •  Support in the development of analytical products related to gender and diversity issues, including: productive opportunities and a favorable environment for companies owned / led by women, and other diverse groups; sexual and gender-based violence; gender and diversity biases in social care and in processes of use of digital technologies; integrated services for the empowerment of women based on the Ciudad Mujer model.
  •  Participate as a team member in the design and support of loans and technical cooperations in Honduras, with the aim of strengthening the components of these projects that support the areas of gender and diversity. Some of the specific actions: ( i ) identify opportunities for mainstreaming activities in accordance with the strategic alignment regulation ( gaps, activities, and indicators ); ( ii ) participation in dialogue with the client; ( iii ) process and analyze statistical data to identify gaps; ( iv ) collaborate in the development of gender and diversity annexes for operations.
  •  Continuously review the IDB portfolio and inventory of projects to identify projects that can promote gender equality, the development with identity of indigenous and Afro-Honduran peoples and the social inclusion of people with Disabilities and LGBTQ People +. This activity covers the entire project cycle, from prior consultation to execution and evaluation.
  •  Support in the systematization of the Bank’s gender and diversity work in Honduras.
  •  Support in the development of communication products related to gender and diversity issues, including presentations, talking points, blogs, press releases, pedagogical capsules, dashboards, technical notes, among others.
  •  Collaborate in other Bank initiatives to advance gender equality and promote the diversity agenda in Honduras.
  •  Advise the IDB office in Honduras and the executors on operational and technical aspects related to Gender and Diversity.

[ 1 ] The IDG measures gender inequalities in three aspects of Human Development: Reproductive Health ( maternal mortality ratio and fertility rate in adolescents ), empowerment ( proportion of positions in the parliament held by women and proportion of women and men aged 25 and over with at least secondary education ), and economic status ( rate of labor participation of women and men aged 15 and over ). It can be interpreted as losses in achievements in these areas due to gender inequalities. This is what you need

  • Education: Master’s degree in social sciences, applied economics, public policy, or equivalent.
  • Experience: 5 years of field work experience and in the implementation of development projects, preferably with international / multilateral organizations. Knowledge and capacity for intersectoral work and teamwork. Work experience in gender, indigenous peoples, people with disabilities and LGBTQ people + or related to gender and inclusion issues
  • Languages: Spanish and English, oral and written proficiency is required. It is preferred to have additional knowledge of French and Portuguese.
